SAN DIEGO (KGTV) — A San Diego judge said Thursday that his recent ruling protecting two strip clubs from California's stay-at-home order extends to all county restaurants.San Diego Superior Court Judge Joel R. Wohlfeil said Wednesday that strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. Thursday, he reiterated his ruling, saying that it applies to all restaurants in the county, not just the strip clubs in question. "The court’s intention is that all businesses which provide restaurant service — meaning all restaurants in the County of San Diego — are encompassed in the scope of the court’s order. Though it wasn't immediately clear if that meant restaurants could reopen for full service or limited service, such as outdoor dining only.County officials said Wednesday that until more clarity surrounding the ruling was provided, they have suspended enforcement against restaurants and live entertainment establishments. California's regional stay-at-home order went into effect after the Southern California region, which includes San Diego County, saw its ICU capacity dipped under 15%. Thursday, the region's capacity hit 0% as the state added more than 52,200 new coronavirus cases.Wednesday’s ruling was in response to a case brought against the county and state by Midway Ventures and F-12, the owners of Pacers Showgirls and Cheetahs Gentleman's Club, in October, after COVID-19 restrictions that forced them to close. SAN DIEGO (KGTV) - A possible theft ring may be 'fishing' for checks at local post offices.Kevin, who owns a small business, mailed out several checks to vendors at the post office in Poway on a Friday night. On the next Tuesday morning last month, he got a call from his bank, Wells Fargo. A woman had tried to cash a fake check at a bank in Los Angeles, a typed check for nearly ,500 written out to a woman's name from Kevin's business. The bank rejected it. The bank representative then asked him about two other checks that had just been deposited at other branches. The two fake checks - written out to a different woman for some 0 each - had been deposited for cash in the Los Angeles area."There's definitely anxiety. You don't know how much money has been compromised," said Kevin.Kevin is not alone. In April, 10news featured the story of Barbara Reynolds and her state tax check, stolen and altered after she dropped it off at post office in Mira Mesa. Her check was likely 'fished' out by thieves using a rodent glue trap, before being washed. A chemical solution dissolves away the ink, allowing a thief to fill in the blanks.Another theft victim told 10news the Postal Inspection Service supervisor described to him a possible theft ring that has hit post offices in Encinitas, Poway and Mira Mesa in recent months. 10news has also tracked down reports of similar thefts in Sorrento Valley and Rancho Bernardo."It's frustrating. Never crossed my mind that something dropped off at post office could be compromised," said Kevin. Kevin's bank did cover the loss of the fake checks. 10news reached to the Postal Inspection Service but haven't heard back.Experts say use the slots inside the post office and if you do use an outside collection box, drop off your mail before the final collection time. 1823

SAN DIEGO (KGTV) - A man accused of fatally stabbing his neighbor 33 times in Rancho Pe?asquitos last week pleaded not guilty to a murder charge.Police said Howard Forrest Lowe, 54, stabbed his neighbor, Richard Munsinger, 72, repeatedly in an unprovoked attack in Munsinger's garage in the 9500 block of High Park Lane.Following the attack, police said Lowe washed his hands and made a getaway on his bike before authorities caught up to him.RELATED: Police identify victim, suspect in deadly Rancho Pe?asquitos stabbingLowe faces 26 years to life in prison if convicted. SAN DIEGO (KGTV) – A man was fatally shot by San Diego Police as officers responded to calls of vandalism in the Mountain View neighborhood early Monday morning.According to police, officers were called to the 300 block of South Pardee Street just before 4:30 a.m. after receiving reports of “a violent disturbance involving a weapon.”Residents at the home were woken up by a man they say ripped a metal curtain rod from the window and began breaking windows and other objects.“Fearing for their safety, they asked another resident to call 911. A neighbor also heard the commotion and called 911 reporting it sounded like someone was being tortured,” police said.When officers arrived, police say they gave the man directions in English and Spanish but received no response. According to police, that’s when the man crawled through a broken window before running towards officers with a metal pole.“Fearing for their safety, one officer fired a bean bag round, one officer fired a Taser, and one officer fired several rounds from his service pistol. SAN DIEGO (KGTV) — A man was rescued from the top of a section of the border wall in Otay Mesa Tuesday.Cal Fire firefighters were called to a section of barrier in Otay Mesa just before 6 a.m. Crews arrived to find one person stuck on top of the border wall structure.Crews used a 35-foot ladder to reach the man and assist him down. No injuries were reported.Tuesday's rescue comes more than a month after San Diego Fire-Rescue firefighters and Border Patrol agents helped rescue three people stuck on top of a portion of the border wall in Otay Mesa. 560
