SACRAMENTO, Calif. (KGTV) - A California Assemblymember wants to make horse racing safer and prevent deaths on the track.Assemblymember Ash Kalra (D-27) says it's the only way to ensure the sport's survival in the state."I think whether you're a race fan or not, everything we can do to protect the horses, while protecting the sanctity of the sport as well, is important," says Kalra.His proposal, Assembly Bill 2177, would create sweeping changes to the way horses are cared for at the tracks. Among the most notable changes, all large tracks would be required to have CT Scans on site. Kalra says this will help get more accurate diagnoses of injuries.The bill would also require tracks to have on-site pharmacies, and trainers could only give medicine from those pharmacies to the horses. Veterinarians would also be prohibited from carrying medicine to the tracks."If you mask injuries, you risk greater injury," he says. "So we want to make sure that medications are being prescribed that actually deal with specific injuries, they're not performance enhancing and they're not being used to mask an injury just to get a horse out on a track when it's not ready."The bill requires the immediate suspension of any trainer who has a horse die on the track, pending an investigation. It also gives the California Horse Racing Board the authority to suspend or revoke a trainer's license for repeat violations of medication regulations.The bill is sponsored by PETA and the animal rights group Social Compassion in Legislation. In a statement, PETA Senior Vice President Kathy Guillermo says "Horse racing shouldn't come with a death toll, and this legislation can help to make sure it doesn't."Judie Mancuso, the President of Social Compassion in Legislation told 10News that this bill can be a good compromise between the industry and people who want to see the sport eliminated."A lot of it is just common sense," says Mancuso. "If horse racing is to exist in California, there has to be zero tolerance for fatalities."Horse deaths were a major problem in California in 2019. Santa Anita saw 44 horses die at the track since December of 2018. The Del Mar race track had a handful of deaths during its Bing Crosby fall season.Kalra says Del Mar has been a leader in horse safety and the rest of the state should look to them for best practices."Del Mar is actually one of the safer tracks and that's something we want to look at," he says. "Why is it safer? We can learn a lot by what's happening at your local track and hopefully these rules and regulations will be able to encapsulate some of the good things happening in the industry as well."Officials from Del Mar declined to go on camera, but released a statement to 10News about Assembly Bill 2177. In it, they say:"The Del Mar Thoroughbred Club (DMTC) is committed to working with the legislature and equine experts to ensure the safest possible environment for California's horses and riders. In 2017, DMTC began a series of industry-leading reforms which resulted in Del Mar being ranked as the safest racetrack in North American in both 2018 and 2019. As a founding member of the national Thoroughbred Safety Coalition, DMTC continues to work with industry stakeholders to advocate for and implement the highest standards of safety and welfare for our equine and human athletes."Critics of the bill say it will ruin the industry in California, as trainers and owners who don't want to abide by the new rules will choose to race in other states instead. Kalra believes that if California adopts the new rules, the rest of the country will follow."California needs to do what's in the best interest of Californians," he says. "I think once we do that and other states see how we're doing it, they'll want to work with us and really create a standard that can be used nationally."The bill is scheduled for a hearing in the House Government Oversight Committee on March 13th. 3943

Reversing an earlier decision, the University of Notre Dame will continue providing students and employees with access to birth control free of charge.The Catholic institution was one of the first major employers to take advantage of the Trump administration's weakening of Obamacare's contraceptive mandate.Notre Dame, which had long battled the Obama administration over the provision, said in late October that it would end coverage for employees after Dec. 31 and for students after Aug. 14. A fairly limited number of employers -- mainly churches and some other religious entities -- could get an exemption to the mandate.Some other employers, such as religious-based universities or hospitals, could seek accommodations so that they didn't have to provide coverage, but their workers could still obtain contraceptives paid for by the insurer or the employer's plan administrator. Notre Dame's students and workers received coverage this way.The Trump administration, however, issued new rules last month that would let a broad range of employers stop offering contraceptive coverage through their health insurance plans if they have a "sincerely held religious or moral objection."In his annual faculty address Tuesday, Notre Dame's president, the Rev. John Jenkins, said the university had decided to keep the accommodation for employees in place."As I have said from the start, the university's interest has never been in preventing access to those who make conscientious decisions to use contraceptives," he said. "Our interest, rather, has been to avoid being compelled by the federal government to be the agent in their provision."A university spokesman confirmed that students would continue to have access to no-cost birth control, as well.Notre Dame's initial response was based on its belief that it could no longer utilize the accommodation because the new rule would prompt insurers to discontinue providing no-cost contraceptives. It then learned that carriers would maintain the coverage anyway."We have made the decision not to interfere with the provision of contraceptives administered by insurance administrators and funded independently," said Paul Browne, Notre Dame's vice president for public affairs.Graduate students cheered the reversal."We are grateful and relieved that we were able to help push the administration to respect the Notre Dame community members' right to reproductive healthcare," said the Graduate Workers Collective, an independent group of graduate students. 2815

Jerry Brown has reappointed two leaders of California's embattled high-speed rail board days before leaving office.Brown on Wednesday gave Dan Richard and Tom Richards new four-year terms. They serve as chairman and vice chairman, respectively, of the California High-Speed Rail Authority's board of directors. It oversees the project to construct a high-speed train traveling between San Francisco and Los Angeles in less than three hours.The project is years behind scheduled and tens of millions of dollars over budget. A recent audit faulted the authority for poor contract management and decision making.Brown's action comes five days before he hands the governorship over to fellow Democrat Gavin Newsom.The terms of two other governor-appointed board members have expired, meaning Newsom may still have a chance to choose members. 876

(AP) — With the smell of California wildfires in the air, President Donald Trump on Monday ignored the scientific consensus that climate change is playing a central role in West Coast infernos. He reiterated his unfounded claim that poor forest management is to blame. California Gov. Gavin Newsom was respectful with President Donald Trump about climate change during his visit to the state for a briefing about the massive wildfires that have burned throughout the state this year.During his visit, Newsom took a much softer tone, telling Trump they could agree to disagree on climate change. Newsom said his state can do a better job of forest management, but he tells President Donald Trump that it is “self-evident that climate change is real and that is exacerbating this.”Trump said things are getting cooler and said he does not believe the science saying otherwise.“Well, I don’t think science knows actually," Trump said.The fires are threatening to become another front in Trump’s reelection bid, which is already facing hurdles because of the coronavirus pandemic, joblessness and social unrest. His Democratic challenger, Joe Biden, in his own speech Monday said the destruction and mounting death toll across California, Oregon and Washington required stronger presidential leadership, and he labeled Trump a “climate arsonist.”Biden said, "Hurricanes don’t swerve to avoid red states or blue states. Wildfires don’t skip towns that voted a certain way. The impacts of climate change don’t pick and choose. That’s because it’s not a partisan phenomenon. It’s science.” 1609
