CLEVELAND — The family of a 75-year-old woman is fighting for more information after they say she received a letter from the Social Security Administration stating that she needed to repay nearly ,000. Teresa Licate of Stow, Ohio, is a two-time cancer survivor that suffers from a heart condition. She recently received a letter from Social Security, dated Oct. 17, 2018, that said she had been mistakenly overpaid ,796 and needed to pay that money back. Teresa's son, David, said she was in considerable distress when she received the letter. "Almost to tears. What am I going to do?” David Licate said of his mother's reaction. A trip to the Social Security offices in nearby Akron weren't of much help. David Licate claims an agent told him that she "didn't have any idea what the problem was." Since October, Social Security has withheld more than 0 a month from Licate's check. But David Licate said his mom's paperwork tells a different story. "We were able to go back and illustrate that they lost the data that the dollar amount was mistaken,” David Licate said. Beyond Social Security's mistake, the Licates are frustrated that Social Security couldn't see an issue coming with Licate's account. “The threshold for a flag to kind of check this out, to make sure this is accurate doesn't have to be ,000,” said David. “I would say a thousand dollars maybe." The Social Security Administration that it could not comment on Licate’s case until the appeals process is complete. "If a bank did this, they would be regulated out of business,” David Licate said. “They wouldn't be able to survive." The Licates also claim that Social Security promised it would send an emergency payment by Feb. 4, but they have not received anything as of Feb. 22. At least David Licate is there and able to help his mother."I feel sorry for seniors that do not have someone who can do that,” he said. “They're left out on their own." 1945

Handmade tortillas and rice and beans are all ingredients in some of Silvia Hernandez' most beloved meals. “I'm from Mexico City, so I love tacos,” she says. “My favorite dish is the carne asada taco.” Hernandez is an immigrant and came to the U.S. a few years ago. She knew how to cook, but she wanted to turn her passion and skill and wanted to turn her traditional Mexican cooking into a business. But she had no idea where to even start.“I didn't know anything about, you know, [the] process, license, requirements,” she says. “I did not even know where offices are located.” That’s where Slavitca Park came in. Park created the Comal Heritage Food Incubator as an outreach program. It’s for low-income immigrants, who needed help to start food businesses based around the cuisines of their homelands. “Everything from understanding, how do you build a menu, how do you source food, how do you price it, what kind of licensing, permitting, you need financing,” Park explains of the education the program provides. The incubator, which acts as a learning kitchen of sorts, is packed five days a week. Here, the women create their own dishes and train with professional chefs. The program now includes refugees from Syria and Ethiopia. “I always say food is one of those things that absolutely transcends everything,” Park says. “I just really think that food is the vehicle that builds the community. Breaking breads. That's what it’s all about.” Hernandez completed the program and now has her own catering company. But she says she just can’t stay away from the program. She still works a couple shifts a week in the incubator. Park loves hearing the stories of those who complete the program."What comes out of it, it’s nothing short of pure magic,” she says. 1783
RICHMOND, Va., — Hospitalizations and the number of cases connected to the coronavirus are decreasing, according to Henrico-Richmond District Health Director Dr. Danny Avula.Avula and city officials provided an update on the progress surrounding COVID-19 and evictions during a Monday afternoon press conference inside City Council Chambers. Avula said the progress has recently plateaued, but the city is in a better position compared to other states.“The pandemic is still very real. COVID-19 is real and what we don’t want to happen is that COVID-19 catches us slipping,” Mayor Levar Stoney said.There have been more than 2,200 positive cases reported in the city and 29 deaths since the start of the pandemic. No Richmonders have died from complications to the virus within the past two weeks, Stoney said.Dr. Avula said they are investigating a cluster of cases that stemmed from a party.About 50 people attended the party indoors and four people have tested positive, Avula said. He would not reveal where the party was held.“Now we are seeing the immediate impact of that. I think that serves as a cautionary tale that the virus is still out there.
