Emotions are running high through several Midwest states today, as people realize the devastation high flood waters caused.Thousands of acres of farmland saturated for days, combined with the potential animal losses, may put some farmers out of a livelihood. "My wife was at work, and I came back into town, and at that point I realized I couldn't get across the bridge, get into my home," says Freeport resident Shawn Starry.At Offutt Air Force Base in Omaha, the rising flood waters have brought yet another concern. Col. Dave Norton says the water line was almost to the top of the windows at the headquarters of their security forces teams on-base. About a third of the base, which has 80 structures, has been under flood water since Saturday. "Places we would have meetings in routinely now have literally feet of water in them,” says Col. Norton. When an oily sheen began showing up on the surface of the flood water this week, officials feared a fuel tank may have ruptured. That doesn't appear to have happened, but as a precaution they've brought in teams to place yellow plastic tubing around the area to contain the substance. SAN DIEGO — The use of Styrofoam and single-use plastics in the city of San Diego will no longer be allowed beginning Saturday.In January, the City Council voted in favor of banning the use of the products within city limits. The ban goes into effect on Feb. 23, according to the city.However, the city is rolling out the ordinance in phases to “allow businesses and other entities time to implement changes with the overall goal of reducing the use of polystyrene foam and single use plastics” across San Diego.In the first phase, city food vendors will no longer be allowed to provide plastic/bioplastic utensils or straws unless they are requested by a customer.RELATED: 686

STATEN ISLAND — A Staten Island City Councilmember is leading the push for the borough to secede.Joe Borelli (R), who represents the 51st District and lives on Staten Island, will be introducing two proposals to form a committee and to begin a study to look at secession.Staten Islanders have long felt like they are the “forgotten borough.”Of the 51 member city council, Staten Island only has three, Borelli one of the three. Residents said they have mixed feelings about the matter.“It’s been a staple of the five boroughs,” said Tariq Harmon, a 27-year-resident of Staten Island “It has to be five boroughs other than that it wouldn’t be New York City, you losing everything.”“It’s kind of tough, we’re always fending for our own I feel like we’re always the last borough to get support,” said Annette Lyudin.Lyudin and her husband, Alex, are raising a family on the Island, where they’ve lived for the past four years, after moving from Brooklyn.“It’s quiet, safe, great schools, great restaurants, it’s a relaxing place to live,” said Alex Lyudin.Of course as any New Yorker knows, this is not the first time there has been talk of secession. The last time it gained traction was 30 years ago in 1989.In a 1990 referendum, more than 80 percent of Staten Islanders voted to begin the secession process.Then on Election Day in November 1993, 65% of Staten Islanders voted by ballot in favor of becoming an independent city.But a vote never made it to the state level, many blaming then New York State Assembly Speaker Sheldon Silver for refusing to put it to a vote at the state level.As it did back then, questions now arise such as Will the borough survive financially on its own?
