GUIYANG, Feb. 13 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for providing more support to the country's less developed regions, saying priority should be placed on improving the people's livelihood.He made the remarks during an inspection tour to Qiannan Buyi and Miao Autonomous Prefecture and Guiyang City in southwest China's Guizhou Province from Feb. 11 to 13, according to an official statement Xinhua received Sunday.Li said more attention should be directed to improve people's living standards as China is making efforts to achieve its strategic goals of development.During his tour, Li visited some residents' homes at a poor village in Libo County of Qiannan.He called for greater efforts to improve people's livelihood, a step which would help boost domestic demand and facilitate the transformation of the nation's economic growth mode.Li urged local authorities to work well on the safety of drinking water, road construction in rural areas, and the remodeling of old houses. In particular, schools should be made accessible for children from poor homes.Further, he demanded greater efforts from local governments to improve the health care system that covers the three levels of county, township and village, and relieving the financial burden of the masses in health care services.In Guiyang, Li inspected a local company in constructing affordable housing for low-income earners and visited poor homes in Yunyan district. WASHINGTON, May 11 (Xinhua) -- Researchers at Brigham and Women 's Hospital (BWH), a teaching affiliate of Harvard Medical School, have identified a human lung stem cell that is self-renewing and capable of forming and integrating multiple biological structures of the lung. This research will be published Thursday in the New England Journal of Medicine."This research describes, for the first time, a true human lung stem cell. The discovery of this stem cell has the potential to offer those who suffer from chronic lung diseases a totally novel treatment option by regenerating or repairing damaged areas of the lung," said the study's corresponding author Piero Anversa, who is also director of the Center for Regenerative Medicine at the hospital.Using lung tissue from surgical samples, researchers identified and isolated the human lung stem cell and tested the functionality of the stem cell both in vitro and in vivo. Once the stem cell was isolated, researchers demonstrated in vitro that the cell was capable of dividing both into new stem cells and also into cells that would grow into various types of lung tissue. Next, researchers injected the stem cell into mice with damaged lungs. The injected stem cells differentiated into new bronchioles, alveoli and pulmonary vessel cells which not only formed new lung tissue, but also integrated structurally to the existing lung tissue in the mice.The researchers define this cell as truly "stem" because it fulfills the three categories necessary to fall under stem cell categorization: first, the cell renews itself; second, it forms into many different types of lung cells; and third, it is transmissible, meaning that after a mouse was injected with the stem cells and responded by generating new tissue, researchers were then able to isolate the stem cell in the treated mouse, and use that cell in a new mouse with the same results."These are the critical first steps in developing clinical treatments for those with lung disease for which no therapies exist. Further research is needed, but we are excited about the impact this discovery could have on our ability to regenerate or recreate new lung tissues to replace damaged areas of the lungs," said Joseph Loscalzo, chair of the Department of Medicine at BWH and co-author.

BEIJING, Feb. 10 (Xinhua) -- China's drought control authorities announced Thursday that hours of snowfall and irrigation have eased to some extent the severe drought in parts of the nation.Rapid spreading of the dry spell in the country's winter wheat producing regions has been curbed by wide-spread snowfall in the areas along the Yangtze, Huaihe and Yellow rivers and in the country's northern part on Wednesday and Thursday, the Office of State Flood Control and Drought Relief Headquarters said in a statement on its website.Drought-hit areas in Henan and Anhui, which are two major wheat-producing provinces, were reduced by 6.3 million mu (420,000 hectares) and 4.1 million mu, respectively, from Wednesday, the statement said. The agency added that irrigation also contributed to easing the effects of the drought.The statement said that as of Thursday, eight drought-hit provinces had irrigated 143 million mu of drought-affected wheat producing areas, which accounts for 52 percent of the combined winter wheat producing areas in the provinces. The eight provinces include the territories of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.As of 3 p.m. Thursday, the drought had affected 101.28 million mu of crops nationwide and left 2.81 million people and 2.57 million heads of livestock short of drinking water, said the statement.Cloud seeding on Wednesday and Thursday during a recent cold front, also helped alleviate drought in some regions, according to a report posted on the website of the China Meteorological Administration on Thursday.The report also said that the artificial precipitation had mitigated the shortage of moisture in the soil in parts of Henan and Anhui. The situation is expected to improve as the rain and snow continues.However, experts urged more measures from local governments to ensure winter wheat production since the current precipitation is not adequate to "completely ease the drought", the report said.

BEIJING, Feb. 5 (Xinhua) -- Lending to China's small and medium-sized enterprises (SMEs) rose faster than loans to large enterprises last year, according to the People's Bank of China (PBOC), the central bank.Outstanding loans to small enterprises by banks and financial institutions jumped 29.3 percent year on year to 7.55 trillion yuan (1.15 trillion U.S. dollars) in 2010, while loans to medium-sized enterprises stood at 10.13 trillion yuan, up 17.8 percent, said the PBOC.Outstanding loans to large enterprises rose 13.3 percent to 13.42 trillion yuan, highlighting the government's efforts to optimize the loan structure, the PBOC said.About 99 percent of Chinese enterprises are SMEs which contribute 60 percent of the country's gross domestic product.Financing has long been difficult for Chinese SMEs as banks prefer to lend to big companies, particularly reputable state-owned enterprises.The government has moved to help SMEs get finance by differentiating the reserve requirement ratio for the Rural Credit Cooperative, the major lender to SMEs, and encouraging innovation in SME bond issuance.In July last year, the PBOC asked financial institutions to establish independent criteria for approving loans to SMEs and to improve efficiency in processing SME loan applications.The PBOC said SME loan growth would continue to accelerate this year.

SHENYANG, Feb.3, (Xinhua) -- Fire gutted Thursday a five-star hotel in Shenyang, capital of northeast China's Liaoning Province, and no casualties had been found, local officials said.The fire broke out at 0:13 a.m. at Tower B, an apartment building of the Dynasty Wanxin building complex, and the flames quickly spread to the adjacent Tower A, which is largely a five-star hotel.All the 50-odd people in the hotel were evacuated. No casualties are found.The fire was effectively controlled, Shenyang Municipal Public Security Bureau officials told Xinhua at 4:35 a.m..Police said the fire was triggered by fireworks, which accidentally sparked off the external wall of the buildings. Further investigation into the cause and losses of the fire is still underway.Fire engines, whose water guns could jet water only 50 meters high, were helpless at the fire which flamed on the top of Tower A, 219 meters high.Power supply in the hotel was not cut off, which was said to keep the automatic spray facilities in operation in the building.Personnel from adjacent five-star Sheraton Shenyang Lido Hotel were evacuated, and residents around the Dynasty Wanxin building mainly stayed at home.Top leaders of the province and the city, including Chen Haibo, mayor of Shenyang, arrived at the site soon afterwards to direct efforts to quell the fire.The Dynasty Wanxin building complex, located in the bustling Qingnian Street of Heping District, comprises of three towers. The fire engulfed Tower A and B, with Tower C intact.
