Sen. Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. "The legislation is long overdue."Schumer, the Senate minority leader, told Vice that he had "seen too many people's lives ruined because they had small amounts of marijuana and served time in jail much too long."He added that it was "the right thing to do."According to Vice News, the legislation will be introduced in the next week, and it will include taking marijuana off the Drug Enforcement Administration's controlled substance list.Schumer also told Vice News the legislation will "maintain federal authority to regulate marijuana advertising in the same way it does alcohol and tobacco." 874

SAN MARCOS, Calif. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. Public information officer Ed Joyce said the roadwork meets temporary construction code standards, allowing enough time and room for drivers to merge.“They want to pay attention when they get near construction zones, avoid all distractions be work zone alert and be courteous,” Joyce said about drivers.Caltrans construction information is publicly available online. 1595

SEATTLE, Wash. – Models show a “second wave” of coronavirus deaths beginning in the United States in September, the Institute for Health Metrics and Evaluation said Thursday.The IHME has extended its COVID-19 forecasts through Oct. 1 and the institute says they show 169,890 deaths in the US by October 1, with a possible range between 133,201 and 290,222.IHME says deaths nationwide are predicted to remain fairly level through August and begin to rise again at the end of the month, with a more pronounced increase during September. However, the institute says some states will see the increase earlier due to increased mobility and relaxation of social distancing mandates.“We’re now able to look ahead and see where states need to begin planning for a second wave of COVID-19,” said IHME Director Dr. Christopher Murray. “We hope to see our model proven wrong by the swift actions governments and individuals take to reduce transmission.”Based on IHME’s models, these states are estimated to have the highest numbers of deaths by Oct. 1:· New York: 32,310 (range between 31,754 and 33,241)· New Jersey: 13,177 (12,881–13,654)· California: 8,821(7,151–12,254)· Michigan: 8,771 (7,098–14,743)IHME says the states with the earliest uptick in deaths, according to current modeling, are Florida, Arizona, Georgia, and Colorado.“If the US is unable to check the growth in September, we could be facing worsening trends in October, November, and the following months if the pandemic, as we expect, follows pneumonia seasonality,” Dr. Murray said.According to IHME, increasing travel in some states and the overlap with the flu season are likely to impact hospital demand for services in fall and winter.The IHME is an independent population health research center at the University of Washington School of Medicine. The institute’s models have been cited by many hospitals and government bodies, including the White House. The institute will continue to forecast four months into the future, updating the timeframe for the forecast at the beginning of each month.On Wednesday, the U.S. reached a grim milestone in the pandemic. SAN FRANCISCO (AP) — Wildlife officials say at least three new wolf pups have joined the only known pack in California.KQED reports that trail cameras set up by the state Department of Fish and Wildlife in northeast California recorded the pups and two or three adult wolves in June.Amaroq Weiss advocates for West Coast wolves with the Center for Biological Diversity. He says that the return of wolves to the state is an important development for conservation efforts.Wolves are protected under California's Endangered Species Act even as the federal Fish and Wildlife Service has proposed to delist grey wolves as an endangered species.In 2011, a grey wolf with a radio collar named OR-7 crossed the California border from Oregon and became the first wolf in the state since 1924. 791

  

SAN JOSE, Calif. – A woman was caught on video intentionally coughing on a baby at a California yogurt shop after getting into an argument with the child’s mother.The San Jose Police Department is asking for the public’s help in identifying the woman, who they call an “assault suspect.”Police say the adult female suspect was standing in line inside a Yogurtland in front of the mother and her 1-year-old child, who was in a stroller.A preliminary investigation revealed the suspect was upset the mother was not maintaining proper social distancing, so she removed her face mask, got close to the baby’s face, and coughed two to three times, according to police.Video then shows the suspect leaving the business. She has not yet been identified or apprehended. 769
