Oceanside may convert two of its elected city positions into City Council appointed ones, leading to concerns that the city is taking key decisions away from voters. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot. However, multiple City Council members campaigned on Ernst’s behalf because they said Scott wasn’t qualified. Ernst won, clearing the way for the council to appoint Rafe Edward Trickey Jr. Scott said Monday she was troubled by the decision before the council. Current treasurer Victor Roy defeated Tricket Jr. in the 2018 election, and currently holds the office. City Clerk Zeb Navarro was recently appointed after Zack Beck stepped down to take a position in Escondido. Oceanside Mayor Peter Weiss said the jobs are part time and pay about ,000 a year. OCEANSIDE, Calif. (KGTV) -- Nichols Elementary School in Oceanside briefly went on lockdown Monday afternoon after reports of a suspicious person on the playground. The lockdown was reported just before 12:30 p.m. Monday afternoon at the school located on the 4200 block of Old Grove Road. According to police, a school employee was out with the children on the playground when she saw an unknown man on the premises. The woman called police and took the students inside, prompting the 25-minute precautionary lockdown. Police responded and searched the area, but were unable to find anyone, at which point the school was taken off lockdown. 650

OKLAHOMA CITY, Okla. -- Police have identified the man accused of firing a gun at an Oklahoma City restaurant on Thursday evenign. Police say Alexander Tilghman, 28-years-old of Oklahoma City, opened fire Thursday at 6:30 p.m. local time at Louie's restaurant on Lake Hefner. In an update sent around 9:30 a.m. police say officers found Tilghman dead outside the restaurant. Police say he was shot by two citizens.Witnesses say the men were yelling at the suspect to put his gun down, but he had large headphones on and was pacing near the restaurant. Witnesses say the suspect raised his gun at the men, and that's when the armed citizen shot Tilghman.Police say three people were shot: A 39-year-old woman and two female juveniles. All three are reportedly in good condition.A fourth person was injured, according to police, after falling and breaking his arm after the shooter started firing his gun.Oklahoma City police are holding a press conference at 11:30 a.m. local time.  1024

(AP) — A police officer who arrested two 6-year-old students at a Florida elementary school last week has been fired.Orlando Police Chief Orlando Rolon announced Officer Dennis Turner's termination Monday afternoon. He says he reminded other officers of department policy that prohibits arrests of children under 12 without a manager's approval.State Attorney Aramis Ayala, head prosecutor of Orange and Osceola counties, said earlier Monday she was dismissing misdemeanor battery charges against both children. Officials didn't say what prompted the arrests.The girl's grandmother, Meralyn Kirkland, told WKMG News 6 in Orlando the girl wasn't sleeping well because of a medical condition and kicked a staff member Thursday at Lucious and Emma Nixon Academy.
