(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SCRANTON, Pa. -- At Hank’s Hoagies, sandwiches are on order, along with a helping of politics.“A lot of political people around here,” said owner Tom Owens.That includes a life-size cutout of former Vice President Joe Biden, which makes more sense once you realize Hank’s Hoagies is located in his hometown of Scranton, Pennsylvania.He made an unscheduled stop there last October.“He’s a great guy,” Owens said. “When you meet him, it’s like you knew him all your life."This corner of Pennsylvania is part of the so-called Rust Belt. It’s a collection of states scattered around the Great Lakes – an area of former industrial powerhouses stretching from western New York, through Pennsylvania, Ohio, Michigan, Indiana, Illinois and into southeast Wisconsin.“There’s this whole string of connected states that share media markets, that share some common demographic factors and where small shifts in the vote can have big results in the Electoral College,” said Prof. Barry Burden, a political science professor and director of the Elections Research Center at the University of Wisconsin-Madison.He said both presidential campaigns will likely pay special attention to this area for one main reason.“There are a lot of people living here, which means there are a lot of electoral votes to be had,” Prof. Burden said. “Several of the states are really up for grabs in almost any presidential election.”That includes Pennsylvania, which holds 20 electoral votes and has a long history of being a swing state. Republicans won the state during presidential elections of the 1980s: 1980, 1984 and 1988. (KGTV) - One of San Diego County's universities is among the safest campuses in the country, according to a new study.The North San Diego County college was named among the country's safest campuses by the National Council for Home Safety and Security, the school announced. Data used to rank schools is compiled using information by the FBI’s Uniform Crime Reporting and the Campus Safety Security Survey."Keeping our students safe is the University Police Department’s No. 1 priority," CSUSM Chief of Police Scott Ybarrondo said in a release. "There are enough stresses in college life, and worrying about your safety on campus should not be one of them.
