PHILADELPHIA — Police shot and killed a 27-year-old Black man on a Philadelphia street after yelling at him to drop his knife, sparking violent protests that police said injured 30 officers and led to dozens of arrests.The shooting occurred Monday afternoon as officers responded to a call for a person with a weapon.Police spokesperson Tanya Little said officers who arrived ordered the man to drop the knife.Video of the fatal confrontation posted on social media shows officers pointing their guns at the man, later identified as Walter Wallace, 27.He walks toward the officers as they back away from him in the street, guns still aimed at him. Both officers then fired several times.One of the officers transported Wallace to a local hospital, where he later was pronounced dead.According to the Philadelphia Inquirer, both officers were wearing body cameras at the time of the shooting.Wallace's father, Walter Wallace Sr., told the Inquirer that his son suffered from "mental issues" and that police should not have resorted to gunfire.“Why didn’t they use a Taser? His mother was trying to defuse the situation,” Wallace Sr. told the Inquirer.Philadelphia Mayor Jim Kenney said on Monday that video of the shooting raised "difficult questions," according to CNN. CNN also reports that Philadelphia Police Commissioner Danielle Outlaw has directed a police-controlled unit on officer-involved shootings to open an investigation."I have directed the Officer Involved Shooting Investigation Unit to begin its investigation," Outlaw said in a statement. "I recognize that the video of the incident raises many questions. Residents have my assurance that those questions will be fully addressed by the investigation."Hundreds of people took to the streets to protest the shooting late Monday into early Tuesday. The Inquirer reports that one officer was hospitalized but in stable condition after suffering a broken leg after being hit by a pickup truck. PHOENIX (AP) — Police served a search warrant Tuesday to get DNA from all male employees at a long-term care facility in Phoenix where a patient who had been in a vegetative state for years gave birth, triggering reviews by state agencies and putting a spotlight on safety concerns for patients who are severely disabled or incapacitated.Hacienda HealthCare said it welcomed the DNA testing of employees."We will continue to cooperate with Phoenix Police and all other investigative agencies to uncover the facts in this deeply disturbing, but unprecedented situation," the company said in a statement.Local news website Azfamily.com first reported the woman, who had been in a vegetative state for more than 10 years after a near-drowning, delivered a baby on Dec. 29. Her identity has not been reported, and it's not known if she has a family or a guardian. It's also unclear if staff members at the Hacienda de Los Angeles facility were aware of the pregnancy until the birth.In a statement, board member Gary Orman said the facility "will accept nothing less than a full accounting of this absolutely horrifying situation.""We will do everything in our power to ensure the safety of every single one of our patients and our employees," Orman said.Hacienda CEO Bill Timmons stepped down Monday, spokesman David Leibowitz said. In the wake of the reports, the Arizona Department of Health Services said new safety measures have been implemented. They include increased staff presence during any patient interaction, more monitoring of patient care areas and additional security measures involving visitors.The state's online complaint database for care facilities shows multiple complaints about Hacienda de Los Angeles going back to 2013. Most of them involve fire drill and evacuation preparation or Medicaid eligibility. But one complaint from December 2013 outlines an allegation that a staff member made inappropriate sexual comments about four patients two months earlier. Nobody relayed the incidents to an administrator. That employee was later fired.Martin Solomon, a personal injury attorney in Phoenix whose clients are mostly vulnerable adult victims of abuse and neglect, said a lawyer representing this woman should call for all pertinent medical records, a list of current and ex-employees and any past litigation involving Hacienda. It would be the police who would lead DNA testing to figure out who fathered the baby, Solomon said.It would be hard for Hacienda to escape any kind of liability in court."There's a lot of information we do not have, But things like this don't happen without someone either knowing about it or should have known about it," Solomon said. "Whether it's an employee or someone from the outside, the facility has an obligation to protect residents."Advocates for the disabled say Arizona needs to find a way to monitor allegations of sexual abuse and sexual violence in these group settings. Doing background checks isn't enough, said Erica McFadden, executive director of the Arizona Developmental Disabilities Planning Council."I think when you've had somebody who's had multiple allegations from different parties, there has to be some way to track that," McFadden said. "If it's the same story from different people, then there's something wrong."The council recently formed a task force to look at how to improve training for health care workers when it comes to identifying and reporting sexual abuse."We don't have a systematic way to train people what's a good touch or a bad touch. We also don't have required training for providers," McFadden said. "We really need a lot of work in this area."Jon Meyers, executive director of The Arc of Arizona, an advocacy group for people with intellectual and developmental disabilities, called the allegations "disturbing, to put it mildly.""I wasn't there. I clearly don't have firsthand knowledge of what happened," Meyers said. PALM HARBOR, Fla. — A rare two-headed southern black racer snake was recently found at a home in Palm Harbor.Kay Rogers said her cat brought the snake into the home through the doggy door. The cat placed the snake on the carpet."She brings us presents all the time. This day, my daughter sent me a message. 'Mom, she brought in a snake, and it has two heads,'" Rogers saif. "I think this tops it, but she's an adventurous cat for sure."Rogers said her 13-year-old daughter, Avery, placed the snake in a plastic container. She said her daughter and her son like learning about reptiles."We went and got like a habitat setup for it. I was talking to a couple different reptile specialists and they were kind of helping me through what to do with him like getting him a heating pad and trying to feed him," Rogers said.The Florida Fish and Wildlife Conservation Commission shared the story on Facebook. FWC said the phenomenon, bicephaly, is uncommon, but happens during embryo development when two monozygotic twins failed to separate, leaving the heads conjoined onto a single body.FWC says that both heads' tongue flicks and react to movement, but not always in the same way. Two-headed snakes are unlikely to survive in the wild, as the two brains make different decisions that inhibit the ability to feed or escape from predators."Because of the two head thing, he's very uncoordinated and couldn't get to the food very well. It was like one head would see the food and try to go for it, the other would be going the other way and pulling him back," Rogers said.The snake is currently being cared for and monitored by FWC staff."He was really an easy pet," Rogers said. I really just wanted to kind of see him thrive and have people that would take care of him and give him the best chance. I know, well my daughter's research shows they don't live well in the wild at all. Papa John won't leave Papa John's alone.The company has tried hard to distance itself from founder John Schnatter, who blamed the NFL for poor pizza sales last fall and then admitted using the N-word on a conference call this spring.Sales slumped, and Papa John's stock declined. CEO Steve Ritchie and the current leadership blame Schnatter, who stepped down as chairman in July.Schnatter told CNNMoney in an interview Tuesday that he's being scapegoated."You can't blame everything on two comments," he said. "I wish I had that kind of power, but I don't."Instead, Schnatter pinned the company's problems on Ritchie, who became CEO in January. Schnatter described him as a poor leader who has created a culture of intimidation at Papa John's, and let quality and customer service slip."We need new leadership," he said. "He struggles as a CEO.""Steve'll make a great executive somewhere else," he added. "He's just the wrong guy for the job."He described upper management under Ritchie as vindictive and controlling."People right now are scared to talk," he said.Schnatter, who is still the largest shareholder and owns almost a third of the company, insists he doesn't want to return as CEO. Forbes said Schnatter was complaining that Sanders didn't receive backlash, even though his comments were worse than Schnatter's own. KFC did not immediately respond to a request for comment.After the Forbes story broke, Schnatter apologized and resigned as chairman.On Tuesday, he described the conversation differently."I simply said, 'Colonel Sanders said what he said, and we're not going to say that,'" he said, adding that he regrets saying the slur."What I said was anti-racist," he added. "I don't talk that way.""I think the company has made the situation a lot worse," Schnatter said. "[The comment has] been misquoted, it's out of context, it's been portrayed in a way that's not truthful. But I'm still going to feel bad about that.""I love my employees. "For anything that hurts them, then I'm going to feel bad about that, and I do."Schnatter also thinks his remarks about the NFL leadership have been misconstrued.Last year, some NFL players knelt during the National Anthem to protest treatment of black Americans, particularly by police. The protests sparked a controversy, and the NFL ultimately ruled that players can't kneel during the anthem."I felt like the situation was not a winning situation for the fans, the sponsors, the players and the owners," he continued.A few months after Schnatter called out NFL leadership, Papa John's ended its NFL sponsorship. PARSIPPANY-TROY HILLS, N.J. – The smiling Black chef that’s been on Cream of Wheat packaging for decades is being removed.In a statement obtained by USA Today and The New York Times, B&G Foods said that research indicates the image of the Black man may be based on an actual Chicago chef named Frank White, but it’s being removed because “it reminds some consumers of earlier depictions they find offensive.”The removal comes after the company initiated a review of the packaging in June. At that time, the business wrote that it’s committed to evaluating its packaging and would take steps to ensure it does not inadvertently contribute to racism."B&G Foods unequivocally stands against prejudice and injustice of any kind," wrote the company.It’s not immediately clear when customers can expect the Cream of Wheat packaging to be changed.The Times reports that the character on the box was once named “Rastus,” a pejorative term for Black men, and that he was once depicted as a barely literate cook who didn’t know what vitamins were.Cream of Wheat is the latest of several products which are being redesigned to remove racially insensitive imagery.Earlier this month, it was announced that Uncle Ben’s rice products would be renamed Ben’s Original and the image of Uncle Ben would be removed.
