Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. SEATTLE, Wash. – Models show a “second wave” of coronavirus deaths beginning in the United States in September, the Institute for Health Metrics and Evaluation said Thursday.The IHME has extended its COVID-19 forecasts through Oct. 1 and the institute says they show 169,890 deaths in the US by October 1, with a possible range between 133,201 and 290,222.IHME says deaths nationwide are predicted to remain fairly level through August and begin to rise again at the end of the month, with a more pronounced increase during September. SAN FRANCISCO (AP) — Wildlife officials say at least three new wolf pups have joined the only known pack in California.KQED reports that trail cameras set up by the state Department of Fish and Wildlife in northeast California recorded the pups and two or three adult wolves in June.Amaroq Weiss advocates for West Coast wolves with the Center for Biological Diversity. He says that the return of wolves to the state is an important development for conservation efforts.Wolves are protected under California's Endangered Species Act even as the federal Fish and Wildlife Service has proposed to delist grey wolves as an endangered species.In 2011, a grey wolf with a radio collar named OR-7 crossed the California border from Oregon and became the first wolf in the state since 1924. 791

SAN JOSE, Calif. – A woman was caught on video intentionally coughing on a baby at a California yogurt shop after getting into an argument with the child’s mother.The San Jose Police Department is asking for the public’s help in identifying the woman, who they call an “assault suspect.”Police say the adult female suspect was standing in line inside a Yogurtland in front of the mother and her 1-year-old child, who was in a stroller.A preliminary investigation revealed the suspect was upset the mother was not maintaining proper social distancing, so she removed her face mask, got close to the baby’s face, and coughed two to three times, according to police.Video then shows the suspect leaving the business.
