SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue.After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line. He taught Malaiha how to call 911 on the phone, in case of emergencies. "I'm very proud of her," he said. 1616

SAN DIEGO (KGTV) -- Twenty-seven local elementary schools have been approved by the state and county officials to reopen for in-person classes this fall.At least 92 elementary schools in San Diego County have applied to reopen for class on campus as of Tuesday, according to the county. SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018. A voter-led initiative achieved enough signatures to send it to the ballot, and overturn that change to the general plan. 2008

SAN DIEGO (KGTV) — When you are out in public, it is virtually impossible to tell who has immunity to the coronavirus and who is susceptible.A San Diego-based company is trying to change that by developing two new COVID-19 monitoring systems that are as easy as checking someone’s forearm.Diomics is developing a device that looks like a nicotine patch that the company says can reveal the presence of SARS-CoV-2 antibodies in 24 to 36 hours. The patch is intended to be worn for one to two weeks, offering people a way to monitor -- and potentially display -- their infection status, according to CEO Anthony Zolezzi.When the patch, named Diocheck, detects antibodies circulating in the blood, it turns red.“We think this is an integral piece of getting things back to normal,” Zolezzi said. “This can get the country back operating and get us comfortable that the people around us aren’t infected.”A second device, made from thousands of tiny polymer beads, can be injected into the skin and offer COVID monitoring for six months to a year, Zolezzi said. The company is still testing how long the test can stay active before it’s safely absorbed by the body.The company plans to launch clinical trials at UC Irvine next month.Zolezzi envisions the tests would be useful for employees in numerous sectors, including the airline industry, the cruise industry, the gambling industry and the military, offering a new way to detect and rapidly quarantine infected individuals.Once a coronavirus vaccine is released, the tests could be a useful companion, he said, since it will likely take several weeks to develop protective antibodies after inoculation. An individual wearing the patch, for example, could find out when they have antibodies circulating in the blood.The tests could also show when a person begins to lose antibodies. Studies have show individuals with a mild coronavirus infection lose antibodies after a few months, and it’s common for vaccines to require multiple doses.“This patch will show you, when the color dissipates, it’s because your antibodies have dissipated,” Zolezzi said. “That’s the time when you need to get a boost, or some type of prophylaxis.”The small biotech firm with less than 20 employees is leveraging technology that’s more than 100 years old.In 1907, a French physician named Charles Mantoux developed an injection test for tuberculosis that produces a raised, red dot on the skin when the bacteria is detected. This is the standard test given today.“All we’re doing is modernizing it,” Zolezzi said. The company’s patented slow-release material allows for much longer monitoring, he added.Diomics was making skin care, wound care and diabetes products before the pandemic shifted the company’s focus. Their components are FDA approved individually, but will need new approval for this use, Zolezzi said.Zolezzi said production is underway, but the company is hoping to partner with a large drugmaker to rapidly scale up manufacturing.
