(KGTV) - One of the witnesses to Sunday's fatal drive-by shooting in La Jolla happened to be a trauma expert."I did see people at that point running all over the place," neighbor Michelle Carcel said. Steps from the crime scene, Carcel recounted what she saw hours prior. One woman was killed, and three men were shot on a sleepy street in La Jolla. San Diego Police said all victims were outside a house party on Draper Avenue when the shooting happened. RELATED: 1 dead in shooting at party in La Jolla"By 9 o'clock everything is shut down, so when we hear kids having a party and stuff, we often say it is a very nice thing. It is a quiet calm thing. So to have this occur is completely out of the ordinary," Carcel said. The scene was so foreign to neighbors in this area but all too familiar for Carcel. As a clinical psychologist, Dr. Carcel often deals with and speaks about gun violence and trauma. "I've talked about Parkland shooting. I've talked about the Orlando shooting. And to have it happen here, to have it happen here so close to home, is still so jarring and so rattling and really brings the message that it can happen anywhere," Dr. Carcel said. Carcel now wears both the witness hat and the clinical psychologist hat. She is giving advice to everyone involved. "This is going to have acute side effects," Dr. Carcel said. "You're going to have post-traumatic stress that could occur within a period of time. Just monitoring and making sure that they are getting the counseling and support that they need."She hopes for the end of senseless shootings, even if it means she may be out of a job. "Our children are dying," Dr. Carcel said. "Innocent people are dying, I don't know what the solution is, but I hope we come together as a community to figure it out."Dr. Carcel said she will conduct a trauma healing circle for her neighbors at a later time. 1900

Members of the Surfrider Foundation of San Diego say someone is making it even harder to find public street parking by illegally painting curbs red.Surfers who frequent La Jolla Shores noticed something was a little off."Me and my friend came here the other day… and we're like, 'What? What the heck?'" surfer, Maddie Sadlier laughed.They say the public parking on Camino Del Collado, a small street that runs parallel to La Jolla Shores Drive suddenly vanished."It's been like this for a really long time, up until recently, it just turned red," surfer Zach Rudy said.It turns out, the red curb on Camino Del Collado is fake and illegal."It's really a problem that somebody took it upon themselves to take away public parking right next to the beach," Kristin Brinner, a volunteer with the Surfrider Foundation San Diego, said.Some parts of the curb are only painted red on top, and there are several splotches of red on the road - clear signs that it was not a professionally painted curb. Brinner says this is the second summer in a row that this small street curb has been illegally painted."I do hope that people realize that this is more than just a simple bucket of paint," Brinner said. "It's vandalism, and it's preventing people from accessing the beach that belong to all of us. For someone to do this and say that 'No you can't access the beach near me,' is a really pretty hateful act, in my opinion."According to San Diego Police, painting a curb red is a misdemeanor crime of vandalism. If caught, a person can be cited or arrested.The Surfrider Foundation does not know who keeps doing this. But they say every summer, as the beach crowds increase, so does the problem."It does seem like it was somebody in this neighborhood that just was maybe sick of outsiders coming in, wanted to claim it as their own street," Rudy said.San Diego Parking Enforcement is aware of the vandalism on Camino Del Collado and is already in the process of getting it repainted. But Brinner says the best way to fix the problem quickly is to be aware."They should document their parking spots they often use, and then they will have proof so they can say 'Hey, this used to be here, and now it's not!' (KGTV) — La Mesa city officials have launched an investigation after video surfaced of an incident at a local trolley station on Wednesday.The incident occurred at the Grossmont Trolley Station on Fletcher Parkway, according to the city and the video online. The video appears to "indicate that a LMPD officer detained an African American male, and in the process, the LMPD officer administered physical contact," the city wrote in a press release.The video shows an altercation between a man and an officer escalate at the trolley station. Eventually, the man is handcuffed by officers and told he is being charged with assaulting an officer.The city says it has started a special investigation into the incident and that the officer involved has been placed on administrative leave pending the outcome of the investigation."The Special Investigator has already been selected, and his appointment is pending the execution of a special services agreement which will be released for public review when available," the city says.A statement from La Mesa Mayor Mark Arapostathis added, "The City takes these matters very seriously, and consequently, in conjunction with the City Manager’s and City Attorney’s offices, has already begun the appropriate steps forward to investigate this matter thoroughly and take all necessary actions."LMPD issued a statement, saying they are "aware of a video circulating on social media depicting an interaction between a police officer and a citizen at the Grossmont Trolley Station yesterday. Leaders of the world’s most powerful nations wrapped up the Group of 20 summit on Sunday, vowing to spare no effort to protect lives and ensure affordable access to COVID-19 vaccines for all people.The two-day summit of heads of state was held virtually due to the coronavirus pandemic, which has killed at least 1.38 million people globally, with the world’s highest death tolls recorded in seven of the G-20 countries. The virus has wiped out hundreds of millions of jobs globally and plunged millions into extreme poverty.The virus “revealed vulnerabilities in our preparedness and response and underscored our common challenges,” the G-20 said in a final statement that focused heavily on battling the coronavirus, enhancing environmental protections and supporting the global economy.The group vowed “to spare no effort to protect lives.”The G-20, which includes the U.S., India, China, the U.K., France, Germany, Japan and others, also stressed the importance of global access to COVID-19 vaccines, drugs and tests.“We will spare no effort to ensure their affordable and equitable access for all people, consistent with members’ commitments to incentivize innovation,” the statement said.The G-20 expressed support for efforts like COVAX, an international initiative to distribute COVID-19 vaccines to countries worldwide.
