CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province.Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province.The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province.However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. We don't know when any of them might explode," said Chen Yanpeng, a resident of Jilin's Yushu City, who has participated in the salvage work."In addition to retrieving the barrels, people should also consider why this has happened," Cheng said.

BEIJING, July 9 (Xinhua) -- Chinese spent less in June amid surging commodities prices and floods in many of the country's southern provinces, according to the latest reading of an index that gauges consumer confidence on Friday.The Bankcard Consumer Confidence Index (BCCI), compiled by the Xinhua News Agency and the national bank card association China UnionPay, slid to 86.30 in June, down 0.09 points from May.Compared with the same period last year, the June BCCI figure was 0.24 points higher. The index hit a record high of 86.89 in March.The reading in June indicated Chinese bank card spending was affected by surging commodities prices and the floods in southern China.Consumers also turned more conservative in spending due to sluggish performances of domestic stock markets and property markets in June.China's month-on-month economic growth rate is likely to have slowed in June given signs that electricity demand declined remarkably that month and the Purchasing Managers' Index (PMI) for China's manufacturing sector dipped 1.8 percentage points for two months in a run to 52.1 percent in June.Xinhua and UnionPay jointly started compiling the BCCI index in April 2009 based on bank card transaction data and analysis of structural changes in urban consumption.

BEIJING, July 13 (Xinhua) - The Chinese education ministry Tuesday ordered education authorities and schools in flood-hit regions to ensure the safety of students against floods and flood triggered disasters.The ministry ordered all necessary measures be taken to guarantee the safety of students, including suspending classes, rescheduling exams, relocating classrooms to safer areas, and other actions.Also, according to the ministry, school buildings in flood-hit regions could only be put back into use after examination and approval by authorities, so that no student is endangered by the possible collapse of flood-soaked school buildings.Rainstorms and the floods that followed left 107 people dead and 59 missing in ten provinces and municipalities -- mostly along the Yangtze River, as of Tuesday afternoon.The education ministry also cautioned against accidents involving students during their summer vacations, such as drowning while swimming and contracting food poisoning.

  

BEIJING, July 11 (Xinhua) -- A Chinese government official said Sunday China had approved renewing the operation license of Beijing Guxiang Information Technology Co. Ltd., operator of Google's China website.The official with the Ministry of Industry and Information Technology (MIIT), who spoke anonymously, told Xinhua that the result of its annual checkup on Google was "Approved after Rectification."Guxiang submitted an application letter to the MIIT on June 29 to renew Google's Internet Content Provider (ICP) license, a permit to run websites in China.In the application letter, Guxiang pledged to "abide by Chinese law," and "ensure the company provides no law-breaking content as stipulated in the 57th statement in China's regulations concerning telecommunications."The statement says that any organization or individual is prohibited from using the Internet to spread any content that attempts to subvert state power, undermine national security, infringe on national reputation and interests, or that incites ethnic hatred and secession, transmits pornography or violence.Guxiang also accepted that all content it provides is subject to supervision of government regulators, said the official.

  

BEIJING, June 23 (Xinhua) -- Chinese President Hu Jintao left Beijing for Canada Wednesday afternoon to pay a state visit to the country and attend the fourth Group of 20 (G20) summit scheduled for June 26-27 in Toronto.Hu is invited by Canadian Governor-General Michaelle Jean and Prime Minister Stephen Harper.At this summit, G20 leaders will discuss ways to consolidate the recovery of the world economy and the reform of the international financial system in the aftermath of the global financial crisis.
