CARLSBAD, Calif. (KGTV) -- Several activist groups will gather outside the Carlsbad Police Department on Thursday, demanding change following a controversial encounter between an African-American man and Carlsbad officers last month. The group will release details on a meeting they had with the Assistant Chief of Police for the City of Carlsbad, Mickey Williams. The meeting was organized to address the use of force and arrest of a Black man by officers on June 11.The police department previously released a video that juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw.RELATED: Police release body camera footage amid public concerns over officer misconductA witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. Two other videos from police body cameras show officers meeting paramedics who were called out to a report of a man face down on the sidewalk. Police say that while medics evaluated Harshaw, he became agitated, yelled profanities and began walking quickly toward them. The department says that officers feared for the medics' safety, so they reached out and told Harshaw to stop, but he continued to yell as they tried to cuff him.Officers reported that they then used a Taser to subdue him after he continued to yell, struggle, turn and pull away.Activists dispute the department's account of the night, and they are asking the department to create an oversight board that would include community members, as well as review its de-escalation policy. 1545

CARLSBAD, Calif. (KGTV) -- A 16-year-old boy was killed and seven other teenagers were taken to the hospital after a rollover crash on a Carlsbad street early Wednesday morning.Carlsbad police said the solo-vehicle crash happened at around 2:15 a.m. on Carlsbad Village Drive at Valley Street.According to police, an Toyota 4-Runner SUV with eight people inside rolled over for unknown reasons. A teenage male passenger died at the scene, a lieutenant at the scene told 10News. Family members identified the 16-year-old to 10News as Jack Munday. A GoFundMe to assist the family with expenses has been started here.Police said the female driver and six other passengers survived the crash, but 10News learned three of the survivors crawled out of the wreckage and fled. Those three people returned to the scene a short time later.Three other survivors got out of the vehicle and remained at the scene, while responding firefighters freed a passenger that was trapped inside.Police said the survivors were taken to area hospitals for treatment of injuries "ranging from minor to serious."Police confirmed the seven survivors, including the SUV’s driver, are under the age of 18.According to police, alcohol is not believed to be a factor in the crash but they are looking at the possibility the SUV was traveling at a high rate of speed before the rollover.Lilli O’Connell could hardly hold back the tears as she watched crews working to get the mangled SUV onto a tow truck.“We are a tight community; It’s sad, it’s really sad. I mean, 16 to 18 [years old], that can be anyone at my school. This could happen to anyone,” O’Connell said.O’Connell said she was on this same road Tuesday night because of a get-together in the neighborhood.“I would hope none of those kids are from that party because that ended at 11 p.m. and there was no drinking involved there,” she told 10News reporter Marie Coronel.O’Connell’s father Jim said speed is always a concern for him on this street. He added, “It’s just sad. I mean, again, it’s a parent’s worst nightmare. I saw the news this morning on social media and the first thing I did was check to see that my kids were OK.”The intersection of Carlsbad Village Drive at Valley Street is expected to be closed for several hours due to the investigation and clean-up. 2310

BUFFALO, N.Y. — When a man's car was damaged in an alleged hit-and-run accident, it was a note from a sixth grader who helped him find who was responsible.According to Andrew Sipowicz, he received an anonymous note on his car from a student at Houghton Academy explaining that she had been aboard a bus that had damaged his car in an accident. The bus driver then fled the scene.Sipowicz shared the note alongside two pictures on his Twitter feed with the caption: "Shoutout to the anonymous 6th grader for saving me a couple thousand (Bus not drawn to scale)."As of early Wednesday afternoon, Sipowicz's tweet has been liked more than half a million times and retweeted more than 100,000 times. He later noted on Twitter that he had found the girl who wrote the letter and was "in the process of finding a way to reward her for her actions." 869

BURBANK, Calif. (AP) — Long-running satirical publication MAD magazine will be leaving newsstands this fall. Really. The illustrated humor magazine will still be available in comic shops and through mail to subscribers — but after its fall issue it will just reprint previously published material. The only new material will come in special editions at the end of the year.DC, the division of Warner Brothers that publishes the magazine, said MAD will pull from nostalgic cartoons and parodies published over the magazine's 67-year run.The company also said it would still publish MAD special collections.Illustrators and comedians, including one-time guest editor "Weird Al" Yankovic, mourned the magazine's effective closure online."It's pretty much the reason I turned out weird," he said on Twitter. 809
