Over the last week, Arizona's explosion in coronavirus cases has made it the No. 1 global pandemic hot spot.According to the New York Times, Arizona topped the list of states and countries with a high rate of virus spread than any other state or country.The newspaper's research, which ranks countries and states with the most new confirmed coronavirus cases over the past week -- adjusted for population -- lists Arizona No. 1, with about 3,300 cases per 1 million in population. Florida (2,700) and South Carolina (2,300) follow. Bahrain (2,200) is No. 4.In response to the ranking, a spokesperson for Arizona Gov. Doug Ducey Wednesday morning said the New York Times analysis lacks context, citing testing statistics from other countries -- including Brazil.While the testing disparities may explain differences in comparisons to other countries, Arizona is still among the states with the most new cases per capita in the U.S.Here is the full response from Ducey spokesperson Patrick Ptak:Testing - if you aren’t testing, it doesn’t mean you have fewer cases, just that you know less about them.For example, AZ has done 8,615 test per 100K. Brazil has done 1,435.Arizona has been working hard to increase testing, with more on the way.Daily Testing - In fact, Brazil is currently testing 0.025 per 100k people per day. By contrast, yesterday, Arizona reported 12,212 tests (and this was far from our highest day in the past week) which works out to 167 tests per 100K on that one day alone.Positivity rate – both Brazil (33%) and Peru (39.9%) have a higher positivity rate than Arizona. This, in combination with their much lower testing, suggests the outbreaks in these places are much larger than is being reported. (KGTV) - Eight border wall prototypes erected along the U.S.-Mexico border crossing in South San Diego County will soon be dismantled, a Border Patrol source confirmed to 10News Friday. The area is being cleared to make way for the secondary border fence, the official said.The Department of Homeland Security hired companies to build the prototypes, which were finished in October 2017. The designs were constructed to the Border Patrol’s requirements and stood 30 feet high, most made of thick concrete. “We’ll look at things like aesthetics, how penetrable they area, how resistant they are to tampering, and then scaling or anti-climb features,” CBP Deputy Commissioner Ronald Vitiello said in 2017. The CBP evaluated the prototypes to determine if anyone could get through by climbing or digging. The vendors hired to complete the work included Caddell Construction of Alabama, KWR Construction of Arizona, ELTA North America Inc. of Maryland, W.G. Yates & Sons Construction Company of Mississippi, Fisher Sand & Gravel Co. of Arizona, and Texas Sterling Construction Co. of Texas. Much of the input for the designs came from Border Patrol agents. The entire concept literally was how can we do this better," San Diego Sector Border Patrol Chief Rodney Scott told 10News in 2018. Police are investigating a car crash that killed a zebra in Chandler, Arizona on Wednesday morning.Several area residents posted in a neighborhood Facebook group about the crash around 6 a.m. local time, including rumors that the animal may have escaped from the Ostrich Festival grounds nearby. Chandler Police confirmed that a vehicle struck a zebra. They say the zebra, who was from the Ostrich Festival, was killed in the crash. The driver suffered minor injuries. Scripps station KNXV in Phoenix on the scene caught crews towing away a white SUV with front-end damage. A zebra was also spotted in a pen with ostriches on a property off the road, but it appeared to be uninjured.  712

  

People all across San Diego are breaking the law to ease parking problems in congested neighborhoods. They're either painting over red curbs to add spaces, or they're adding red paint to the curbs near their driveways to keep people from blocking them in.Either way, it's illegal and the city deals with hundreds of complaints each year on its Get it Done website and app. City officials say it's most common in neighborhoods like Hillcrest, Pacific Beach and North Park, where the population is dense, and parking spots are at a premium.San Diego Municipal Code 82.14 says "No person shall paint or otherwise mark any curb, sidewalk or street surface without first complying with the requirements of this code." Although city officials say it's tough to enforce because it's hard to prove who painted the curb. The San Diego Police Department wasn't able to provide 10News with details on what the penalties could be.An SDPD Spokesman did say anyone who gets a ticket for parking in a red zone that may be illegal can appeal the citation here.In 2017, the city dealt with 222 reports of illegally painted curbs on the Get it Done website. They try to respond to all of them. Already in 2018, there have been more than a dozen. Aside from the Get it Done feature, you can report illegally painted curbs directly to the city's Transportation Engineering Office at 619-533-3126.  1410
