WASHINGTON (AP) — Postmaster General Louis DeJoy told lawmakers Monday that he has warned allies of President Donald Trump that the president’s repeated attacks on mail-in ballots are “not helpful,” but denied that recent changes at the Postal Service are linked to the November elections.“I am not engaged in sabotaging the election,” DeJoy said, adding that, like Trump, he personally plans to vote by mail.The House hearing quickly became a debate over mail delivery disruptions being reported nationwide. I did however suspend these practices, to remove any misperceptions about our commitment to delivering the nation’s election mail,” DeJoy stated in his opening remarks.During questioning, DeJoy clarified that his changes were intended to get the trucks to run on time, as a fundamental change needed for the whole process to be more efficient.“If the trucks don’t run on time, the mail carriers can’t leave on time,” DeJoy said, defending the change, explaining that late trucks lead to overtime and late night deliveries.A story from NewsChannel 5 found that this policy change is leading to empty mail trucks leaving without its intended cargo in order to leave on time.A heated exchange happened during Monday’s hearing, when Representative Stephen Lynch asked DeJoy if he would put mail sorting machines back, reportedly removed earlier this summer, before the election.“Will you put the machines back?” Representative Lynch pressed multiple times, reaching a shouting level.“No, I will not,” DeJoy repeatedly answered.DeJoy has argued the machines were planned to be removed as part of a transition to more package-handling equipment since the post office is handling fewer letters.A little later, during questioning from Representative Ro Khanna, DeJoy seemed to indicate he may put the machines back. Rep. Khanna asked how much money it would take to put the machines back, if the appearance of doing so helped Americans feel confident about voting and sending mail. He asked if it would take a billion dollars.DeJoy responded that Congress “couldn’t get the money,” referencing stalled efforts to pass bipartisan legislation, and the history of not funding the postal service.However, when pressed by Rep. VISTA, Calif., (KGTV) — The man accused of killing his girlfriend in Cardiff pleaded not guilty Wednesday at his arraignment.Henry Cowen, 41, stood stoically inside the defendant's box, watching Deputy District Attorney Marnie Layon accuse him of murdering 43-year-old Sabrina Lukosky. Friends at the courthouse said Lukosky was a beloved butterfly breeder, who was "so lovely."The investigation began when Lukosky's mother requested a welfare check in early October, after not hearing from her daughter for several days. Officers came to the gray flat the couple shared on Cowen's mother's property in Cardiff. They saw Lukosky's car but noticed a foul smell coming from the residence. A few days later, they executed a search warrant and found Lukosky's dead body and signs of a violent struggle inside the bedroom. "There was a broken stick, a bottle that had been broken, some amount of blood, and the victim had a 1.5-inch vertical gash to her forehead," Layon said. But that was not what killed her. The Medical Examiner said Lukosky died of strangulation and blunt force trauma. Prosecutors believe Cowen then left North County, first to got to Los Angeles. Then they said he took a Lyft to Riverside County, where he met with his children's mother. Investigators believe it was then that Cowen took steps to escape the country."That woman and her father, at his request, took him to the Israeli Consulate there, so that he could make arrangements to obtain a visa to get out of the country to move to Israel," Layon said. "They learned when they were going through the process, that would take six to eight months, and an expression was then made that the preference would be to go to New York."But before he could leave, officers with the Fugitive Task Force arrested Cowen in Riverside County on Oct. 11. He remains in custody with no bail.Cowen has an extensive violent criminal record, including assaulting an ex-girlfriend in California and kidnapping and torturing a man in Washington State. Because of that, if convicted, Cowen faces a maximum sentence of 55 years to life in prison. 2106

(KGTV) - For the third time in recent months, a local Boy Scout troop is coping with a heartbreaking theft.As they were getting ready to leave on a camping trip Friday, Boy Scout Troop 722 in Vista realized their camping trailer was gone.Without a trailer, future trips are now in jeopardy.The trailer was parked in the St. Francis of Assisi Catholic Church parking lot when someone broke the padlock and stole the trailer. Because the troop has dealt with vandalism in the past, all their gear is kept in a shipping container. The trailer has a unique bolt on its door, which was put in to prevent people from breaking in.Replacing the trailer will cost the troop ,000.Community members can donate on a Go Fund Me page set up for the troop. If you spot the trailer, contact the Vista Sheriff's Department.In September, a Chula Vista Troop's trailer was stolen, as well as one earlier this month one in University City. VIENNA — Austrian authorities say at least one gunman, shooting apparently at random in a popular Vienna nightlife area hours before a coronavirus lockdown took effect, killed four people in an Islamic extremist attack.
