KANSAS CITY, Mo. — A mother is outraged after seeing a photo of her 7-month-old son tied up in a sleep sack at day care.Tanya, who asked her last name not be used because of her job with the government, said she got phone call from the Kansas Department of Children and Families (DCF) in late March. The department told her it was investigating a report involving a photo of her son at Miss Anne's Daycare in Leavenworth, Kansas.The DCF worker couldn’t send her the photo, so Tanya drove directly to the DCF offices in Leavenworth.“It was a picture of him in a sleep sack with his arms bound down and the sleeves of the sleep sack tied to the back with a ponytail holder, and he was laid face down with his face pretty much in the corner,” she said, shaking. Tayna drove directly from the DCF office that day to the day care, picked up her son, and he hasn’t been back.Tanya said she’s not really an emotional person, but the situation has been difficult.“You know, I was in the military for 22 years. I don’t shake easily…” she said. “This shook me to my core.”She wasn’t the only person to get a phone call.Deirdre Engle said she got a call, too. Someone had reported her daughter, Elora, being put down the same way — in a sleep sack, face down, with the sack pulled tight with a hair band. Engle said DCF had a photo and was investigating. “First, I thought there's no way that's my baby, she looks so small! She's laying on her tummy like she always does, but she looks uncomfortable. She's tied up. My baby is tied up," Engle said in a phone call. "She can't roll over, she can't sit up, if she were to cough up any of her formula, she'd choke. I got scared for her. She's been at this day care since she was 5 weeks old. I've trusted these people for her entire life and I was wrong,” wrote Engle.Engle pulled her daughter from the day care March 27. She has not taken her child back to the facility.Another mother, Jennifer New, also got a call from DCF in late March. JAMUL, Calif. (KGTV) -- A man was arrested Tuesday morning after reportedly stabbing a San Diego County Sheriff’s Department K-9 and spraying deputies with bear spray. Deputies were called to the 15000 block of Skyline Truck Trail in Jamul around 10 a.m. Tuesday after receiving reports of a man walking around a vehicle talking to himself. When deputies arrived, they made contact with the man, identified as Richard Lechuga, 29, of San Diego, sitting in a vehicle. When deputies approached Lechuga, he reportedly sprayed three of them with bear spray through an open window. Deputies say Lechuga then brandished what appeared to be a knife and a handgun and stabbed a K-9 in the head and face. Deputies were able to take Lechuga into custody after using less-lethal shotgun rounds, pepper balls and a Taser. The K-9 was taken to a local veterinarian for treatment of non-life threatening injuries. The deputies were also treated on scene and Lechuga was taken to the hospital for treatment. Lechuga was arrested for felony assault with a deadly weapon on a peace officer, assaulting a police animal and resisting arrest. JULIAN, Calif., (KGTV)-- Thousands of people took advantage of the first significant snowfall of the season by making the trip to Julian. While the locals invite visitors to enjoy their small mountain town, they say some of them trash the place before they head back down the mountain. For 4-year-old Frankie Miller, playing in the snow is a special treat. "It's a holiday weekend! What better thing to do than drive to Julian and eat pie?" Frankie's mother, Karine Breed, said. Her family came to Julian to get a jump on the holiday season. So did thousands of others. "Sunrise highway was closed, but we were stubborn. We came up to 79. And we are finally here!" Kristian Roque said. The roads coming into Julian were shut down due to the heavy snow on Friday. KANSAS CITY, Mo. — One of the men indicted for the death of 10-year-old boy on a water slide in 2016 is also facing a bankruptcy in Texas.Jeff Henry, the co-owner of Schlitterbahn water parks in Kansas City, Kansas and Corpus Christi, Texas is scheduled to appear in a Kansas City, Kansas, courtroom next week.The Corpus Christi location is part of an ongoing bankruptcy.According to court records, Jeff Henry and his brother Gary Henry were behind a company called Upper Padre Partners (UPP).Those same records show UPP had more than million in unexplained cost overruns for the Corpus Christi water park.That figure is more than double what it was expected to cost to build the complex, which also includes a nine-hole golf course.Companies the Henrys borrowed money from accuse them of mismanagement and misappropriation of funds.Right now, a court-appointed trustee runs Upper Padre Partners, and submits monthly financial reports to the court.The newest report, for February, was submitted last week.Court records show a company called Axys loaned UPP million in February 2015.By November 2016, three months after 10-year-old Caleb Schwab was killed while riding a slide in the Kansas City park, that million was in default.Axys foreclosed on a piece of property next to the Corpus Christi water park and is attempting to sell it to get some of its money back.An attorney for Axys said UPP still owes the company millions of dollars.Court records show UPP also owes International Bank of Commerce more than million.That bank has put claims known as liens on both the water park and the golf course. 1662

KENOSHA, Wis. – Jacob Blake, the man shot in the back by a police officer in Kenosha, is no longer shackled to his hospital bed.Friday morning, Blake’s father told CNN during an interview that his son remained shackled to his bed, even though he is currently paralyzed from the waist down as a result of the officer-involved shooting on Sunday.In the interview, Jacob Blake, Sr. said it "bothered" him that his son remained shackled in "cold steel" despite his condition."He can't get up. He can't get up if he wanted to," Blake Sr. said. "So, that's a little overkill to have him shackled to the bed. That makes no sense to me."Blake’s attorney, Patrick Cafferty, confirmed to WTMJ that the handcuffs confining the 29-year-old to his bed were removed around noon Friday and the officers that were posted in his hospital room have left.A spokesman for the Kenosha County Sheriff’s Office explained to CNN on Friday that Blake was handcuffed to the bed because he had felony warrants for his arrest from crimes he allegedly committed prior to the shooting.Cafferty says the warrant has since been vacated, but domestic violence charges from July are still pending.The attorney also says a district attorney helped in the process of getting the cuffs removed and that 0 cash bond was posted in relation to the July charges.Blake has been hospitalized since Sunday afternoon when he was shot in the back at least seven times as Kenosha police officers attempted to take him into custody. The officer who fired his weapon, Rusten Sheskey, has been placed on administrative leave.While police have not announced formal charges against Blake or said why they attempted to arrest him, they've claimed that officers had been called to his girlfriend's house because he wasn't "supposed to be there." Police have also said that Blake admitted he was in possession of a knife, which was later found in his car.Throughout the country, it's standard procedure for police to shackle a suspect to a hospital bed if that person is under arrest.Blake's father also told CNN that his son was "hallucinating" when he went to visit."He grabbed my hand and began to weep and he told me that he was hallucinating. And then he said, 'I love you, dad. Daddy, I love you.,'" Blake said. "His next question was, 'Why'd they shoot me so many times?' I said, 'Baby, they weren't supposed to shoot you at all.'"He also told CNN that he spoke to Democratic presidential nominee Joe Biden and his running mate, Sen. Kamala Harris, earlier this week.
