WASHINGTON, Dec. 2 (Xinhua) -- China's rapid economic growth is good for the U.S. workers, and the U.S. government is committed to improving bilateral economic relations with China, said U.S. Commerce Secretary Gary Locke on Thursday."China has lifted almost 200 million people out of poverty (in the past two decades). And in the years ahead, hundreds of millions more Chinese will ascend into the middle class," Locke said at a U.S.-China commercial relations forum, which was held in Washington ahead of the U.S.-China Joint Commission on Commerce and Trade (JCCT) session scheduled for Dec. 14-15."The United States welcomes this growth because this is good for the people of China ... it's good for the global economy, and good for U.S. business and ultimately, U.S. workers," said Locke.He noted that as recently as 40 years ago, the commercial relationship between the United States and China barely existed. But in the recent decades, "we have seen our countries grow progressively closer."In 2009, the bilateral trade volume reached some 365 billion dollars. China was the largest supplier of U.S. goods imports in 2009 and was the third-largest market for U.S. exports, only after Canada and Mexico.Locke mentioned that as U.S. Commerce Secretary, he has visited China for four times."Each time I visit China, I'm absolutely amazed by the transformation and the progress within China," he said.Locke noted that although there are disagreements between the two sides, there are more opportunities for cooperation."In many areas, especially in emerging industries, like clean energy and biotechnology, the interests of China and the United States are tied together. And the reform as good for the U.S. will be good for China as well," he added.Locke also revealed that during the upcoming 21st session of the JCCT in Washington D.C., the two countries will seek to further "nurture and improve the most highly-scrutinized bilateral economic relationship on Earth.""This is our most important bilateral dialogue or mechanism for resolving trade and investment issues between our two countries," he stressed.The session will be co-chaired by Locke and U.S. Trade Representative Ron Kirk with Chinese Vice Premier Wang Qishan. U.S. Secretary of Agriculture Tom Vilsack will also join the dialogue.

BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year.Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing.An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said.The number of lines in the city would reach 19 by 2015. Then, their combined length would total 561 km. BEIJING, Jan. 17 (Xinhua) -- The China Banking Regulatory Commission (CBRC) announced Monday that it will guide the nation's banks to a scientific pace of lending this year as it stressed bank loans should better serve the real economy.The CBRC said in a statement on its website that it will also expand and improve financial services in the country's rural areas and encourage banks to support borrowing activities from small-sized companies.The CBRC said it will carry out more studies in stepping up support for the country's affordable housing program, which aims to build 10 million affordable housing units for low and middle income residents this year.The commission also said it will continue to implement the differentiated home loan policy adopted last year, under which bank loans for third home purchases are suspended and down payments for all first-time home buyers are at least 30 percent of the purchase price, while second home buyers will have to pay an even higher amount of down payments, at 50 percent.Further, the CBRC said it would tighten controls over lending to local government's financing vehicles in order to ward off risks.Government data showed new yuan-denominated lending in China reached 7.95 trillion yuan (about 1.2 trillion U.S. Dollars) last year, overshooting the government's full-year target of 7.5 trillion yuan.

BEIJING, Jan. 10 (Xinhua) -- China's top legislator, Wu Bangguo, met with his Maldivian counterpart Abdulla Shahid in Beijing Monday and called for closer relations between the two nations and the two parliaments.Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, said the growth of bilateral relations in recent years had yielded substantial benefits for the two peoples.Wu said China valued ties with the Maldives and was willing to maintain friendly exchanges and cooperation at all levels in an effort to expand political mutual trust and economic and trade cooperation in fields such as fisheries, tourism, and infrastructure construction.China would encourage Chinese companies to further participate in the Maldives' national construction and more Chinese tourists to visit the country, Wu said.Wu voiced his hope for stronger coordination between the two nations on international issues in order to build a relationship that would be a model for relations between big and small nations.Wu suggested the two legislatures promote dialogue and exchanges of views among members on successful experiences of national construction so as to inject new vitality to the development of bilateral relations.Shahid, speaker of the Maldivian People's Majlis, said the Maldivian people treasured the friendship of the Chinese people, and the rapid growth of the Chinese economy offered inspiration to developing countries, including the Maldives.Shahid pledged the Maldivian parliament would continue to play a constructive role in promoting bilateral relations.Shahid is leading a Maldivian parliamentary delegation to China at the invitation of Wu. GABORONE, Nov. 22 (Xinhua) -- Chinese Vice President Xi Jinping said here on Monday that China is satisfied with its relations with Botswana.In a meeting with Botswana's President Ian Khama, Xi said the bilateral ties have developed steadily and fruitfully and that both sides have kept close coordination in the international arena.Xi, who arrived in Gaborone on Saturday for an official visit, noted that bilateral economic cooperation has maintained a good momentum in recent years, and Botswana has become one of China's vital partners in Africa."The Chinese side is satisfied with the development of bilateral ties," Xi was quoted as saying by a press release issued by the Chinese delegation.He said China values its ties with Botswana, noting that China will continue to enhance political trust, expand economic cooperation and strengthen people-to-people and cultural exchange with Botswana."I believe the China-Botswana friendly cooperation is sure to have a promising future," he said.The Chinese vice president also praised Botswana for its active role in the Forum on China-Africa Cooperation, calling for joint efforts to push forward the smooth development of the forum.Botswana is the final leg of Xi's four-nation trip to Asia and Africa. Xi and Chinese delegation left Gaborone right after the meeting.
