SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136
SAN DIEGO (KGTV) — SeaWorld San Diego welcomed several adorable birds to the flock this week, well, "flamboyance."The park welcomed seven Caribbean flamingo chicks to the mix, ranging from 2 to 11 days old, recently.The birds have entered breeding season, SeaWorld says, and cute gray, fluffy newborns will be available to see at Flamingo Cove.RELATED: SeaWorld offers Inside Look as additional experienceFlamingo eggs incubate for about 28 days before hatching, according to the park. Both the male and female take turns sitting on top of the nest to incubate the egg.Once hatched, both parents feed the chick by producing a secretion called, "crop milk."While flamingos are known for the bright pink feathers, they are born with gray or white down feathers. The pink feathers' color occurs from the carotenoid proteins in their diet. Though many refer to a group of birds as a "flock," a group of flamingos are called a "flamboyance" because of their bright color.Guests can welcome the birds to the flamboyance and learn about them during SeaWorld's "Inside Look" sessions on June 8 and 9, from 12:30 p.m. to 4 p.m. 1326

The Celebration of Champions honors the doctors and nurses at Rady Children's Hospital and raises the spirits of hundreds of children and their families fighting to live healthy, happy lives. Sports figures and media types running with these champions and honoring those tearfully paying homage to the ones who've passed. It's an emotional day.4th of July is a blast! Snow Summit was a bit colder but a fabulous time as well.Finally we remember a little Lakeside girl: an Angel in Heaven, Hero on Earth, Forever in our Hearts. Kiera Larsen was ten years old when the family SUV began rolling down the driveway toward her playmates. She ran over and pushed two younger friends to safety but was crushed to death herself. Kiera was recognized with a Carnegie Hero medal and a personal letter from then President Barack Obama. We celebrate Kiera. 2918
SAN DIEGO (KGTV) - Students and staff at the King-Chavez Community High School Freshman academy have had a tumultuous few months. They were displaced from their classrooms location at 1010 Second Avenue in downtown.The building closed down earlier this year for asbestos treatment, displacing many tenants including the school.RELATED: 550 San Diego city workers relocated due to asbestos“It’s been a nightmare,” Principal Kevin Bradshaw said, saying it was a very abrupt closure. “We left school on a Friday evening, came back on a Monday morning and we were locked out," he said.In a statement, the building manager said this to 10News: “We sent an email notice to all tenants immediately following notification from the regulatory agency."Bradshaw says they were not given time to move their things out of the classroom, in fact, they weren’t even allowed to retrieve their equipment. “We have televisions, computers, student’s work, teacher’s items, anything you would have in any normal campus is still in the building,” Bradshaw said. He says they’ve had to replace all those things in order to continue the education of students. The school also had to move their classes to the Boys and Girls Club in Clairemont. Bradshaw says that means they've had to bus their students to that location every day for more than two months, and the bills are racking up.He’s hoping they will be reimbursed.“The owner and all parties involved are actively evaluating the expenses associated with the shutdown,” building management told 10News in a statement. They went on to say that “the building has undergone extensive testing in accordance with the regulatory requirements for occupancy,” and is completely safe now.Bradshaw says he’s still not ready to bring students back to the building until he’s sure it’s safe and they won’t be displaced again. 1889
