SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) — City leaders welcomed a new North County park Wednesday, highlighted by a specially created area for the playground's most adventurous.Pacific Highlands Ranch Community Park sports five acres of turf field, two dog parks, playground and "discovery play" area, skate plaza, and San Diego's first free, public parkour area and bike pump track.The park also includes a 17,000-square-foot recreation center, featuring a gymnasium, multi-purpose building, and outdoor courtyard. The center's solar panels also promise to lower the park's energy consumption by 36 percent, according to the city.RELATED: San Diego County park rangers recommend these trails in 2019The park is the 23rd park to open as part of Mayor Kevin Faulconer's ambition to open or improve 50 parks in five years. Another 32 parks are in various stages of design and construction, according to the Mayor's office.“Every neighborhood in San Diego deserves a great community park,” Mayor Faulconer said in a release. “That’s why we are in the middle of the largest park expansion project in modern history. With each new park we open, we’re improving the quality of life for our residents, investing in our neighborhoods and leaving behind a better San Diego.”The park was funded through the Pacific Highlands Ranch Facilities Benefit Assessment funds and will be maintained and operated by the city. SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.He was recently in Santa Cruz County where he was conducting a hearing as California Coastal Commissioner."I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk," he said.Padilla has previously served as Mayor of Chula Vista from 2002-2006, and is a former officer and detective with the Chula Vista Police Department.
