IMPERIAL BEACH, Calif. (KGTV) - A recent break to a sewage pipe south of the U.S.-Mexico border is allowing sewage to flow freely into the Tijuana River Valley and Pacific Ocean, officials say.The International Boundary and Water Commission (IBWC) said they were alerted to the break in the Tijuana sewage pipe by Mexico authorities recently. The pipe broke Dec. 7, according to Imperial Beach Mayor Serge Dedina, though the city was notified Tuesday.IBWC officials said Wednesday, "CESPT (Tijuana Water Utility) has informed us through the Mexican Section that a rupture was discovered yesterday on the Colector Poniente in Southeast Tijuana. This rupture caused the soil above the pipe to collapse in an auto junkyard. Several sinkholes were discovered yesterday by the workers at the property and notified CESPT who then diverted the flows upstream to a stormwater collector which drains to the Tijuana River. "The IBWC estimated the flow of sewage into the Tijuana River to be at 300 liters per second, or approximately 7 millions gallons per day. In a bizarre twist following the Parkland, Florida school shooting that killed 17 people, the confessed shooter Nikolas Cruz has been receiving "fan letters" from across the nation. The Sun Sentinel reported that Cruz not only has been receiving letters from admirers, he has also received money for his commissary account, which allows inmates to purchase snacks and accessories. So far, Cruz has been given 0. The letters, many of which are coming from teenage girls, are not being shown to Cruz as he is on suicide watch at the jail.Broward County Public Defender Howard Finkelstein told the Sun Sentinel the craze is "perverted." Some of the letters have included suggestive photos of young women. According to the Sun Sentinel, one woman from Chicago sent nine photos of herself that were sexually suggestive. "In my 40 years as public defender, I've never seen this many letters to a defendant," he said. “We read a few religious ones to him that extended wishes for his soul and to come to God,” Finkelstein added, “but we have not and will not read him the fan letters or share the photos of scantily-clad teenage girls.”The Sun Sentinel reported that one person from Texas sent a letter that included hand-drawn hearts and happy faces. "Your eyes are beautiful and the freckles on your face make you so handsome," the woman said in a letter to Cruz. “I’m really skinny and have 34C sized breasts.”A teenager wrote, “I’m 18-years-old. I’m a senior in high school. When I saw your picture on the television, something attracted me to you," the Sun Sentinel reported.Cruz, who admitted to killing 17 people last month at Stoneman Douglas High School in Parkland, awaits trial. Hundreds of passengers on an Amtrak train that became disconnected will have quite a story to tell around the Thanksgiving table.The Montreal to New York train was traveling near Albany, New York, at about 7:20 p.m. Wednesday when two cars separated from the engine, Amtrak spokesman Jason Abrams said in a statement. Of the 287 passengers and crew, he said, no one was injured. The passengers were transferred to a new train, Abrams said.CNN reached out to Amtrak for further details but has not heard back.Billy Osher-Dugan was traveling to spend Thanksgiving with his girlfriend when he saw the cars separate."It was packed," he said. "There were hardly any seats available."He heard a noise and turned around to see cars behind him rip apart from the train, he said. That's when one passenger pulled the emergency brake to stop the train and others -- upon smelling smoke -- grabbed the fire extinguisher.Luckily, he said, there was no fire and everyone was OK.Helen Mary Crane was with her son on the way to spend the holiday with her daughter. Crane said two cars were added to the train when she boarded in Rensselaer, New York, and that she and her son were told to sit in the first of the additions.Crane's car was one of the two to break off."As far as being with my son," she said. "I was terrified when I saw the sparks and smelled burning and then realized our car was no longer attached. I thought we would derail or be hit by the other train."She said she credits the man who pulled the emergency brake on the runaway cars for the safety of everyone. She identified him as Reuben Clarke, a student at Rensselaer Polytechnic Institute."He saved our lives tonight," Crane said. "Our car broke off from the rest of the train and was picking up speed. There was no Amtrak personnel in our car. Reuben calmly went into action and pulled the emergency brake at the front of the car. On Easter, she found a lump in her breast. Doctors told her it was cancer."It was very very very confusing," Bowen says. "It still is. It brings tears to my eyes, because I don't understand how I got it."Instead of a lumpectomy, she decided to remove her entire breast. And instead of going to a hospital for breast reconstruction, Bowen opted for the Kaiser Permanente Ambulatory Surgery Center, where she got the surgery. In less than 24 hours, she was back home recovering.  "I felt very special," Bowen says. "They were there every time I moved. They came in and talked to me, even goofed around with me."Dr. Mike Sawyer, the director at the center, says they've worked hard to address concerns regarding patient care."If it's a patient that just needs physicians to kind of come to the bedside, and maybe we have to have some kind of intervention, we're able to do that because are here and we are present," Dr. Sawyer says. "On site, as they say. If it's really something that requires a higher level of care, that again allows us to do a pretty quick transfer process over to one of our partner hospitals."Compared with hospitals, Kaiser Permanente says its patients are seeing an average cost savings of 30 percent on their procedures. It can be anything from simple orthopedic procedure to joint procedures.However, Dr. Sawyer says there are important questions you need to ask before determining if a surgery center is the best option for you."Does your physician feel comfortable with this operation there?" Dr. Sawyer says. "Have you and your physician discussed all the ramifications of that procedure? And then what sort of plans does that ambulatory surgery center have if you were required a higher level of care?" 2037
