SAN DIEGO (KGTV) -- Homeless hospital patients in San Diego are sometimes dumped back on the streets after receiving treatment. Some of them - then turned away from shelters who don't have enough room. California lawmakers are trying to change that.It breaks Kim Peterson's heart to see her friend, Heather, living on this Chula Vista sidewalk."This is a picture of us together," said Peterson. "We've become more like sisters."Heather is constantly in and out of hospitals."She's had multiple strokes," Peterson said. "She needs to use a wheelchair to get around."But, the care stops once the hospitals let her go."She was released back to the street with a bus pass," Peterson told 10News. "It was raining, with no place to go, just a blanket."Another time, Heather was taken to a shelter - but turned away.  "They dropped her off far from where she felt safe," Peterson said. "They took her downtown where there wasn't a bed for her."One hospital told 10News they give patients a list of resources, but the patient has to coordinate them on their own.  Senate Bill 1152 would require hospitals to confirm the shelters have room before they're discharged."What does she need to do?" said Peterson. "I will help her do whatever she needs to do to get housed, to be safe, instead, she's laying on the sidewalk."The current problem leaves the homeless in their most vulnerable state and back on the streets. "It's very discouraging to think that we can't do better than that," Peterson said. Today, Heather got news that a nursing facility has extra room. "She will never get better," Peterson said. "She's gonna be in this permanent state of disability."Heather will be celebrating her 60th birthday next month, with a roof over her head. Many others won't be as lucky. "We can find a solution," said Peterson. "I know we can."   1957

SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside in the San Diego area. Police say a father left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon.After he went into a business, a witness reported seeing a woman get into the car and drive away with the children inside.Police say the 8-year-old was able to call police and tell dispatchers that she and her brother had been kidnapped.Roughly 30 minutes later, Border Patrol detained the suspect trying to cross the border into Mexico.Police have since taken the woman into custody. 680

SAN DIEGO (KGTV) - When it comes to wrong-way crashes in San Diego County, 2018 is off to an unfortunate start.There have been numerous wrong-way vehicle crashes around the county nearly eight weeks into the new year, and authorities have not been able to pinpoint what exactly is causing an uptick in these types of crashes.According to Caltrans data, from 1995-2012, an average of 23 people died each year in wrong-way crashes on California roadways.San Diego had 13 wrong-way fatalities recorded in 2015 -- the last year Caltrans data was compiled for wrong-way crashes.In 2017, Caltrans launched a two-year pilot program in San Diego and Sacramento that focuses on ways to not only prevent wrong-way crashes but to also alert authorities in the event a vehicle is traveling in the wrong direction.As part of the test program, Caltrans has deployed reflective pavement markings on off-ramps and signs with flashing lights that turn on if a wrong-way vehicle is detected.Caltrans has not yet provided data collected from the program to determine the protective measures' effectiveness.Here's a look at wrong-way crashes on San Diego County roadways in the past 12 months.Feb. 20, 2018: Driver arrested on suspicion of DUI after wrong-way crash-- A driver was hospitalized -- and also arrested -- after police said he was driving in the wrong direction on Fairmount Ave. when he hit another vehicle. STORYFeb. 18, 2018: One dead, five injured in crash at Scripps Ranch-- A 90-year-old woman died and five others were injured after a head-on collision at a Scripps Ranch intersection. STORYFeb. 17, 2018: At least 1 dead in possible head-on crash in Sorrento Valley-- The driver of a Honda driving the wrong way was killed after colliding head-on with a truck on I-5 near Sorrento Valley Road. STORYJan. 31, 2018: Suspected drunken driver crashes head-on into unmarked CBP vehicle-- A woman accused of drunken driving was traveling northbound on southbound Fairmount Ave. when she crashed into an unmarked Customs and Border Protections SUV. STORYJan. 29, 2018: Injuries reported in wrong-way crash on Interstate 5-- A driver traveling the wrong way on I-5 in the National City area crashed into another vehicle, injuring two children. STORYDec. 18, 2017: 2 drivers injured in Tierrasanta wrong-way crash-- A PT Cruiser traveling the wrong way on Tierrasanta Blvd. crashed into a pickup truck, leading to injuries to both drivers. STORYOct. 14, 2017: Driver dies after head-on collision in Escondido-- One person was killed after police said a Saturn veered into the opposite lanes and collided head-on with a Toyota. STORYJuly 8, 2017: One dead in wrong-way I-5 collision in National City-- Two vehicles collided on I-5 in the National City area, killing one person and leaving both vehicles in flames. STORYJuly 7, 2017: 2 killed in wrong-way crash on Interstate 5 in Oceanside-- A Toyota Camry driving the wrong way on I-5 crashed head-on into a Toyota SUV. Both drivers died at the scene, the CHP said. SAN DIEGO (KGTV)- A new effort is underway to revive a San Diego public golf course that's falling apart.  The "Friends of Presidio Hills Golf" went before the city council Tuesday urging them to take up the issue.  Their plan is to restore the course to its former glory days.Presidio Hills in Old Town is a local golf course with a storied past and an uncertain future."It needs to be completely redone," said John Vallas, who spearheaded the proposal.The place many once called the "cradle of golf" in San Diego is now a long shot from being up to par. 578

  

SAN DIEGO (KGTV) - Underused land owned by San Diego's Metropolitan Transit Service could help address the region's need for affordable housing — though not entirely.That's according to a new report by the think-tank Circulate San Diego, which suggests nearly 60 acres of MTS-owned land, including parking lots and structures, could better serve the community as new homes."Empty and underutilized parking lots are a stark and visible demonstration of public lands being underutilized.
