OTAY MOUNTAIN, Calif. (KGTV) — A Border Patrol agent and one man were taken to a nearby hospital after suffering heat-related illness on Otay Mountain.At about 1 p.m., Border patrol agents started a rescue involving four individuals, including one Border Patrol agent and three suspected migrants, according to U.S. Border Patrol.When agents arrived, an agent as located and taken to the hospital. One man was also found and sent to the hospital.Border agents were still searching for the two other people in the Otay Mountain Wilderness area, according to Border Patrol. 579

People with a history of certain mental-health conditions may now apply for waivers to join the U.S. Army.USA Today reports the policy has gone unannounced and was enacted in August. The Army has struggled to reach goals and has a current goal of recruiting 80,000 soldiers through next September. Last year's goal was 69,000, USA Today's report said.The Army has already been accepting people who fare poorly on aptitude tests. 451

Perry Hopsin was just 22 years old when he got into a car accident that would eventually end his life."My brother, he has been to multiple healthcare facilities, fighting for his life for 10 months," said Parris Hopsin.Last month, Perry died and just as his family was starting to cope with the fact that they would never see him again, the same car he was killed in, popped up in front of Perry High School in Stark County, Ohio.The family says it was there to promote their prom promise campaign-which tries to deter teens from drinking and driving."Our family was under the impression that the car was still being held as evidence in this ongoing investigation," said Parris.The only problem is the Hopsins family never consented to it and their loved one was not drinking and driving."It was definitely not the way Perry would want to be represented and/or our family would want him to be represented and remembered," she said.The school has now removed the car and it's back in the towing company's lot."I really appreciate that they would remove it," said Parris. Plans to build a new 4-acre, .5 million park in National City got a boost this week, thanks to a partnership with the federal government.The Environmental Health Coalition will help the city plan the park and the surrounding area, to make sure people can access the park without having to drive there.National City is one of just 10 communities across the country chosen for the Safe Routes to Parks Initiative.The new park will be near 22nd Street and Harding, where an empty field sits right now. As part of the construction, the EHC will help design safer streets around the park."Kids are trying to get from point a to point b and they have to cross through that main road," explains City Engineer Jose Lopez. "Without enhancements to the road, there's no way a 10-year old or 5-year old can cross the street."The EHC will help the city plan curb extensions, a median refuge island in crosswalks and local trails to let people walk through parks instead of along busy streets.According to a release announcing the partnership, communities chosen for the program had high rates of crime and violence, and also high rates of weight-related chronic diseases. The Safe Routes to Parks program  hopes to increase park use and help communities become healthier and safer.Right now the park is still in the planning stages. Peoria, Arizona officials say a 4-year-old boy has died after he was pulled from a backyard pool on Monday morning. Emergency responders were called to a home near 91st and Peoria avenues around 8 a.m. after the child was pulled from a pool. Peoria Fire officials saidsa the child was at a babysitter's house at the time. The pool was fenced and it's unknown how he got past the fence or how long he was in the water. The child was reportedly unresponsive and was taken to the hospital in critical condition but did not survive.No further information about the incident has been released. So far this year, there has been just over a dozen media-reported drowning and near-drowning incidents involving children in Arizona. This is the seventh deadly incident.  808
