NESTOR, Calif. (KGTV) -- Some South Bay neighbors oppose the city of San Diego’s plans to build a sober-living drug treatment facility at the site of a Super 8 Motel in Nestor on Palm Avenue just west of the I-5.The Otay Mesa-Nestor Community Planning Group voted 9-2 Wednesday evening to not recommend the San Diego City Council approve the San Diego Misdemeanants At-Risk Track (SMART) program treatment center at the Super 8 Motel site.  RELATED: City plans to house criminals in South Bay HotelResidents at the meeting said they oppose the facility, mostly because it may interfere with plans to revitalize the area in the future.They believe a drug treatment facility will turn investors away.According to the city, there will be counselors on-site, 24-hour security, and strict rules.According to the City Attorney’s website, “SMART prioritizes chronic misdemeanor offenders with acute drug addictions and complex social service needs. These offenders have one or more drug offenses since Proposition 47 took effect in 2014, and have been arrested at least twice in the past six months for a quality-of-life offense.” 1141

NOBLESVILLE, Ind. — The teacher whose actions stopped a shooting at Noblesville West Middle School om Friday said his actions were, in his mind, "the only acceptable actions."Science teacher Jason Seaman didn't say much Monday morning in his first press conference since the shooting on Friday. But what he did say only reinforced what many already know about Seaman: It's not about him. He brushed off credit for stopping the shooter, instead praising other teachers, students and the school resource officer at the school. "I want to make it clear that my actions on that day, in my mind, were the only acceptable actions I could've done given the circumstances," Seaman said. "I deeply care for my students and their well-being. That is why I did what I did that day."Police say Seaman, 29, tackled a student who started firing in his classroom Friday morning. He was shot three times during the incident, but released from the hospital Saturday. Ella Whistler, a student at the school, was shot Friday. Her family says she's doing well at Riley Hospital for Children."I can't say enough how proud of Ella I am and how we all should be," Seaman said. "Her courage and strength is nothing short of remarkable and we should continue to keep her in our minds as she continues to recover."After the press conference, Seaman honored at an Indiana Sectional Championship baseball game between Noblesville High School and Hamilton Southeastern High School. Noblesville Schools is selling T-shirts to raise money for Seaman and Whistler. New data shows that those who use Duolingo — a popular language app — can learn the equivalent of four semesters of university study. The app is free for all, and parents and teachers say it is a good supplement for students of all ages who are learning from home this fall.Averill, 10, is quite the Duolingo master. Her Spanish teacher recommended the app to pair with her in class lessons a few years back. Averill took that one step further.She's currently learning Korean. When she masters that, it will be her third language."My dad is Korean, and so my grandparents speak Korean," Averill said. "I'm trying to learn it because we're planning a trip to Korea to visit some relatives and I'm trying to learn it so I can speak to them a little bet,ter than I can right now."She likes to take what she's learned and practice on her grandparents. So far, she says, she's doing pretty well.Korean and Spanish are two of the 39 featured languages on Duolingo. This spring, when COVID-19 sent America into lockdown, new users flocked to the app. Dr. Cindy Blanco is a learning scientist at Duolingo."Our new users spiked 66%, which in any other time would be enormous but the spike continued the rest of the month," said Dr. Cindy Blanco, a learning scientist at Duolingo. "Our new user growth in March was 113%, which is unprecedented — kind of the word of the year."People were also downloading the app to keep their language skills sharp and because teachers needed help."The most important thing to not fall behind in a language course is to keep getting in front of that language," Blanco said.As a Doctor of Linguistics, Blanco is a Duolingo user herself. She's currently trying to keep up with her Russian. She's already well-versed in Spanish, French, Catalan, Italian and American Sign Language.Blanco says Duolingo offers all sorts of content, including lessons, short stories, podcasts, and seven a virtual language practicing event. Because Duolingo is app-based, it means users can access it from anywhere, anytime."It's more important than ever that we create products that can meet people where they are and where they are is at home with small handheld devices," Blanco said. "So, how can we get language learning literally in your hands?"It's also fun. The program moves away from textbooks and worksheets that many find monotonous, especially when it comes to language."We often associated language-learning with dry high school classes of textbooks and worksheets," Blanco said. NEW YORK CITY — A shark washed up on Rockaway Beach in Queens on Monday afternoon, just days before the scheduled reopening of New York City beaches for swimming.The shark appears to have been injured after being caught up on a jetty, a Parks Department spokesperson said. The shark has since died.Parks staff removed the shark's body from the beach."We kindly ask New Yorkers to respect the space of any wild animal and appreciate them from a distance," the spokesperson said. "If you see a wild animal, report the sighting to the WildlifeNYC website."There are about 25 species of sharks in the waters off of New York, according to New York Aquarium Director Jon Dohlin. North Dakota Senator Heidi Heitkamp is facing the very real possibility that she may have to say good bye to the seat she's held for the past six years.Heitkamp is a moderate Democrat, who touts her ability to make tough choices and not always voting based on politics. One of the hardest moments for her was voting "no" to Supreme Court nominee Brett Kavanaugh."I think that a lot of people wrote the political obituary after that vote, and it may in fact be that," says Heitkamp.Voting against Trump was also a risky move, in a state that voted for the president by a 36-point margin.When asked if that factored into her decision at all, Heitkamp replied, “No, because when you’re making this decision, especially on a Supreme Court justice, there’s no do-overs.”In recent polls, Heitkamp trailed her opponent, Congressman Kevin Cramer, by double digits.Having someone always stand with Trump seems to be what some voters in North Dakota are looking for.“She voted ‘no’ on Kavanaugh; that was a big deal to me,” says one voter.But there were plenty who would say the opposite.“I really admired her for doing what was right in her heart, rather than what she was pressured to do,” says another voter. “So, I admire her independence on that.”Heitkamp hopes that come Tuesday she'll beat the odds and be elected to serve another term. 1346
