SACRAMENTO, Calif. -- Legislation was announced Thursday to raise the purchasing age of long guns such as rifles and shotguns from 18 to 21 in California.The legislation was introduced by Assemblymember Rob Bonta, a Democrat from Oakland.Assembly Bill 3 would mirror existing laws for purchasing handguns which state that a person must be at least 21-years-old to purchase a handgun.“California already wisely mandates that someone be at least 21 years of age to purchase a handgun,” said Assemblymember Bonta. “It’s time to extend that common-sense law to long guns in order to enhance public safety.”"We must take every reasonable measure to protect Californians from gun violence," said Assemblymember David Chiu (D-San Francisco), Joint Author of the bill.According to a 2015 report by the FBI, adults 18 to 20 represent four percent of the population but commit 17 percent of gun homicides.“Californians under age 21 can’t purchase alcohol, tobacco and other health hazardous items,” said Senator Nancy Skinner (D-Berkeley), Principal Co-Author of AB 3. ”So why should they be able to buy guns? RIVERSIDE, Calif. (AP) — A pilot ejected moments before an F-16 fighter jet crashed Thursday into a warehouse just outside March Air Reserve Base in California, military officials said.The pilot was not hurt, and there were no immediate reports of injuries on the ground, said Maj. Perry Covington, director of public affairs at the base. The cause of the crash was under investigation.Interstate 215, which runs between the base and the warehouse, was closed in both directions, backing up rush-hour traffic for miles.Television news showed a large hole in the roof and sprinklers on inside the building about 65 miles east of Los Angeles.Cellphone photos and video from inside showed what appeared to be the tail of the plane buried in twisted metal and piles of cardboard boxes.Daniel Gallegos, a warehouse worker, said he's used to hearing the sound of planes coming and going, but the noise just before the crash was deafening."Next thing I know I just hear this explosion and turn around to the back of the building, and I just seen a burst of flames and just the ceiling started falling through every part of the building," he told KABC-TV . "I turned around, and my co-worker just told me to get, so I just made a run for it."Gallegos said he believed one of his co-workers was struck by something — possibly a falling fire sprinkler — but wasn't seriously hurt.The crash happened as the pilot was landing following a routine training mission, March Air Reserve Base Deputy Fire Chief Timothy Holliday said."The pilot was having hydraulic problems," Holliday said. "He started losing control of the aircraft."The jet's cockpit canopy was on a runway, and a parachute had settled in a nearby field.Damage to the warehouse was relatively minor, and there was no major fire, which Holliday called "a miracle."The pilot, the only person on board, was taken to a hospital for examination, officials said.The F-16, assigned to the Air National Guard, was carrying standard armaments, Holliday said. RIVERSIDE, Calif. (KGTV) -- Video shows the moment shots were fired during a shootout in Riverside that killed one CHP officer and left two more hospitalized. The video appears to be filmed by a woman pulled over onto the side of the road near the 215 freeway, where the shooting took place. Three officers were shot and one died as a result of the shooting. The suspect was also killed in the shootout. Rural hospitals across the country are in a difficult spot right now. COVID-19 is hitting them harder than many metropolitan hospitals as they deal with issues of lower staffing.According to the National Center for Biotechnology Information, about 20% of our nation’s population lives in rural areas, yet less than 9% of our nation’s physicians practice there.Add on the fact that according to CDC data, COVID is killing rural Americans at a rate 3.5 times higher than those living in metropolitan areas, and this issue is affecting staff and patient care.“I’m very worried about rural health care because rural health care is teetering on the brink right now,” said Dr. Kurt Papenfus, an ER doctor at Keefe Memorial Hospital in rural Cheyenne Wells, Colorado. “There’s a darkness in this illness that I can’t say I’ve said about any other illness.In late October, Dr. Papenfus contracted COVID-19 as he was traveling back from the Northeast to visit his daughter.“I was very cognizant and was wearing a mask at all times, social distancing, and washing my hands,” Papenfus said. “But I remember having this thought on the train that this is a super-spreader event.”When he got home, Papenfus got tested and was confirmed positive for COVID-19. The diagnosis put Keefe Memorial in a tailspin as he served as the only ER doctor in the small 25-bed hospital.“We are a trauma level four hospital so keeping that physician on staff 24/7 is what we are required to do,” said Stella Worley, Keefe Memorial’s CEO. “And it is getting to be more of a challenge to have hired physicians out here in rural [America].”Within minutes of learning of Dr. Papenfus’ COVID-positive diagnosis, Worley was on the phone with several different hospitals working to find a replacement. Within a few hours, they had settled on a former ER doctor who moved to another hospital in Texas a few months prior.After she agreed, Keefe Memorial paid the doctor to drive 10 hours from Texas to Colorado and fill in immediately as Papenfus recovered at home for the next two weeks.“Worst-case scenario is you would have to divert patients if there’s no one in the door to care,” said Worley.Populations in rural America tend to be older, poorer, and less insured than the nation at large, according to the National Conference of State Legislatures.Since 2010, hospital closures in rural America have been growing as there have been 118, including 17 last year.The closures only exacerbate a growing lack of health care coverage in rural America, said Dr. Dan Derksen, a rural health care expert and family physician“Once a critical access hospital (25 beds with a 24/7 emergency department and at least 35 miles from another facility) closes, they almost never come back,” he said. 2756
