The US Centers for Disease Control and Prevention warned US consumers on Tuesday to not eat romaine lettuce, as it may be contaminated with E. coli.Thirty-two people, including 13 who have been hospitalized, have been infected with the outbreak strain in 11 states, according to the CDC. One of the hospitalized people developed hemolytic uremic syndrome, a potentially life-threatening form of kidney failure. No deaths have been reported.People have become sick in California, Connecticut, Illinois, Massachusetts, Maryland, Michigan, New Hampshire, New Jersey, New York, Ohio and Wisconsin.The Public Health Agency of Canada has identified an additional 18 people who have become sick with the same strain of of E. coli in Ontario and Quebec.If you have any romaine lettuce at home, you should throw it away, even if you have eaten some and did not get sick, the CDC cautioned."This advice includes all types or uses of romaine lettuce, such as whole heads of romaine, hearts of romaine, and bags and boxes of precut lettuce and salad mixes that contain romaine, including baby romaine, spring mix, and Caesar salad," the CDC said in its announcement.All types and brands of romaine lettuce are suspect because no common grower, supplier, distributor or source company has been identified by the CDC.Retailers and restaurants also should not serve or sell any until more is known about the outbreak.Symptoms of E. coli infection, which usually begin about three or four days after consuming the bacteria, can include watery or bloody diarrhea, fever, abdominal cramps, nausea and vomiting, according to the CDC. Most people infected by the bacteria get better within five to seven days, though this particular strain of E. coli tends to cause more severe illness.People of all ages are at risk of becoming infected with Shiga toxin-producing E. coli, according to the US Food and Drug Administration, which is also investigating the outbreak. Children under 5, adults older than 65 and people with weakened immune systems, such as people with chronic diseases, are more likely to develop severe illness, but even healthy children and adults can become seriously ill.Illnesses started in October. The US Food and Drug Administration has raised alarm about one way people might access opioids to misuse and abuse: their pets.As America's opioid epidemic rages, some pet owners could be stealing pain medications intended for their furry friends, according to a statement from FDA Commissioner Dr. Scott Gottlieb."We recognize that opioids and other pain medications have a legitimate and important role in treating pain in animals -- just as they do for people," Gottlieb said in Wednesday's statement."But just like the opioid medications used in humans, these drugs have potentially serious risks, not just for the animal patients, but also because of their potential to lead to addiction, abuse and overdose in humans who may divert them for their own use," he said.Gottlieb also said there hasn't been much information about responsible opioid prescribing for veterinary medicine professionals, and so the FDA developed a resource guide on what veterinarians need to know.The resource includes information on state and federal regulations, alternatives to opioids and how to properly safeguard and store opioids, as well as how to identify if a client or employee may be abusing opioids and take action with a safety plan."While each state creates its own regulations for the practice of veterinary medicine within its borders, including regulations about secure storage of controlled substances like opioids, veterinarians should also follow professional standards set by the American Veterinary Medical Association in prescribing these products to ensure those who are working with these powerful medications understand the risks and their role in combatting this epidemic," Gottlieb said."Veterinarians are also required to be licensed by the Drug Enforcement [Administration] to prescribe opioids to animal patients, as are all health care providers when prescribing for use in humans," he said."These measures are in place to help ensure the critical balance between making sure animals can be humanely treated for their pain, while also addressing the realities of the epidemic of misuse, abuse and overdose when these drugs are diverted and used illegally by humans."The FDA statement came one week after a perspective paper in the American Journal of Public Health called for the veterinary, public health, pharmaceutical and regulatory communities to dedicate time and resources to addressing the issue of prescription opioid diversion in veterinary medicine."I was thrilled to see the FDA commissioner make a statement that not only validated our findings but also demonstrates why research is so important for good policy," said Liliana Tenney, a senior instructor with the Colorado School of Public Health at the University of Colorado Anschutz Medical Campus and deputy director of the Center for Health, Work & Environment, who was a co-author of the paper.Tenney was unaware of the FDA statement until CNN contacted her for an interview, she said.The paper included data from a 24-item online survey that 189 veterinarians in Colorado completed in collaboration with a local veterinary society. The survey, which was about the possible abuse and misuse of opioids by pet owners and the role veterinarians play in prevention, was administered in summer 2016, Tenney said.The survey results showed that 13% of the veterinarians were aware that an animal owner had intentionally made an animal ill or injured -- or seem to be ill or injured -- to obtain opioid medications."This is significant for two reasons. These providers want to ensure the treatment of pets," Tenney said. "If this is truly the case and pet owners are intentionally harming animals, that's an animal rights issue. If opioids are being prescribed and aren't getting to the pets that need them because these drugs are being diverted, that's a public health issue."The survey results also showed that 44% of the veterinarians were aware of opioid abuse or misuse by either a client or a veterinary practice staff member, and 62% believed that they had a role in preventing opioid abuse and misuse."We recognize that this ... sample, representing 10% of the society's members, has limited generalizability and cannot be used to extrapolate to all practices. Nonetheless, these data are sufficient to warrant immediate action," the authors wrote.American Veterinary Medical Association spokesman Michael San Filippo emphasized in a statement Wednesday that the association has provided resources for veterinary staff to help combat this issue and the association will continue to monitor the situation."Though our animal patients are not the ones struggling with opioid addiction, concerns about misuse and diversion are top-of-mind for the veterinary profession, and the AVMA is actively involved in providing resources to practitioners describing alternative ways to treat pain and minimize opioid use," the statement said."While the limited data available suggests diversion from veterinary practices isn't a widespread problem, that doesn't mean we should pretend it doesn't exist," it said. The Trump administration will end the protected immigration status of thousands of Central Americans who have been living in the US nearly two decades, urging Congress to act if it wants to spare those individuals from being uprooted.Department of Homeland Security acting Secretary Elaine Duke has decided to terminate Temporary Protected Status for Nicaragua with a 12-month delay, the department announced Monday night. DHS also said Duke has not been able to reach a decision on Honduras despite different agencies' input, triggering an automatic six-month extension. At the end of that six-month window, the homeland security secretary will make a decision to terminate or further extend the status.The Trump administration has signaled a desire to wind down the protections of Temporary Protected Status, which is an immigration status allowed by law for certain countries experiencing dire conditions, such as a natural disaster, epidemic or war. TPS protects individuals from deportation and authorizes them to work in the US. Without TPS, those individuals revert to whatever status they had previously -- which could leave large numbers as undocumented immigrants.In encouraging Congress to act if it wants to extend those protections permanently, the Trump administration echoed its move in ending the popular Deferred Action for Childhood Arrivals program, which protects hundreds of thousands of young undocumented immigrants brought to the US as children and which President Donald Trump decided to sunset this fall.Both decisions were due by Monday, as the status was set to expire January 5. There is a 60-days-in-advance requirement by law to make a determination on extending or terminating Temporary Protected Status.The roughly 5,300 individuals from Nicaragua affected by this decision have lived in the US roughly 20 years: To qualify for TPS, Nicaraguans must have been living in the US continuously since January 5, 1999, after Hurricane Mitch devastated the country.DHS officials told reporters that Duke did not yet have enough information to make a decision on the 86,000 individuals covered under the Honduran protections, which by law triggers a six-month extension. Hondurans also have to have been living in the US continuously since January 5, 1999 to qualify, also due to Hurricane Mitch.The move was being closely watched and heavily lobbied on both sides.Though the administration says it is evaluating each country on its own, it has been more aggressive than previous administrations in evaluating only whether conditions have improved from what triggered the initial designation, regardless of dire conditions continuing due to other causes. That has the support of conservatives like Senate Judiciary Chairman Chuck Grassley, who wrote DHS last week urging them to not perpetually renew TPS.In the next few months, the status of hundreds of thousands of TPS recipients will be up for decision. The Trump administration has already terminated the status for Sudan, extended protections for South Sudan, and given itself an extra six months to decide on protections for roughly 58,000 Haitians. That will be the next decision due, at the end of the month. When former Homeland Security Secretary John Kelly extended Haitian TPS another six months over the summer, he encouraged recipients to either apply for status under some other means or prepare to depart the US.In extending Nicaraguan protections for a final 12 months, DHS officials on a call with reporters urged those recipients to "seek an alternative lawful immigration status in the United States, if eligible, or, if necessary, arrange for their departure."Coming up early next year is also a decision for El Salvador, with roughly 260,000 people covered from that country, who have lived in the US more than 15 years.One official also called on Congress to act if they want individuals to remain permanently. Democrats have heavily lobbied DHS to preserve the protections, as have advocacy groups and business groups like the US Chamber of Commerce."Only Congress can legislate a permanent solution and provide those in an otherwise perpetually temporary status with a certain future," the official said.Democrats were quick to call out the administration's move. The Congressional Hispanic Caucus called on Congress to act following the administration's "reckless" action."The Trump administration's irresponsible decision to end TPS for Nicaraguans will tear apart families and upend the lives of these hard-working individuals," CHC Chairwoman Michelle Lujan Grisham said in a statement. "These immigrants have lived in the United States for nearly 20 years and have raised US citizen children, contributed to our economy and enriched our communities.
