ESCONDIDO, Calif. (KGTV) - Felicita County Park is just south of Escondido and is one of the largest and oldest parks in San Diego County. It’s named after a Native American woman who helped preserve history more than a century ago.Dove Toler is a San Pasqual Tribal Council member and has studied the rich Native American history of his own tribe, writing a book about his family’s past, and the history of the surrounding San Diego area. He said one of the most unique factors about Felicita LaChappa was the information she possessed.Toler said it’s estimated that LaChappa was born around 1820 during the Mexican era. He said during this era, Native people were dealing with the invasions of many different other cultures in addition to battling disease, so it’s incredible that she survived this period. This gave a window into a time period that many did not remember or live through.“She was able to survive, she didn’t get the diseases, she was able to marry, she was able to prosper in a sense that she survived,” he said, adding that, “Felicita survived during that turbulent time, those that were here were able to photograph her, interview her and now in honor of her, name this beautiful park after Felicita.”The park’s property was bought by San Diego County in 1929 and was named after LaChappa to honor her. To this day, there are still holes in some large rocks, evidence of the Native American people who once lived there. Toler estimates those artifacts to be 3,000 or 4,000 years old.Tolder added that the county has done a good job of adding signage around the park to educate the public on the history of LaChappa and the other Native Americans who once lived there. 1696

That’s something that's escalated during the pandemic.“The COVID-19 pandemic has unveiled the underlying challenges as well as ugliness within our systems of care as well as communities in terms of institutional racism and bias as well as the socioeconomic conditions that lead to some of these outcomes,” said Gupta.A report touches on many different policy-based solutions that could improve access to maternity care, including expanding access to Medicaid for new moms from 60 days to 1 year after childbirth, allowing better access to midwives, reimbursement for doula care, and expansion of telehealth services. 1629

ENCINITAS (CNS) - A woman is dead today after being struck and killed by a vehicle in Encinitas, authorities said.At 8 p.m. Saturday, the victim, in her 50s, was hit by a vehicle traveling northbound on the 2600 block of South Coast (101) Highway, according to the San Diego Sheriff's Department.``The driver of the involved vehicle stopped immediately and remained at the scene of the collision,'' said Sgt. Esteban Santiago has pleaded guilty to shooting and killing five people and injuring six others in the baggage area at a Fort Lauderdale Airport, and he says he doesn't know why he did it.The 28-year-old Anchorage, Alaska resident pleaded guilty to 11 charges in the January 6, 2017 attack at Fort Lauderdale-Hollywood International Airport in which he used a handgun to commit the act.Santiago says he "wasn't really thinking about it at the moment," according to an Associated Press report. The criminal has been diagnosed with schizophrenia, but was found competent for the legal proceedings, the AP said.Santiago was sentenced to life in prison plus 120 years. He waived all rights to appeal, the AP reports.“Today the man responsible for the horrific, devastating, and tragic attack on numerous innocent people at the Fort Lauderdale airport was held accountable for his crimes,” Miami U.S. Attorney Benjamin Greenberg said in a statement. A psychologist who met with the suspect throughout the past year says he is mentally better now and has started express shock and remorse for what he did. 1112
