VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. WASHINGTON (AP) — President Donald Trump and Homeland Security chief Kirstjen Nielsen never quite clicked personally as the president chafed at her explanations of complicated immigration issues and her inability to bring about massive changes at the U.S.-Mexico border.With Nielsen's departure now considered inevitable, her eventual replacement will find there's no getting around the immigration laws and court challenges that have thwarted the president's hard-line agenda at every turn — even if there's better personal chemistry.The list of potential replacements for Nielsen includes a career lawman, two military officers and former acting U.S. Immigration and Customs Enforcement head Thomas Homan — a tough-talker who echoes Trump's border rhetoric."A good DHS person ought to be able to scare America" about heroin coming over the border and illegal crossings, former Trump campaign adviser Barry Bennett said. "But, the system is so against you legally and structurally."Trump soured on Nielsen in part over frustrations that she has not been able to do more to address what he has called a "crisis" at the U.S.-Mexico border. VISTA (CNS) - A Catholic priest who grabbed a seminary student's groin from behind in a restroom stall during a night of drinking at a Carlsbad restaurant was convicted of misdemeanor sexual battery Monday.A jury deliberated about two hours before finding the Rev. Juan Garcia Castillo guilty.Castillo, who had worked at St. Patrick's Church in Carlsbad since 2011, faces six months in jail and registration as a sex offender when he is sentenced Jan. 18, said Deputy District Attorney Joshua Brisbane.The 33-year-old victim -- a former Navy attorney who left the military to join the priesthood -- testified that he had met Castillo the night before the incident, which happened about 1 a.m. on Feb. 4.According to court testimony, the victim went to the restroom to be sick, and was in a stall when Castillo grabbed his genitals from behind.The victim testified that he told Castillo to go away, but the defendant came back in the stall and massaged the victim's groin in a sexual way.Castillo, 35, testified that he followed the victim into the restroom because it looked like he was going to be sick. The priest said he tried to put pressure on the victim's stomach to stop his vomiting because his mother had taught him that trick as a child.The Roman Catholic Diocese of San Diego suspended Castillo once it learned of the "credible allegation" against him. 1371

Virginia Beach Police are investigating a shooting that seriously injured two people early Sunday morning.Officers were alerted to multiple shots fired in the area around 12:45 a.m. A woman was located and suffering from a life-threatening wound. Medics treated the woman and took her to the hospital.A few minutes later at 12:48 a.m., officers received word that a victim with life-threatening injuries was located in several blocks away. EMS treated and took the victim to the hospital for further treatment.A possible suspect has been detained and the investigation is ongoing.Prior to this shooting, police responded to another shooting at the 1900 block of the Boardwalk. A woman suffered non-life threatening injuries in the incident.There is an increased police presence throughout the oceanfront area due to College Beach Weekend. Problems with violence in past years have caused some to be critical of the event. Last year, thousands signed a petition calling for an end to College Beach Weekend after four people at the Oceanfront were injured from a shooting. 1078
