(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. (KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Jessica Bell says she battled health issues, so she and her husband came up with the idea for safer food containers."It just isn't the way I wanted to live my life," she says in reference to her illnesses.So for one, she decided to eat healthier food, and at the same time, steer away from storing food in plastic containers."I realized I had to take out the things that were contributing to disease. Trying to avoid that contact that food has with those plastic chemicals. We want to be a force for change there.."And the action she took was forming a company with her husband called ReVessel."The idea of a container that can be transported and have all these modular features."Made of stainless steel and silicon, the food storage kits, as they are called, were developed with the help of deep sea engineers. and with one top priority. "Leak proofing," she says. "it's an opportunity for people to carry their lunch anywhere, whether it's in a backpack or purse."But there is more to these storage kits, as they are also environmentally safe."The average number of sandwich bags that children are carrying is about four, and that's daily. Most of them are ending up in the landfill."Jessica calls her kits, "storage anywhere food ware", and with the COVID-19 pandemic, they've teamed up with local restaurants and farms, to deliver healthy food in the kits, to front line workers.
