JAMUL, Calif. (KGTV) — Four people were arrested after a 14-year-old was caught smuggling crystal meth through an East County checkpoint.The boy had three bundles of methamphetamine strapped to his body underneath his clothing as he traveled through a State Route 94 checkpoint on Monday night, according to U.S. Customs and Border Protection. A border K9 patrol of the vehicle during questioning alerted agents to the narcotics.During questioning of the 14-year-old and three other people in the vehicle, a second inspection with K9s was performed. The agents says they found three backpacks in the rear of the vehicle, containing 49 plastic-wrapped packages. The backpacks contained about 50 pounds of methamphetamine.The driver, a 34-year-old U.S. citizen, was arrested along with a 16-year-old US citizen and two Mexican national ages 14 and 16. Border agents seized the vehicle and turned over the narcotics and individuals to officers with the High Intensity Drug Trafficking Area task force.Since Oct. 1, 2019, San Diego Sector CBP says it has seized nearly 1,100 pounds of meth worth nearly .1 million on the street. 1135

JACKSONVILLE, Florida — Water releases to Lake Okeechobee will be adjusted beginning today, Aug. 24. The U.S. Army Corps of Engineers says releases will achieve a 14-day average of 2,000 cubic feet per second from Moore Haven Lock and Dam and 1,500 cubic feet per second from St. Lucie Lock and Dam. "With continued paramount focus on Herbert Hoover Dike safety throughout 2018, we need to make increased discharges to slow the still dangerous rise in lake levels," said Jacksonville District Commander, Col. Jason Kirk. "In concert with the South Florida Water Management District, we continue to maximize storage nor and south of the lake to minimize the requirement for discharges." The lake stage was 14.57 feet as of Thursday. Under these current conditions, discharges up to 4,000 cubic feet per second are allowed to be released to the Caloosahatchee and up to 1,800 cubic feet per second to the St. Lucie. Crews will use flexibility when it comes raising flows, while they still work to reduce risk to the Herbert Hoover Dike. The St. Lucie average flow will increase by 330 cubic feet per second from current releases, although runoff water from rain in the St. Lucie basin could occasionally result in flows that exceed the target amount of 1,500 cubic feet per second. Staff with the Jacksonville District will continue to monitor conditions and will make adjustments to water flows as needed.  1458

That's the question the San Diego County Fire Department is asking after the official legal takeover of the formerly volunteer-run Julian-Cuyamaca Fire District. The county and the small town department are stuck in a legal battle since the volunteer department's dissolution in April 2019. Previously, members of LAFCO (Local Agency Formation Commission), a group that overseas special county districts, voted to dissolve the volunteer-run fire department. People that are their neighbors, their friends," Julian resident Vicki Newman said. Newman said she has been an advocate for the small town department since volunteers saved her brother-in-law's life. She said she does not understand why both departments can't coexist."We need all the boots on the ground. We don't need just Cal Fire. It's not just J.C or Julian against Cal Fire," Newman said. She did not know where the fire truck was being held, adding, "I think if you have questions about that, you should talk to Mr. Briggs."10News called attorney Cory Briggs, who represents the volunteer department, but calls were never returned. Mecham said if the truck were returned tomorrow, they do not wish to press charges. They just want this new era of the County Fire Department to begin before fire season. "There is equipment there that the county would certainly like to refurbish and put right back into the community," Mecham said.
