SAN DIEGO (KGTV) - Small businesses are the heart of San Diego's economy, but for those looking to start one, the process can feel overwhelming. It's a gap the nonprofit lender Accion has been working to fill for the last 25 years. "Sometimes thinking about getting a loan can be scary, and I think one of the things we really try to do through our process with our staff is really walk alongside that business owner," said Elizabeth Shott, CEO of Accion. Since they began in 1994, Accion has loaned million to roughly 3,100 small businesses."We're teaching them about their credit, about their finance, and their cash flow. So through the loan process they're getting a lot of one-on-one education from our staff team," said Shott.On Accion's website, you can apply for a loan as well as learn about free resources available in San Diego. After Moreno successfully launched his food truck he was able to open a restaurant with help from Accion. Shott cautions businesses to be careful when getting any loan, being sure to ask questions and understand the terms and fees. Her staff often hears about predatory lenders online which can ultimately cost a business far more than they're able to afford. SAN DIEGO (KGTV) — Some seniors say they’re hitting a frustrating roadblock of red tape at the DMV. They say health concerns aside, the state has made getting into a field office to complete requirements impossible.Although many DMV tasks can be completed online, the agency requires an in-person visit for several types of service. Once drivers hit the age of 70, the DMV requires them to renew their licenses in-person to take vision and knowledge tests.The DMV has granted drivers aged 70 and up a four-month extension to renew licenses, but only for licenses that expire through July 31. For drivers like Charrie Pettersen, whose license expires 12 days later in August, there is no extension.RELATED: More California DMV offices reopen, six in San Diego, for appointmentsTo renew her license, Pettersen needs an appointment. But the DMV isn’t offering new appointments, as it works through the backlog of visits that were canceled during the months-long closure. The DMV is only accepting walk-ups for a handful for services, and not for seniors seeking license renewal.“It's ridiculous and I think the governor should do something,” she said.The agency has been opaque about when it will begin accepting new appointments. An employee at the DMV office in University Heights said the office would begin accepting new appointments for all types of service July 1, but a media spokesperson would not confirm that date.RELATED: DMV reopening all remaining field offices across California this week “DMV offices will be processing all transactions in the near future once the COVID related backlog is addressed, however there is no set date yet,” the spokesperson said in an email Friday.Pettersen, who has an underlying health condition and whose husband has COPD, isn’t comforted by the idea that she’ll be allowed to make an appointment “in the near future.”“Are you gonna put our lives in danger? SAN DIEGO (KGTV) - Scientists at the Hubbs-SeaWorld Research Institute are working to replenish the California Halibut population.In October, they released 2,300 juvenile halibut into Mission Bay. Those fish were bred, born and raised at the institute. They hope it's just the start of a robust replenishment program."The species is pretty heavily depleted and for that reason, they're a good candidate to help boost the species," says Mark Drawbridge, the Institute's Director of the Sustainable Seafood Program.Recent surveys show the California Halibut is down to 14 percent of what its population should be. The most severe drop has come in Southern California.Hubbs hopes it can replicate the success it had with the White Seabass. It has released nearly 2.5 million seabass into the wild in the last 35 years."A lot of the process is transferable from one species to another," says Drawbridge.The Dick Laub Fisheries Replenishment Program oversees every step of the process, from breeding to release. Drawbridge says they've seen success in every phase so far."Our survival rates from egg to juvenile stage are typically 20 percent or higher," he says. "Compare that to the wild, where it would be a fraction of a percent. That's more than adequate to produce tens of thousands of fish."The next step is seeing how the halibut survive in the wild. The Institute put stainless steel trackers in each fish and will monitor them over the next few years.The program is funded through private donations, many of which come from fisherman who need a healthy halibut population to make a living. 1602
SAN DIEGO (KGTV) - San Diego winemakers say business is picking up, and there's a new way to for locals to get their foot in the door. A new report by the San Diego County Vintners Association says there are now 116 wineries in the region, with sales nearly doubling in the last year. The industry now has about 700 workers in the county. Now, the association has teamed up with Cuyamaca College for a Viticulture Technician Apprenticeship program. Participants work 1,500 hours a year, learning the ins and outs of winemaking. They earn an hour the first year and the second, with opportunities to make more doing side jobs once they get enough experience. "You can't really sell wine unless you know where it's coming from and what goes into it, creating the story behind the wine itself," said Kaylan Wedemeyer, who is an apprentice for La Mesa's San Pasqual Winery.Linda McWilliams, who owns San Pasqual, said many local wineries are mom and pops, but that apprentices can also grow with them."I think we'll find places for the people who graduate, and then we'll build together," she said. SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Those scooters and bikes were stored at the city’s operation yard in Balboa Park. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. San Diego Mayor Kevin Faulconer says Lime Bike, Bird, Skip, and Lyft have all violated its terms of operation in regards to geofencing and operating restrictions.Bry said a temporary ban is needed ban until a "fiscally responsible, well-thought out" plan is developed. 2282
