SAN DIEGO (CNS) - In a first for San Diego County elections, the polls for the Nov. 3 Presidential General Election will open for four days, starting today from 8 a.m. to 5 p.m.In light of COVID-19, voters were encouraged to vote from home using their mail ballot. This close to the election, voters are advised to not mail in ballots, as they may not reach the registrar in time.For those who want to vote in person, they can vote early at their assigned polling place from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m.On Thursday, the registrar reported nearly half of the county's 1.95 million registered voters had already cast their ballots, more than double the number received by that point in 2016.More than 937,000 ballots had been received as of Thursday. At this point in the 2016 presidential election, the registrar had received 409,702 ballots.Even so, due to the pandemic and a predicted high voter turnout, the registrar's office is continuing to urge voters to avoid long lines and crowded polling places by voting before Election Day itself.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one.There are fewer polling places than in past elections, and the location of some polls have changed so voters are encouraged to check the back of their sample ballot and voter information pamphlet before heading out to vote this weekend.Voters casting ballots in person are instructed to bring a face mask and plan to maintain social distance. ``We encourage voters to act early and make voting decisions from the comfort and safety of their home,'' Vu said. ``Mark your ballot, sign, seal and return your mail ballot to a trusted source. The sooner we receive your ballot, the sooner we can start processing it so it will be counted right when the polls close at 8 p.m. on Nov. 3.''Assigned polls were included on the registrar's postcard reminder sent to voters last week or voters can look it up at sdvote.com. Voters can also confirm their ballot was received by the registrar's office online at the same site.The hours at the polls and the Registrar of Voters office will change to 7 a.m. to 8 p.m. on Election Day, Nov. 3. Voters should prepare for long lines.A statement from the registrar also reminds San Diegans campaigning or electioneering within 100 feet of a polling place or mail ballot drop-off location is not allowed. This includes the visible display or audible dissemination of information that advocates for or against any candidate or measure on the ballot. 2575

SAN DIEGO (CNS) - A Utah man who robbed a Carlsbad Motel 6 at gunpoint, then was arrested attempting to re-enter the United States, was convicted of federal robbery and firearm-related charges, the U.S. Attorney's Office announced Wednesday.Lance Lamont Lavert of Salt Lake City, 37, was convicted Tuesday by a San Diego federal court jury for the July 9, 2018, morning robbery of the motel on Paseo Del Norte.Prosecutors said Lavert and his girlfriend asked for a room, but were denied due to a lack of ID.Lavert then pointed a gun at the motel clerk and her manager, demanding money. When the clerk and manager ran, Lavert leapt over the counter, kicked in the door of the bathroom where the clerk was hiding, dragged her back to the cash register by her hair and pistol-whipped her in the head, court documents state.Along with 5 in cash, Lavert and his girlfriend made off with the clerk's car keys and stole the clerk's car, prosecutors said.Lavert was arrested two days later trying to cross the border back into the United States. The revolver he used in the robbery was found in his waistband.In addition to committing the robbery, Lavert was convicted for possession of a gun while having several prior felony convictions, including for arson in Utah and assault with a deadly weapon out of Imperial County, the U.S. Attorney's Office said.Lavert's girlfriend pleaded guilty prior to the trial, according to prosecutors. 1440

SAN DIEGO (CNS) - A San Diego City Council committee signed off Thursday on the proposed sale of a vacant city-owned property on Cortez Hill to a nonprofit agency for less than ,000 to create more than 100 units of affordable housing.The .4-acre property at 1449 Ninth Ave. was most recently the site of the now-vacant Cortez Hill Family Center, which housed homeless families.The City Council's Land Use and Housing Committee unanimously approved the proposal to sell the property for ,593 to Community Housing Works, which develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout the state.The sale will now move to the full City Council for consideration.According to a staff report, the low price is justified because "the property sale furthers the public purpose of providing low-income rental housing for 55 years, the number of affordable housing units will be increased, and the city will be relieved of administrative costs and liabilities associated with managing and maintaining the property."Councilman Chris Ward, the committee's chairman, said the building has served an important role, and he's grateful to Community Housing Works for proposing to create a net affordable housing gain."We are eager to get started and to keep working," said Mary Jane Jagodzinski, Community Housing Works' vice president of housing and real estate development.The proposal calls for Community Housing Works to demolish the existing three-story structure and its 48 units and build anywhere between 75 and 110 units, at least 44 of which would be for people or families making 30% or less of the Area Median Income. The other units would be available to people making between 30 and 80% of the region's AMI. The property would also have up to three manager units.The city acquired the property -- formerly a Days Inn hotel -- in 2001 for transitional housing for homeless families. The San Diego Housing Commission administered homeless services at the facility from 2010 until last year, when nonprofit homelessness services provider Alpha Project took over.The building was vacated by families in April after the city opened Operation Shelter to Home at the San Diego Convention Center for those experiencing homelessness during the COVID-19 pandemic. The rest of the people at the city's transitional homeless shelters -- such as Cortez Hill -- were shuffled to central locations to allow for easier tracking of the virus and to prevent spread of the illness.Alpha Project vacated the building on May 8 and the city officially declared the property "surplus" on May 19.The city's sale is contingent on the development of affordable housing on the property. According to city documents, it will be exclusively restricted to low-income rental housing. The San Diego Housing Commission will monitor the property's affordable restrictions. 2902

  

SAN DIEGO (CNS) - A towering palm tree and the tree trimmer strapped to it came toppling down inside the lobby area at a University City-area hotel Thursday. The tree was being cut down at Embassy Suites by Hilton San Diego-La Jolla, 4550 La Jolla Village Drive, when it struck a person shortly before 11 a.m., according to police and the San Diego Fire-Rescue Department. San Diego Police told 10News the injured man was a tree trimmer. Medics took the victim, to Scripps Memorial Hospital La Jolla. Joe Jaha, a supervisor at Arbor West Tree Surgeons, says a 3-man crew was at the hotel to take down three large palms in the lobby. He says the tree trimmer was 30 feet up the final, 40-foot palm. He had taken off the top and was trying to bring it down when the tree uprooted, with the tree and tree trimmer crashing to the ground. The tree trimmer, a man in his 30s, suffered a broken leg and arm."It had highly unusual, shallow roots, which we couldn't detect until it was too late. OSHA arrived and said we were in total compliance. It was a freak accident," said Jaha.The Hilton sent 10News the following statement: 1131

  

SAN DIEGO (CNS) - A woman whose Nissan Versa ended up underneath a semi-truck on Interstate 8 in El Cajon Monday escaped serious injury and was arrested on suspicion of drunken driving, authorities said. Heidi Farst, 56, of El Cajon was driving westbound on I-8 near Main Street when her compact car was rear-ended by another vehicle just before 6 a.m. Farst's car then collided with the semi-truck, flipped over and landed upside down underneath the rig, California Highway Patrol Officer Travis Garrow said. Farst was freed from the wreckage and transported to Sharp Memorial Hospital for what were described as minor injuries, a CHP dispatcher said. She was then booked into the Las Colinas Detention Facility on suspicion of DUI, according to Garrow. No other injuries were reported. The crash triggered lane closures and a SigAlert. All lanes were reopened shortly after 8 a.m. 890
