ROSARITO, Baja Calif. (KGTV) - Mexican officials have rearrested two suspects who may be connected to the disappearance of Los Angeles firefighter Frank Aguilar who went missing in Mexico in August.Suspects Santos "N" and Fanny "N" were briefly released from a Baja jail overnight Sunday, according to media partner Televisa which confirmed the update with Mexican authorities.On Monday, ABC10 News interviewed Aguilar’s daughters, 17-year-old Bella and 23-year-old Amaris. “We were extremely devastated last night. It was probably the most hopeless we felt during this entire experience,” said Amaris.They told ABC10 News that their own sources have made significant discoveries about the suspects. They said the female suspect may have been dating their father. Officials have only said that it may have been a kidnapping setup and that the suspects were found in possession of Aguilar’s bank cards which had been used across Baja.“We don't know what happened for sure but after he went missing, between the seven weeks, they have been using his credit cards, his phone and there were blood traces [from] my dad in the location of the investigation,” said Bella.ABC10 News reported last Friday that the two suspects were arrested on Thursday but Aguilar still hasn't been found.Televisa has now learned from Mexican officials that on Sunday a judge allowed for their release but the state investigation agency got another arrest warrant at dawn and the two were apprehended.In September, ABC10 News reported that the 48-year-old's family learned that he may have been violently kidnapped from his second home in a guard-gated community in Rosarito.There were reports that his condo may have been ransacked, his vehicles were missing and Ring video showed a troubling scene.The two suspects reportedly have a new hearing scheduled for Monday night.“These people could be let out on bail and we have no other way of finding information until [they remain] incarcerated so this is our most desperate plea in our most desperate time of need,” added Bella.The San Diego FBI Office told ABC10 News on Monday that their agents are still assisting Mexican authorities with the investigation. 2193

(AP) — Prosecutors have filed eight new charges against a Perris father accused of shackling and starving some of his 13 children, alleging that he lied on government forms about their schooling.The Riverside County district attorney's office said Friday that David Turpin was charged with eight felony counts of perjury related to paperwork he filed yearly with the California Department of Education certifying his children were receiving a fulltime education in a private day school.John Hall, a spokesman for the district attorney's office, said one charge was filed for each year the paperwork was completed from 2010 to 2017.Turpin and his wife Louise previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn international attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January and called 911.Authorities said evidence of starvation was obvious, with the oldest sibling weighing only 82 pounds, and the children were shackled as punishment, denied food and toys and allowed to do little except write in journals.Turpin, who appeared in court briefly Friday wearing a sage green button down shirt and yellow tie, didn't enter a plea to the new charges during a brief hearing in Riverside. (KGTV) - A California lawmaker is proposing a series of new laws that would increase police records transparency and reform the state's 9-1-1 system.State Senator Nancy Skinner's Senate Bill 776 would expand public access to all records involving police use of force, provide access to all disciplinary records involving officers who have engaged in racist, homophobic, or anti-Semitic behavior, and allow the public access to sustained findings of wrongful arrests and wrongful searches.It would also require access to the above records even when an officer resigns before the agency's investigation is complete and mandates that an agency, before hiring any candidate who has prior law enforcement experience, to inquire and review the officer's prior history of complaints, disciplinary hearings, and uses of force among other things."The purpose of my bill, SB 776, is to expand our ability to get records on a whole host of different officer misconduct and disciplinary actions so that we can hold agencies accountable and so we can begin to build trust again," Skinner said.The proposal comes after Skinner's Senate Bill 1421 changed decades-old law enforcement transparency laws.SB 1421, which went into effect in 2019, requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty, and confirmed cases of sexual assault to the public.Shortly after the bill became law, several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn't contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statute to operate retroactively.
