SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement. SAN DIEGO (KGTV) – A man suspected of causing serious injuries that left a man in a coma-like state for nearly four years before his eventual death was arrested earlier this month, San Diego police announced Tuesday.San Diego police said 42-year-old Manuel Lopez was identified by investigators as the suspect in the death of Allen Stokes and was taken into custody on Sept. 3, on suspicion of murder.On March 12, 2016, Stokes was found unresponsive in an apartment building in the 7100 block of El Cajon Boulevard. Stokes was taken to the hospital for treatment, but his condition never improved.According to police, Stokes “remained in a conscious, yet unresponsive state, until his death” on Nov. 8, 2019.The San Diego County Medical Examiner’s Office determined Stokes’ death “was the result of injuries received in March of 2016.”Stokes was 67 years old at the time he was injured. He was 72 years old when he died, police stated.After Stokes’ death was determined to be a homicide, investigators gathered evidence and spoke to those who knew the victim and eventually identified Lopez as a suspect in the case.Police said Lopez was booked into County Jail following his arrest.During Lopez's Tuesday afternoon arraignment, Deputy District Attorney Mary Naoom alleged a mallet was used in the killing.In entering his plea, Lopez told San Diego County Superior Court Judge Peter Deddeh, `"`I'm innocent."Lopez was ordered held on million bail and a bail review hearing was set next week in his case.Anyone with information on the case is urged to contact SDPD’s Homicide Unit at 619-531-2293 or Crime Stoppers at (888) 580-8477. 1643

SAN DIEGO (KGTV) - A North Park family is appealing for tips after a former high school football star - and recent college graduate - was injured in a drive-by shooting."They thought it was fireworks at first," said Dawn Kinder.Sisters Denisha Montgomery and Dawn Kinder say two Fridays ago, their brother Devante Kinder, 24, and three friends had spent a day at the beach and were driving up to his driveway near Meade Ave. around 9:40 p.m. Devante was at the wheel of the used Mercedes SUV he had saved up to purchase, when neighbors heard about nine shots ring out, and a car drive away. Devante was shot twice in the face."The only thing he could think of was to save his life, and he drove himself to the hospital," said Montgomery.Soon after, his sisters got the news."Unreal and didn't believe it at first actually. There is no way he could be injured in this way," said Montgomery.One of the bullet entered Devante's neck, shattered his cheekbone and lodged in his sinus cavity. The other one grazed his cheekbone."He's devastated ... asking himself why it was him," said Montgomery.His sisters say Devante does not have any enemies. Devante, a football standout at Mission Bay High School, went on to graduate from San Jose State six months ago. He returned home and recently got hired for engineering position in March."Starting his career, saving money. All he could talk about was buying his own condo," said Montgomery.Those plans have been put on pause by the drive-by shooting. SAN DIEGO (KGTV) - A local musician is facing a painful COVID-19 toll, losing three family members and five friends to the virus.David Whitman's first loss to COVID-19 came in late April with the passing of Jeanne Fisher, his great-aunt."Went downhill fairly quickly and passed away at a nursing home in the Chicago area," said Whitman.In early June, his grandmother Beverly Whitman, 92, became sick at a nursing home in Wisconsin. She died June 13."I know the morphine they gave her. She really needed it. It was not an easy way to go," said Whitman.A few days before she passed, she was able to share a room with her husband of 69 years, Robert Whitman, 93, also diagnosed with coronavirus. He died three days after her death."His condition deteriorated pretty quickly I think after my grandmother passed away," said Whitman.Whitman's emotions are still raw."It's really tough not to be with family, not being able to get together to mourn," said Whitman.Whitman, a professional musician, is also grieving the death of five friends from the world of music. A few days ago, he released a recording of his award-winning song "I Have A Friend," which was inspired by his grandmother. It's a recording that helped him grieve."There is a healing aspect to sharing your humanity.
