SAN DIEGO (CNS) - A parolee accused of sexually assaulting an 88-year- old woman at a Hillcrest nursing home just days after being released from jail for an unrelated drug offense was charged Wednesday with rape, elder abuse and other felonies.Lusean Arline, 48, was arrested Monday in connection with the alleged Oct. 27 sex assault at the Balboa Nursing & Rehab Center. Deputy District Attorney Scott Pirrello alleged that Arline entered the nursing home around 3 a.m. and was found completely nude on top of the victim in her bed. Police then tracked down Arline with help from the state Department of Corrections and Rehabilitation, SDPD Lt. SAN DIEGO (CNS) - Eight residents and two pets were displaced Tuesday when a fire caused by electrical failure broke out in a Grantville apartment building, authorities said.The noninjury blaze was reported shortly after 5:35 a.m. at a two-story apartment building on Reflection Drive, in The Village Mission Valley apartment complex off Santo Road and Friars Road, according to the San Diego Fire-Rescue Department.Crews arrived to find smoke and flames coming from the roof of one apartment building, SDFRD spokeswoman Monica Munoz said, adding that all residents were able to escape safely before firefighters arrived.Firefighters knocked down the flames and kept the fire contained to an apartment on the second floor, Munoz said. A time of knockdown was not available.One other apartment on the second floor and one apartment on the first floor sustained smoke and water damage, she said. SAN DIEGO (CNS) - A San Diego businesswoman pleaded guilty Wednesday to conspiracy, securities fraud and obstruction of justice charges for taking hundreds of millions of dollars in investor funds intended as loans for liquor licenses and funneling the money into her companies and for personal purchases.Gina Champion-Cain, founder and former CEO of American National Investments, was charged by the Securities and Exchange Commission last summer with taking millions from investors and telling them the money would be used to support loans for people seeking California liquor licenses. SAN DIEGO (CNS) - Lab-confirmed flu cases increased countywide last week for the second consecutive week, county health officials announced Wednesday.The county Health and Human Services Agency confirmed 74 flu cases, an increase of 22 cases over the revised 52 confirmed the previous week. The county confirmed 30 cases during the week of Oct. 20-26.County health officials have confirmed 475 flu cases to date since tracking for the 2019-2020 flu season began July 1. Mike Levin, D-San Juan Capistrano, announced the formation of a panel of servicemembers, veterans, and other community leaders who will work together on recommendations to name either an Oceanside or San Diego Department of Veterans Affairs facility after a woman veteran.The VA Facility Dedication Advisory Panel will compile a report on notable women veterans with ties to the region who are worthy of the honor. Currently, there are no VA facilities in the United States that are named after women veterans, and neither the San Diego VA Medical Center nor the Oceanside VA Clinic are named after an individual.The panel is led by Army Veteran and Carlsbad resident Karin Brennan."Throughout our nation's history, women have served and sacrificed for our freedom just like men, but have often gone without the recognition they deserve," Levin said."It is past time to rectify that injustice and live up to our responsibility to honor all veterans, including women. It's disappointing that not a single VA facility in the country is named after a woman veteran, but we can change that here in our district."In September 2020, the VA released the 2020 Report of its Advisory Committee on Women Veterans. The committee made seven recommendations to VA, one of which is the inclusionary branding of VA facilities. His work is considered "3D industrial," and uses items like drywall screws, dog tags and golf tees.The San Diego Blood Bank will have its mobile tent outside the Midway Museum. Donors will receive one ticket for entry into the museum.
