Eta strengthened into a hurricane on Wednesday morning, about a day ahead of its scheduled landfall on the Florida Gulf Coast.Scripps station WFTS in Florida reports that Eta now has wind speeds of at least 74 mph, making it a Category 1 hurricane.After several days of uncertainty regarding the path of Eta, officials with the National Hurricane Center (NHC) now project that the storm will make landfall on the west coast of Florida.According to a 5 a.m. update from the NHC, Eta could make landfall with hurricane-force winds as early as Thursday afternoon. Several communities on the Gulf Coast of Florida have issued hurricane warnings ahead of Eta's arrival. The NHC says Floridians between Bonita Beach and the Suwanee River could experience tropical storm winds later this week.The NHC also says that many parts of Florida's west coast, including the Tampa Bay area, could see "life-threatening" storm surge.Eta has already killed dozens of people after heavy rains and winds triggered landslides in Honduras and Guatemala last week. The wildly unpredictable storm has been churning in the Gulf of Mexico for several days as spaghetti models showed a wide variance in its projected paths. 1204

President-elect Joe Biden will choose a new Democratic head for the agency. A new administration typically picks a new chairman. O’Rielly is leaving because the White House pulled his nomination after he said he wasn’t sure the agency had authority on Section 230. Congress is weighing the nomination of another Republican, Nathan Simington.Pai has presided over a contentious FCC. He undid net neutrality rules that barred internet service providers like Comcast and AT&T from favoring some types of online traffic over others in 2017 and championed other deregulatory efforts. The incoming FCC is likely to try to reinstate net neutrality rules and focus on getting internet service to more Americans.They will likely not act on a recent directive from the Trump administration to look at Section 230 in an effort to regulate social media companies like Facebook and Twitter. Section 230 shields internet companies from lawsuits about posts by users. The Trump administration has gone after the law, alleging with no evidence that social networks censor conservatives. Pai had recently said the FCC could move forward making rules around Trump's directive about looking at Section 230. 1702

ENCINITAS (KGTV)-- An Encinitas man is warning other pet parents of the dangers hidden at dog parks, one almost killing his fur baby Kelly.They were at Power Lines Dog Park Thursday evening, as usual, and something caught Kelly's sniffer."She would not stop searching through there," her owner James McDonald said. She was digging in the bushes, then stopped, craddling her foot.He thought, being an active dog as she is, she strained herself."I picked her up and carried her to the car... When I got her home she couldn't even walk," he said, "So I put her in our bed and just sacrificed the duvet, she can puke all over my duvet that's okay."He said it was extreme, and violent. He was terrified she would choke on her own vomit, so he compressed her chest each time to ensure she could breathe in air.He said she was completely limp. An hour of this goes by, then she started coming around, sort of."She would come to conscious with fear in her eyes, not knowing where she was, who she was or what was happening?" McDonald said.James knew she was poisoned but didn't want to take her to the vet."I wanted her to die comfortably, I'm sorry," he said choking back tears, "I wanted her to die comfortably in my arms, not in a cage with a needle stuck in her arm."That night his son found a bit of brownie on her paw, leading them to believe she found and ate a pot brownie.His sons had an idea of how it got there, "one son said he actually has hidden them in the park, another son said he's found them in the park."The whole incident drove McDonald to post on the Nextdoor app, to warn neighbors. He swore to never come back to that dog park, and only returned to tell his story of warning.The VCA said they've seen many more accidental poisonings since the legalization of pot in California. The San Diego Humane Society said pet parents need to lock up drugs in their home. McDonald said fellow pet lovers should also keep a watchful eye over their fur babies. 1991

  

ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. RELATED: Encinitas leaders to consider parking lot for homeless proposalDrugs and alcohol are not allowed on the lot. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. The shelter is funded privately by Jewish Family Service and also relies on state funding. The city council agreed to review the progress of the safe parking lot in six months to find out if it is successful or needs modifications. 1477

  

ENCINITAS, Calif. (KGTV) - Three people are dead and two people were injured Friday when a bluff collapsed just north of Grandview Surf Beach in Encinitas, San Diego County Sheriff's deputies confirmed.The bluff fell about 3 p.m. near a lifeguard tower at the Grandview Beach staircase located in the 1700 block of Neptune Avenue, just below South Ponto State Beach.One person was flown to the hospital in critical condition. A second victim was transported to a nearby hospital with serious injuries. Both of those victims have succumbed to their injuries. Officials closed part of Highway 101 temporarily Friday afternoon to land a life flight helicopter.Map of most recent San Diego County bluff collapsesTwo others suffered minor injuries and their conditions are unknown at this time. There were no children among the victims, deputies said during a news conference Friday.Search and rescue dogs are assisting crews to determine if anyone else may be trapped under the debris.SATURDAY PRESS CONFERENCE:One person who talked to 10News said he arrived at the beach moments after the collapse and saw crowds trying to clear rocks away from the collapse to save anyone who was trapped."It's just horrifying that the people underneath were there in the moment," said Fabian. Beach chairs and surfboards that had been positioned near the cliff were scattered as rescue teams began their work.The chunk of cliff that collapsed is about the size of a bus and is as heavy as a concrete wall, said geologist Dr. Pat Abbott. The area is 25 by 30 feet, lifeguard officials confirmed, adding that the debris reaches 10 feet at its highest point.Rising waves are creating a dangerous situation for first responders. The disaster happened about an hour and a half before low tide, with "one of the highest tides of the year" expected late Friday night, lifeguards said.RELATED: Encinitas bluffs are a trouble spot known to geologists"This will continue to the point where it becomes unsafe for teams to get in there and work," said Larry Giles of Encinitas Lifeguards.Soil experts were also concerned about a potential second collapse, but said homes on the cliff were not at risk.Officials requested heavy equipment to remove debris and "meticulously break it apart to look for anyone else."Lifeguards closed the beach from the Leucadia-Carlsbad border to just south of Grandview for their rescue effort.“No one woke up thinking this would happen," said a deputy on the scene. "We're going to do the best we can to get through this."Today, a bluff collapsed at approximately 3 p.m. near the 1700 block of Neptune Avenue north of Grandview Beach. The City’s Sheriff and first responders are on the scene assisting in rescue operations. One person is confirmed dead and people have been injured.
