The office of the county clerk put out a statement Wednesday urging couples wishing to tie the knot to make an appointment. “We are excited to offer walk-in services at our historic downtown office on the waterfront for Valentine’s Day and don’t want couples to miss their chance at Valentine’s Day wedding,” said County Clerk Ernie Dronenburg. SAN DIEGO (KGTV) - The San Diego Police Department is preparing for the possibility of big demonstrations on and around Election Day. "We don't have any credible information to say that there's going to be civil unrest or large protests groups out on Election Day or soon thereafter on Election Day. However, we have been in contact with other cities throughout the United States. We've been in contact with our federal partners throughout the United States. We're preparing for possible unrest to occur on Election Day and afterward," said SDPD Lt. Shawn Takeuchi.SDPD will not reveal exact staffing levels but said that officers will be ready to handle the calls. Lt. Takeuchi added that SDPD has nine stations throughout the city and it’s up to each station's captain to determine appropriate staffing levels for the election. He said that officers are mindful of concerns surrounding the ballots and the pandemic. “As humans, when you don't know your future, I think it brings out a little bit of anxiety and so I think that we are aware of that and the emotions,” Takeuchi added.Sean Eldridge, with Protect the Results, told ABC10 News his group is focused in part on preparing several upcoming rallies in San Diego and beyond.“Part of our work at Protect the Results is to encourage every American to be patient and realize that it could take days if not longer before we know the full count of this election,” said Eldridge. "We have nearly 400 pre-planned events across the country which could happen as early as the afternoon of Wednesday, Nov. 4, the day after Election Day, if Trump were to try to undermine the election results.”Eldridge says that participants are being encouraged to remain peaceful.Lt. SAN DIEGO (KGTV) - The Rancho Bernardo area could be getting its first legal marijuana dispensary.Will Senn, the President and Founder of URBN Leaf, has plans to open a dispensary in a strip mall at 16375 Bernardo Center Drive, just east of the 15 Freeway.A Conditional Use Permit filed with the city says it will be a 6,647 square foot business, the first of its kind in City Council District 5."There's a big demand, for sure," says Senn. His company owns two other URBN Leaf stores in San Diego County. He says people from the Rancho Bernardo area drive to his other locations frequently. He also says they receive delivery requests to the neighborhood. "We're excited about the opportunity, we think the community does need it," says Senn.Community members disagree. They say it's the wrong place for a dispensary.City law allows just four dispensaries per City Council District. Right now there are none in District 5, which includes Rancho Bernardo, Scripps Ranch, Carmel Mountain, Rancho Penasquitos, Torrey Highlands and San Pasqual.There are already 23 other marijuana dispensaries operating throughout San Diego.Senn's permit application is the only one on file with the city for District 5.The city's rules governing the placement of dispensaries say they must be at least, "1,000 feet from resource and population-based city parks, churches, child care centers, playgrounds, libraries owned and operated by the City of San Diego, minor-oriented facilities, residential care facilities, and schools."Opponents say the new dispensary would be within 1,000 feet of the Hope United Lutheran Church on Bernardo Center Drive. They also say two other storefronts within the strip mall qualify as "minor-oriented facilities," the Kumon Math and Reading Center, and the Little Artists studio.Senn says that's not the case."We're 1,000 feet away from the church," he says. "And there is some language in other projects that have been approved by the planning commission that is consistent with our project."Opponents will have their chance to voice their concerns Tuesday night at the Rancho Bernardo Development Review Committee Meeting. It will be held at 6 pm at the Rancho Bernardo Library on 17110 Bernardo Center Drive.Senn says he plans to listen to all of the comments and take the community's concerns to heart. But, he adds that his company's track record of running other dispensaries makes them good partners who know how to operate legally."We like to tread lightly and be delicate when we enter a new market," says Senn. "But we do have experience. We've been doing this for a long time. And there's no better company prepared to enter a market like Rancho Bernardo than Urbn Leaf." 2706

SAN DIEGO (KGTV) - The San Diego County Office of Education is bringing solutions to families without internet access to start the school year.The “digital divide” was already in place before the pandemic. With an increased reliance on distance learning and working from home, it’s only gotten worse.Before coronavirus, 1 in 5 students in San Diego County were under-connected or not connected at all.Chief Technology Officer, Terry Loftus, with the County Office of Education is working to help fix that.“If the parent had an Android phone, that qualifies as connectivity, but it’s not broadband and it doesn’t meet the needs of distance learning,” said Loftus.The COE is stepping up to the challenge of bridging the digital divide that plagued about 100,000 families.“Approximately 36,000 of those were South and East county,” said Loftus. “Or our districts that have people on the Free and Reduced Meal Program and haven’t had access in the past.”Many families can’t afford cable or wireless connections, or were forced to cut the cord after losing their jobs.Others live in more rural areas where that connection isn’t possible.So, they’re adding satellite solutions and distributing hotspot devices.“The 5,000 devices that are going out in the next week or two in that initial order, zero are being paid for by families,” said Loftus.There are also options for undocumented families and those who don’t want to share personal information to secure a connection.“To get that service without having to give details about their financial background, immigration status,” said Loftus.Most of the new connections are coming at no cost to parents or students thanks in-part to money from the CARES Act.The COE is also working with legislators on Senate Bill 1130 that would build new infrastructure in communities that need it.They’re in the process of surveying families to see who still needs connectivity as their programs are rolling out.
