BERLIN, Dec. 21 (Xinhua) -- 2010 is an important year for the development of Sino-German relations. That's as the two countries have made big achievements on politics, economy, culture and society, sending their bilateral relations to a "new historical point."German Chancellor Angela Merkel visited China in July and met Premier Wen Jiabao and President Hu Jintao. During her visit, China and Germany issued the second communique in two countries' history, which was considered a historical event by both sides.The Sino-German relations have entered a new phase, Merkel said. The development of relations between the two countries, she said, are formed on a "completely new basis."Wen said Merkel's visit and the communique have "historical significance" that will help map out the blueprint of bilateral ties and make it stand on "a new historical starting point."The communique contains 28 points, in which both sides pledged to maintain regular contact between their leaders and the mechanism of annual meetings of the premier and chancellor.Both countries stressed to take care of each other's core interests, to enhance their mutual understanding and political trust, and to strengthen dialogues on strategy, law and human rights. They also expressed interest in improving cooperation in the United Nations, international financial institutions and other multilateral organizations.In addition to Merkel's visit, the two countries' leaders met each other during many world events in 2010 to strengthen their mutual trust. In April, Hu met Merkel at the the nuclear summit in Washington. One month later former German President Horst Koehler paid a state visit to China.During Wen visit to Europe in October, the premier changed his route and met Merkel in Berlin. Both sides reconfirmed the communique issued in July. Wen also was invited to co-chair the first round of the Sino-German government consultations in 2011, making Germany the first EU country to hold high-level intergovernmental consultations with China."China and Germany have maintained a strategic partnership and a close bilateral tie, even at the highest political level," the German foreign ministry said.Tight political relations are built on strong and complementary economic connections between China and Germany, the largest trading partner for each other in their respective regions.Sino-German trade has accounted for nearly one third of the trade between China and Europe. According to the latest statistics of China Customs, from January to October, Sino-German bilateral trade reached about 115 billion U.S. dollars, up 35 percent over the same period of last year.The Chinese Ministry of Commerce said Germany has invested in 319 projects, an actual investment of 830 million dollars in China from January to November, while China invested 160 million dollars in Germany at the same period.In the last three years, foreign direct investments (FDI) from China to Germany witnessed a fast development, not only in numbers, but also on quality, professionalism and management, Michael Pfeiffer, CEO of Germany Trade and Invest, told Xinhua in a recent interview."In a long period, there were four to seven FDI projects from China to Germany every year. However, 2008 was a turning point with 21 FDI projects realized," he said. BEIJING, Dec. 26 (Xinhua) -- With a series of measures being adopted to curb price spikes, the Chinese government is confident of keeping prices at a reasonable level, Premier Wen Jiabao said Sunday morning."Inflation expectations are more dire than inflation itself," Wen said, urging people to remain confident and government agencies to act to stabilize prices.The premier made the remarks while answering a listener's question during a radio broadcast by China National Radio.The consumer price index (CPI), a main gauge of inflation, rose to a 28-month high of 5.1 percent year on year in November, according to government statistics.Food price rises contributed to 74 percent of the CPI growth for the month.Wen said the country had a good agricultural supply base which gave the government confidence that it could stabilize prices.In a bid to control inflation, the government has also increased the bank reserve requirement ratio six times and lifted interest rates twice this year, he added.Further, authorities have introduced a package of measures including cutting fees for transportation of agriculture products and intensifying the crackdown on food price speculation.The overall price level, especially of major consumer goods, has now begun to drop, Wen said.

SUZHOU, Jiangsu, Dec. 11 (Xinhua) -- China's Ministry of Public Security (MPS) has announced that the special campaign to crackdown on prostitution has been effective, with cases of prostitution and obscene performances in entertainment venues in October dropping 18.4 percent on a month-on month basis.The campaign in the latter half of the year attached increased importance to the investigation and punishment of the organizers of prostitution.The campaign also targeted business operators and the "protective umbrellas" - sometimes local government officials - that allow prostitution to happen, according to a document released at a ministry work conference in Suzhou Saturday.More effort must be made to educate and rehabilitate women involved in the prostitution and obscene performance cases, the document said.According to the document, the MPS sent 27 groups of inspectors to 651 entertainment business venues in four municipalities and 20 provinces during the campaign. At some 381 of the venues, cases of prostitution or obscene performance were discovered.In July, the ministry sent 10 inspection groups to eight cities in Jilin, Shanghai, Guangdong, Hainan, Sichuan and Shaanxi, to raid 10 entertainment venues, resulting in the arrest of 370 suspects.In the following three months, the ministry and local police solved 54 major cases, the document said.

VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.
