SAN YSIDRO, Calif. (KGTV) -- The Department of Justice has filed complaints against 11 people believed to be in the caravan currently at the U.S.-Mexico border, accusing them of illegally entering the United States.Two Salvadorans, six Hondurans and three Guatemalans face the charges, CNN reports.10 of those charged face a misdemeanor chare for allegedly entering the U.S. illegally while another individual allegedly entered the country after being deported.A probable cause statement alleges many of those charged were seen in an area known as Goat Canyon on the U.S. side of the border. SEDGWICK, Colo. – A man suspected of killing three members of a Kentucky family who were found dead Monday was arrested Monday afternoon near a small town in northeast Colorado.Edward Siddens, was arrested around 4:20 p.m. in Sedgwick, Colorado, which is just south and west of borders with Nebraska.He was wanted by Kentucky State Police out of Allen County, Kentucky. In connection to the deaths of Jimmy Siddens, his wife, Helen Siddens, and their son, Jimmy Siddens II. It's unclear how Edward Siddens might be related to the deceased.According to Kentucky authorities and local media reports, a county water employee was checking the family’s meter Monday and found two bodies on the ground. Authorities found another body nearby.The Sedgwick County Sheriff’s Office says it was notified shortly after 4 p.m. Monday that Siddens as in the county.Siddens was believed to have been driving a stolen vehicle when he was found by deputies in the town of Sedgwick. The sheriff’s office says deputies were involved in a “short low speed pursuit” with Siddens before he was arrested without incident.The sheriff’s office confirmed that Siddens was the man arrested Monday, and said it was working with Kentucky state police. SAN FRANCISCO (AP) -- San Francisco police will stop responding to neighbor disputes, reports on homeless people, school discipline interventions and other non-criminal activities as part of a police reform plan announced Thursday.Mayor London Breed said officers would be replaced on non-violent calls by trained and unarmed professionals to limit unnecessary confrontation between the police department and the community.Breed said the city will develop the plan over the next year and follow models like the Cahoots program in the western Oregon city of Eugene.That community-based crisis program employs social workers and mental health workers to respond to disturbances where crimes are not being committed. 721
