WASHINGTON, May 15 (Xinhua) -- Forty-six U.S. business executives, led by U.S. Commerce Secretary Gary Locke, began a 10-day trip to China Saturday to promote clean energy technologies, which in Locke's words, will be a win-win scenario for both countries. The delegation, the first cabinet-level trade mission of the Obama Administration, will make stops in Hong Kong, Shanghai and Beijing."We hope to have various signing ceremonies throughout the trip," Locke said before departing the U.S.A MISSION TO PROMOTE EXPORTS OF U.S. CLEAN ENERGY TECHNOLOGIESThe mission comes on the heels of the Obama administration's National Export Initiative, which seeks to double American exports over the next five years -- supporting some two million new jobs in the process.According to the U.S. Commerce Department, the mission aims to promote exports of leading U.S. technologies related to clean energy, energy efficiency, and electric energy storage, transmission, and distribution."Energy is a 6 trillion dollar market. And green energy is the fastest growing sector. The race to develop the new technologies the world will one day rely on is a race that this nation and all developed nations must engage in," Locke told reporters at a press conference Wednesday. The top U.S. trade official said the increased trade with China, especially cooperation on clean energy sector, benefited both countries."Every American should know that when a U.S. clean energy company finds success abroad, it creates more jobs here at home in the United States," Locke said. "In fact, some of the companies on this trip produce over 90 percent of the components for the products that they sell overseas right here in the United States."The trade mission was an opportunity for win-win scenarios for American companies, American workers and the people and the governments of China, he said.ECONOMIC AND TRADE FRICTIONS TO CONTINUE AS COOPERATION DEEPENSAccording to statistics released by the Chinese government, bilateral trade between China and the United States grew 9 percent a year in the past five years.Currently, the U.S. stands as China's second largest trading partner, the second largest export market and the sixth largest source of imports. China is the second largest trading partner of the U.S., its third biggest export market and its number one source of imports. While the two countries enjoy enormous cooperation opportunities in many areas, the U.S. Commerce Department has imposed a series of tariffs on Chinese products and many Chinese companies complain they have been affected by the rising protectionist measures taken by U.S. government.Locke rebuffed these complaints, saying he had explained to Chinese officials it was not the United States government that brought the cases."It's not the policy of the United States government to file these cases. These cases are filed by companies within the United States who feel that the actions of a company from another country (were affecting them)," he told Xinhua. He also noted that less than 3 percent of all goods sold from China into the United States were subject to duties in question."So 97 percent of all the goods coming from China are without any type of penalties or dumping duties or counter-veiling subsidies," Locke said. "We should not focus on the number of complaints."Many Chinese officials have argued the U.S. export control against China has already limited their access to the Chinese market. They believe the achievement of trade balance between the two countries rests not with restricting China's exports to the U.S., but with increasing U.S. exports to China.Secretary Locke echoed the opinion. While he insisted that national security should be the U.S.'s overriding objective, he also admitted "there are so many things now that are on the various control lists that really should not be on the control list."He also told reporters the U.S. government was reviewing its high-tech control systems and the result would be announced in the next few months. He said the current system had strong protections for both sophisticated technologies that could affect U.S. national security, and technologies that were readily available from around the world, which really made no sense?"So we need to reduce those restrictions and make it easier for those items to be exported," Locke said.

STOCKHOLM, May 9 (Xinhua) -- To mark the 60th anniversary of the establishment of diplomatic relations between China and Sweden, a Guqin concert was held in Stockholm on Sunday evening. The concert presented 12 different pieces, half of them about Guqin, some of them are the Xiao, a beautiful flute. Some of them they played together. All the music are about 2000 years old. One of the most beautiful ones is called Liushui, Flowing Water, that piece is on a golden disk in a voyage in an American Spaceship went away in 1977 out in the outer space.Famous sinologist Cecilia Lindqvist planned the concert with the support of Sweden's National Music Association, Chinese Embassy in Sweden and Sweden's Union of Chinese Associations."It's a very important day because 60 years ago exactly on this date, May 9, Sweden and China established diplomatic relations, and actually Sweden was the first country in the west to do so. So we are very proud and we have long been in contact with China after that," said Lindqvist."Since then cultural contacts have developed tremendously, and this concert we are giving tonight is a kind of celebration of this very important day, so we hope lot of people will come here and listen to this music because 60 years is a long period. So we want to present Guqin to the Chinese community here and to all the Swedes who are interested in the Chinese Culture," she added.

BAGHDAD, June 1 (Xinhua) -- The ongoing Shanghai Expo is a very good platform for Iraq and China to communicate with each other, some Iraqis said on Tuesday, adding the war-torn country needs China's successful experiences for rebuilding. The Iraqis made the remarks when the Iraq Pavilion opened Tuesday at the Shanghai World Expo, one month into the global event. The country is the last of the 246 participants to open its pavilion."After decades of isolation under circumstances of sanctions and wars, I believe my country is in acute need for such an event (Expo)," Adel Hameed, 35, a teacher in Baghdad western district of Mansour told Xinhua."As a developing nation, Iraq found Shanghai a great place to demonstrate the latest technologies that we need to rebuild our country," said Hameed, who disclosed that he sometimes follows the latest news about the Shanghai Expo from Internet at home.Asked what makes him so interested in following the Expo news, he smiled and said "to me Baghdad is the city with glorious past and promising future. It is the gem of the east, the capital of the great al-Rasheed caliph and the city of thousand and one nights, therefore, it is qualified to look forward for better future and Shanghai is a great place to look at and learn."He recalled the tragedy Iraq suffered in the past years, but was confident for a bright future in the city he lives in."Yes, I say we are far behind especially by the devastation of the U.S.-led invasion in 2003, and my nation has little chance to rise nowadays, but you will see days are coming and we will rise but it needs time," Hameed said. Some local people believed the Expo is an opportunity for Iraqis to know what is happening in China.Maher Abbas, a 48-year old lawyer told Xinhua that Expo is a great chance for Iraqis to know the course of development in China which has made it a successful example."I see China as a great example, they have made spectacular successes in all areas of development. As a developing country, we need China to share us its experience," Abbas said."I also believe that the Shanghai World Expo is a great platform for communication among the world nations, that could open to the world perfect windows for mutual understanding," the man said, complaining that he has few media sources to know about the event as the political and security troubles of Iraq are prevailing the local media. But the concept of such exhibition excited him.

BEIJING, April 1 (Xinhua) -- Two Chinese vaccine makers Thursday confirmed they have shut down operations after their rabies vaccines were found to be substandard. The State Food and Drug Administration (SFDA) announced in December that a total of 215,800 units of rabies vaccines made by Jiangsu Ealong Biotech Co. and Hebei Bioforwell Co. from July to October 2008 had quality problems. The agency had ordered the two companies to halt production and sales. The confirmation came after media reports saying Ealong Biotech had resumed production and seven executives had been detained. Reports said the company had mixed an additive with the vaccine to reduce costs, leaving as many as 1 million people affected nationwide. Some local newspapers even reported that deaths or illness were likely caused by the faulty vaccines.Yan Jiangying, the SFDA spokesman, said the SFDA was yet to release investigation results as the probe was still underway. But Yan said people needed several injections to build up immunity as the 180,000 units of vaccines made by Ealong Biotech were not as effective as required by the drug watchdog.Liu Wu, general manager of Ealong Biotech, said the faulty vaccines may not provide protection against rabies as they were not up to national standards. But Liu said "We have not received any reports on adverse reactions in people receiving rabies vaccine shots."Liu also denied there were 1 million people affected, saying each person should receive five injections, or one unit, rather than receive one injection of each unit. The company had not produced or sold even one dose of rabies vaccine since Nov. 30, Liu told Xinhua. It also halted production of the A/H1N1 flu vaccine in February when the quality permit expired, he said.Liu also denied that seven company executives had been arrested and that they had put an additive in the vaccines.Ealong Biotech is the nation's fourth-largest rabies vaccine maker with a market share of 11 percent. It took orders from the Chinese government for 6.3 million doses of A/H1N1 flu vaccines in 2009, ranking third nationwide.Wang Kejing, deputy director of the food and drug administration in Sanhe city, where Hebei Bioforwell Co. is located, said the company had not sold even one dose of vaccine since April last year.Hebei Bioforwell Co., which only produced rabies vaccines, had been shut down for rectification. It said earlier that all the faulty rabies vaccines had been used, but they had received no reports of adverse reactions. In the northern Shanxi province, almost 100 children had died or fell ill after taking shots of vaccines for encephalitis, hepatitis B and rabies, the Beijing-based China Economic Times reported on March 17.The Ministry of Health has launched an investigation into the case after media exposure.

BEIJING, June 1 (Xinhua) -- China has promising growth prospects and should not be blamed for world imbalances, says Danny Quah, a renowned British economist."Emergency financing that was placed in the Chinese economy to counter the downturn from the 2008 global financial crisis was the right thing...The imbalances is a global problem, not a China problem," said Quah, a professor at the London School of Economics and Political Science.China did the right thing in infusing its economy with fiscal stimulus, Quah said in a recent interview with Xinhua. He also declined to describe the ballooning real estate prices as a bubble, pointing out "the strong fundamentals" of China's economy. He said the expansion of China's housing construction will be proved useful eventually, given the fact that "China is still engaging in the task of moving hundreds of millions of people from rural areas to urban China to continue to power its manufacturing and industrial progress.""So I would not describe it as a collapse of real estate bubble, we can look forward to a rationalization of housing and real estate prices," Quah said. "The improvement and expansion of housing stock will play an important role in continuing to move the Chinese economy forward.""I think Chinese fundamentals will continue to be strong. And a little bit of high inflation, as long as it doesn't break out into some kind of runaway high inflation, is probably no bad thing," he said. "We will get it under control again as the Chinese government did previously."On allegations that China deliberately keeps its currency RMB weak to obtain unfair advantages in trade with countries like the United States, Quah said people who draw such a false conclusion are misguided."The United States is running a trade deficit not just against China. It is running a trade deficit against almost 100 other countries," he said. "China is not unique in how it is exporting more to the United States than it's importing."The U.S. government was beginning to run a large trade deficit long before China's trade surpluses started grow, he added."If you take the ratio of China's bilateral trade surplus against the U.S. as a fraction of the U.S.' overall bilateral trade deficit against all of the countries, it has remained constant over the last 15, 20 years," Quah said.
