SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. All CSU police officers are sworn and certified by CA POST, and receive further training in de-escalating situations that might be caused by mental health or controlled substance issues.The announcement comes as student activists across the country call on administrators to disband campus police departments and cut ties with local police. 2143

SAN DIEGO (CNS) - A Utah man who robbed a Carlsbad Motel 6 at gunpoint, then was arrested attempting to re-enter the United States, was convicted of federal robbery and firearm-related charges, the U.S. Attorney's Office announced Wednesday.Lance Lamont Lavert of Salt Lake City, 37, was convicted Tuesday by a San Diego federal court jury for the July 9, 2018, morning robbery of the motel on Paseo Del Norte.Prosecutors said Lavert and his girlfriend asked for a room, but were denied due to a lack of ID.Lavert then pointed a gun at the motel clerk and her manager, demanding money. When the clerk and manager ran, Lavert leapt over the counter, kicked in the door of the bathroom where the clerk was hiding, dragged her back to the cash register by her hair and pistol-whipped her in the head, court documents state.Along with 5 in cash, Lavert and his girlfriend made off with the clerk's car keys and stole the clerk's car, prosecutors said.Lavert was arrested two days later trying to cross the border back into the United States. The revolver he used in the robbery was found in his waistband.In addition to committing the robbery, Lavert was convicted for possession of a gun while having several prior felony convictions, including for arson in Utah and assault with a deadly weapon out of Imperial County, the U.S. Attorney's Office said.Lavert's girlfriend pleaded guilty prior to the trial, according to prosecutors. 1440

SAN DIEGO (CNS) - A San Diego judge's ruling today clears the way for the proposed Plaza de Panama project in Balboa Park to proceed.San Diego Superior Court Judge Gregory W. Pollack ruled both the project's proposed bond funding mechanism and an agreement of cooperation with the Plaza de Panama Committee to be legal, allowing the city to proceed with the plan to reduce traffic congestion in the park, according to the city attorney's office.San Diegans for Open Government argued that the city should have allowed voters to decide whether the city should rely on million in bonds to help fund the project.The City Council approved the project by a 7-1 vote in 2012, but six years of challenges and litigation stalled its implementation.The project will limit vehicle access and improve parking in order to restore the Plaza de California and Plaza de Panama as dedicated pedestrian areas."Balboa Park truly is the jewel of San Diego, and I am excited that the city can finally move forward with its plans to revitalize the Park for the enjoyment of San Diegans and tourists alike," City Attorney Mara W. Elliott said after the ruling.The Plaza de Panama project will also include improvements to more than six acres of park space and improved park access. The city will select contractors through a competitive bidding process and plans to break ground on the project as soon as next spring. 1407

  

SAN DIEGO (CNS) - A man accused of ambushing a janitorial worker at a Little Italy coffee shop and trying to sexually assault her pleaded not guilty Wednesday to a half-dozen felony charges, including kidnapping with the intent to commit a sex offense.Christopher Merron, 28, was ordered held on million bail. He faces life in prison if convicted, said Deputy District Attorney Nicole Roth.Merron allegedly attacked the woman as she was cleaning the coffee shop in the 1700 block of India Street about 4:30 a.m. last Sunday, pushing her into a back room, taking her car keys and threatening her with a knife.Following a struggle, the victim, whose name was withheld, was able to break free and run out of the building, said San Diego police Lt. Jason Weeden.RELATED: Man tries to sexually assault woman before stealing her carThe assailant then fled in the woman's tan 1998 GMC Jimmy SUV.Merron was arrested in Mission Valley the next day and the victim's stolen SUV was recovered, Weeden said."This was a brazen and serious sex crime," Roth said outside court. "This was a traumatic event."RELATED: Arrest made in Little Italy attempted sex assault, vehicle theftBesides kidnapping with the intent to commit a sex offense, Merron is charged with assault with the intent to commit a sex offense, attempted oral copulation, false imprisonment with force, robbery and auto theft.Merron will be back in court Oct. 26 for a readiness conference and Oct. 30 for a preliminary hearing.While living in Virginia, Merron pled guilty to accessory to robbery, resisting arrest and several drug charges. 1602

  

SAN DIEGO (CNS) -- A ticket with five numbers, but missing the Mega number, in Wednesday evening's SuperLotto Plus drawing was sold at a market in San Diego and is worth ,556.The winning ticket was sold at the Beach Market at 3419 Mission Blvd.There were no tickets sold with all six numbers and the estimated jackpot for Saturday's drawing will grow to million, the California Lottery announced.The numbers drawn Wednesday night were 1, 20, 30, 39, 47 and the Mega number was 21. The jackpot was million.The drawing was the ninth since the last time a ticket with all six numbers was sold.The odds of matching all five numbers and the Mega number is 1 in 41,416,353, according to the California Lottery. 723
