SAN FRANCISCO (AP) — A California man convicted five years ago of defrauding several local governments in the state has been charged with trying to steal million from the Paycheck Protection Program. Federal prosecutors announced Friday that Attila Colar of Richmond submitted nine loan applications and falsified payroll tax documents. He received .1 million from one of the applications, but his defense attorney said the money was never spent and was later seized by the FBI. Colar, who goes by several aliases including Dahood Sharieff Bey, is the former leader of a Black Muslim temple in Oakland. He was convicted in 2015 of submitting bogus documents to win security contracts. 698

Local physicians are stressing the importance of getting screened.For four years, the actor fought a silent battle with this cancer. He was diagnosed in his late 30's, much younger than the age many get tested."What we have seen is in younger people, the rates of colon cancer are going up and have actually gone up every decade, and the reasons for that are not known," says Dr. Abi Olulade with Sharp Rees-Stealy Medical Group.Olulade says the rates of colon cancer are higher in the African American community."Not only is there an increased rate in colon cancer, but there's an increased chance of dying from this if you are African American," says Olulade.The American Cancer Society estimates 12-percent of colorectal cancer diagnosis this year will be in people under the age of 50."People have put off their screening, which is dangerous," says Dr. Walter Coyle with the Scripps MD Anderson Cancer Center.Coyle says due to the pandemic, fewer patients are coming in for screenings."The American Cancer Society says we should start screening people at age 45 and up now. All the other societies say 50 unless you're African American."Coyle says a healthy diet can help lower the risks of this cancer. He hopes the news of famous actor Chadwick Boseman will encourage people to get their screenings."I couldn't imagine someone that young and vigorous dying. SAN DIEGO (KGTV) Sewage contaminated water is keeping swimmers out of the ocean in Imperial Beach. Late Tuesday afternoon, The County of San Diego Department of Environmental Health extended an existing water contact closure to include all of Imperial Beach. The original closure was issued on June 27th for the Tijuana Slough National Wildlife Refuge shoreline. According to the county, sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary. Eric Syverson is a life long resident of Imperial Beach. He keeps a close eye on what's happening in the Tijuana River Valley. "It was dry on Saturday, not dry on Sunday. Monday, we wondered what was going on and now, Tuesday, there was quite a bit of flow this morning and it just smelled horrible and it’s green,” said Syverson. The water was pooling under the bridge on the north side of Dairy Mart Road. "At six a.m. this morning, probably double the volume that’s flowing right now and the air was twice as bad, you couldn’t breath under this bridge this morning," said Syverson. According to a San Diego inspector with the International Boundary and Water Commission, there was transboundary flow Monday night into Tuesday morning from a ruptured potable water line. The IBWC estimates 300,000 gallons of treated and untreated wastewater flowed into the U.S. Initially, the IBWC said the figure was much higher; roughly two million gallons. The number was revised after the inspector determined their gauging station was not accurately recording the flows. Members of Citizens Against Sewage are skeptical. "I’m looking at the gauge data from the river gauge from IBWC's information. We put values on those numbers that they provide, and it’s over seven milllion gallons,” said Lance Rodgers, Co-Founder of Citizens Against Sewage. This is just the latest in a series of sewage spills that have closed South County beaches."There were flows on the second, there were flows on the 30th, the 28th, 24, 23, 20, 19 it’s been a bad month,” said Syverson. Syverson said it's the same problem with no solutions from either side of the border. "I mean, why should we even have to think about it. (KGTV) - An alleyway in Hillcrest has transformed from dark and dirty to a work of art, and the revision isn’t complete yet.Patric Stillman is the owner of The Studio Door, an art gallery positioned in front of the alleyway. He said artists have been adding their work to the walls of the alleyway and it’s now grown into its own gallery that they’ve dubbed “mural alley.”“This was a pretty grungy space and over the past year we’ve been able to bring in some remarkable local muralists,” said Stillman.While artists continue to work on blank walls in the area, the Hillcrest Business Association is stepping in to take the space to the next level. Benjamin Nicholls, the Hillcrest Business Association Executive Director, said they’re asking the community for donations to fund-raise and add string lights that zig zag across the top of the alleyway.“Hillcrest mural alley is going to become a destination and it’s going to be a creative community destination,” said Nicholls.Nicholls added that in a coronavirus era when activities are safest outdoors, they hope this space will become an outdoor entertainment and event area.Even without the addition of the lights, it’s already catching eyes. Mother daughter duo Brooke and Linda Castro said they were walking to lunch in Hillcrest and noticed the art, then changed their route to walk by it.“We saw this so we decided we needed to walk down the alley to see everything,” said Linda.They said they could envision the space with lights and would welcome the addition because it would highlight the art, but also bring a level of safety.“I think this would become a more popular area just because of the artwork and the lighting,” said Linda.Donations to the project can be made here. Nicholls said the light project will cost about ,500 and any leftover donations will be used to continue adding murals to blank walls in the area.For Stillman, the addition of the outdoor space behind his business is a welcome project during a stressful time.“I think that art always warms our hearts and for a community to have this space, I think is really important in these times that are so challenging,” said Stillman. 2189
