SAN DIEGO (KGTV) -- San Diego Gas and Electric customers won’t have to pay millions in wildfire costs tied to the company, according to a new U.S. Supreme Court ruling. The court Monday rejected the utility’s appeal to pass 9 million on to rate-payers. The costs are related to the deadly 2007 wildfires that tore through San Diego County. Investigators say SDG&E equipment sparked the Witch Guejito and Race Fires. The company has denied the claims and says the fires were caused by other factors. The ruling comes roughly a week after SDG&E asked the Public Utilities Commission to raise the bare minimum bill from to per month. The utility claims the change is needed to accurately reflect the costs of keeping low-use customers to the grid. The move would affect anyone whose bill is less than per month. SAN DIEGO (KGTV) - San Diego Police are looking for two suspects witnesses say were part of a brutal attack where a man beat another man to the ground and hit him in the head with a sledgehammer.Robert Kern was driving on his way to run errands around 2:45 p.m. when he saw a man with long blonde hair pulled into a ponytail, wearing a black shirt and jeans, start attacking another man.He said the men were in the middle of the intersection of the Westbound 94 on-ramp at Kelton Road. Kern said the man punched and kicked the other man to the ground, then used a sledgehammer, hitting the man's head.Kern said a good Samaritan stepped in and broke up the fight, that's when Kern snapped a couple photos for police and called 9-1-1.The man who was attacked was taken to a local hospital. Inside the ambulance the man was writhing in pain. SAN DIEGO (KGTV) - San Diego Police identified Friday the teenager shot and killed in Chollas Creek. Damien Anthony Feliz, 16, was found lying in the north alley of 5200 Ogden Street about 10:30 Wednesday night. A witness called 911 to report the scene. Police said Feliz had at least one gunshot wound. He was taken to the hospital, where he died. SAN DIEGO (KGTV) – San Diego County Supervisor Nathan Fletcher and City Attorney Mara Elliott on Monday announced a new partnership that will help protect local families from gun violence.The local leaders said a program will be implemented to provide specialized gun safety training for 800 county social workers that deal with children and investigate child abuse.The training will be held virtually for these employees in the coming months. They want each of them to be familiar with gun violence restraining orders and San Diego’s Safe Storage of Firearms law -- two tools gun prevention advocates say are essential in keeping people safe.Carol Landale, with San Diegans for Gun Violence Prevention, said, “The more people who are aware of how to use a gun violence restraining order, as far as we’re concerned, the better. And this is not to say we’re coming after your guns. This is not what it’s about … We remove the gun on a temporary basis -- a temporary removal for a crisis and when the crisis is done the gun can be returned.”Officials say they’re doing this now because COVID-19 has limited the interaction between children and mandated reporters like their teachers or school counselors. So, they want to make sure social workers know of danger signs when they’re present.In a news release, Elliott said, “As pandemic-related stressors mount and children attend school at homes where parents are distracted by other responsibilities, protecting families from gun violence has never been more important. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice.
