SAN DIEGO (CNS) - The name of the 46-year-old Ramona resident killed in a predawn shooting in his hometown was released by authorities today.A resident of the 600 block of Pine Street in the rural community southeast of Escondido heard a gunshot and found Mario Velazquez Cardoso mortally wounded in front of a neighboring home about 5:45 a.m. Thursday, according to sheriff's officials.Paramedics took Cardoso to a hospital, where he was pronounced dead.An arrest has not been made in the killing, sheriff's Lt. SAN DIEGO (CNS) - San Diego County schools are allowed to reopen for in-person teaching starting Tuesday, a day after a flurry of businesses throughout the county resumed indoor operations.Tuesday marks two weeks since San Diego County was removed from the state's COVID-19 watch list and nearly three weeks that the county's case rate has remained under 100 cases per 100,000 people.Remaining below that metric has paved the way for K-12 schools to reopen for in-person teaching, but many districts are expected to take a cautious approach to reopening.Schools that choose to reopen must follow state guidance, including mandatory face covering usage for students in third grade through high school, increased cleaning and disinfecting practices and implementing a six-foot distance requirement, where possible, in classrooms and non-classroom spaces.On Monday, San Diego County businesses including movie theaters, gyms, museums and hair and nail salons resumed indoor operations, with modifications, under newly issued state guidance. Restaurants, places of worship and movie theaters are only allowed up to 25% occupancy or 100 people -- whichever is less. Museums, zoos and aquariums are also required not to exceed 25% occupancy.Monday night, the county implemented a new policy that restaurant patrons sitting indoors must wear masks at all times, except when eating or drinking. Outdoor patrons may still remove masks while not consuming food or beverages.Gyms, dance studios, yoga studios and fitness centers may operate with 10% occupancy. Hair salons, barbershops, tattoo parlors, piercing shops, skin care and cosmetology services and nail salons may operate indoors with normal capacity, but a new policy states they must keep an appointment book with names and contact information for customers to track potential future outbreaks.San Diego County Supervisor Greg Cox thanked San Diegans for working hard to bring the case rate down but offered a word of caution on Monday."This is not a green light, this is a yellow light," he said. SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced today that the city will use a 5,850 grant to fund a team of specialized prosecutors to handle cases involving drug-impaired drivers.The City Attorney's Office will use the renewed Drug DUI Prosecution Grant to handle cases of both drug-impaired and drug/alcohol-impaired driving, from arrest through conviction and sentencing. The state Office of Traffic Safety administers the grant from the National Highway Traffic Safety Administration."Driving under the influence of drugs can have devastating effects on San Diego drivers and their families," Elliott said. "Our city continues to see DUI cases involving the misuse of prescription drugs, marijuana and illegal drugs, often in combination with alcohol. This grant allows our highly specialized prosecution team to work closely with law enforcement to hold accountable those who endanger our community."Specialized prosecutors working under the previous grant from Oct. 1, 2017, to Sept. 30 of this year filed 228 misdemeanor cases of drug-impaired and drug/alcohol-impaired driving while the City Attorney's Office filed a total of 3,110 impaired driving cases during that time. The office has received grant funding for drug DUI prosecutions since the fall of 2014.Officials warn that use of prescription drugs and/or marijuana, especially in conjunction with alcohol use, can lead to a DUI arrest and conviction. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday gave final approval to a measure to reduce light pollution in two rural communities.The amendment to the county's Light Pollution Chapter ordinance covers the Julian and Borrego Springs Community Planning Areas. Both will now be considered "Zone C" to receive a Dark Sky Community designation, which limits the total amount of light per acre and has more restrictive standards for signage or nighttime sports.During their regular meeting on Oct. 28, supervisors approved the ordinance amendment on first reading, and also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.Taking effect in January, the ordinance will support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.According to the county, changes willinclude new lighting standards (for color type, levels and shielding) and sign illumination. The county will give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism.
