SAN DIEGO (KGTV) -- The FBI is investigating following a hazmat situation in La Jolla Thursday afternoon. According to authorities, the incident started around 1 p.m. on the 9400 block of La Jolla Farms Road near UCSD and the Scripps Reserve trail. Throughout the afternoon, people who appeared to be workers at the home could be seen sitting outside with bags wrapped around their lower legs. The unidentified substance is being cleaned up by hazmat crews and, at this time, it's unclear what led to the situation. Neighbors say the home was being rented out and a new tenant recently moved in.The Department of Environmental Health said they found a contaminant and that it is contained with no threat to the community.The final Hazmat crews left around 7:30 p.m. 798

SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory.As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes.There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary. SAN DIEGO (KGTV) - The City of San Diego is close to completing a project that will protect a popular Ocean Beach walking path from erosion.People who live along Orchard Avenue say the pathway that goes along the coast has been falling apart in the past few years, as tidal surges wear away the concrete."It was falling apart. The sidewalk's coming up, you could have tripped," says Tony Nieves, who lives on the corner nearby. "It's nice to see something done about it."Over the winter, the City started construction on a 3,000 project to rebuild the walkway and add break rocks and rip rap to protect it. It's part of a bigger plan to revitalize staircases and walkways along the coast to improve beach access, which the city started working on in 2008.Rainy, windy weather delayed the Orchard Avenue part of the project, which was supposed to be completed by the start of spring.This past week, the city installed large, man-made rocks to the coast to break up waves. They also added green metal cages around them, leading people to fear they'll get so big they may block views."I come down here most nights that I'm not working, just to catch the sunset," says Brittany Hagedorn. "Living a block away makes it easy."In a statement, the City told 10News the boulders will get another layer of concrete above the cages and they hope to have the project completed before Memorial Day Weekend.In the meantime, people who live nearby will have to wait to use the path again.The full statement from the City of San Diego is below:"The man made boulders being constructed are part of the project to reconstruct the beach access walkway at Orchard Ave. The boulders are intended to protect the newly-installed sidewalk, because this section of sidewalk has previously been seriously damaged by tidal surges. SAN DIEGO (KGTV) -- The newest cheetah cub at the San Diego Zoo has begun a training program to become one of the zoo's animal ambassadors.10News was taken inside the cheetah habitat Wednesday for a behind-the-scenes look at the process, focusing on a five-month-old cub, Roketi."She actually came from a litter of six at a zoo in Texas," said Nicki Boyd, the zoo's Behavior Husbandry Manager. "Unfortunately, she was the runt and not thriving. She had five brothers who were stealing all the milk."Because Roketi could have died by staying with her mother and siblings, she was removed and reared by humans, then sent to the San Diego Zoo.Because of her comfort level with people, Roketi was chosen to train as an animal ambassador. That means she'll be part of the "Animals in Action" program, which gives visitors a closer view and more interactive experience with zoo animals.Many visitors are surprised to see dogs in the habitat with cheetahs, but experts say the dogs help young cheetahs adjust, play, and learn how to interact with humans.The training can take months. "We don't just throw them in together," explained Charmaine Davis, who heads the program. "It's a process. It's all this passive training, day by day."Davis says they use dogs of several different breeds. More important is to find dogs which are the appropriate size to play with a cheetah, not too big or too small.Davis says the zoo is proud to use rescue dogs. "We try, best we can, to find them in the local shelters, giving them a forever home here at the San Diego Zoo with a beautiful, spotted cheetah." 1595

SAN DIEGO (KGTV) - Supporters of labor unions rallied across the country on Saturday ahead of a Supreme Court case that could effect how unions collect agency fees. One was held in downtown San Diego outside the California Democratic Convention, where hundreds of union supporters gathered for the “Working People’s Day of Action” event. Demonstrators were supporting the union AFSCME, which is engaged in a court battle that has made its way to the Supreme Court. In Janus v. AFSCME, the Supreme Court will decide whether it is legal for unions, which often donate to political causes, to compel members to agency fees. Those fees are collected by unions from employees who have opted not to join the union but still benefit from collective bargaining. The plaintiff, Mark Janus, has argued it violates his first amendment rights to pay fees to an organization that he disagrees with politically. A ruling in his favor could have wide-reaching effects on public sector labor unions around the country, argues famed labor organizer, Dolores Huerta. “That is going to be very devastating to our unions here in California,” said Huerta, if the court sides with Janus. 1213
