Almost two dozen people became trapped when a storm knocked over a large tree onto a detached garage, which collapsed. The victims were attending a child's birthday party, and had gone inside the garage when the storm started, according to Anne Arundel County Fire Department."It literally sounded like a train coming down the tracks and I looked out the front door and I could see a funnel," said neighbor Dawn Redloff.Redloff describes the severe and sudden storm that hit her neighborhood in Pasadena Sunday afternoon, near Baltimore. Winds knocked down trees, power lines and blew out her front door and window.But nothing was as bad as her neighbor's home."It was heartbreaking," said Redloff.The Anne Arundel County Fire Department officials said a large tree fell on a detached garage during a child’s birthday party, injuring 19 and requiring major rescues."The guys were unreal, cutting the building apart, getting people out of there," said Redloff.When crews arrived, they found six people still trapped inside, all were removed within 45 minutes.According to the county, 19 adults and two children were injured and taken to four area hospitals. After fighting off insurgents in Iraq and Afghanistan, Mike Cutone returned back to the streets of Springfield, Massachusetts, only to discover that the situation wasn’t much better at home.During the late 2000s, it wasn’t out of the normal to see gang members openly riding up and down the community’s streets, openly brandishing assault rifles. The crime problem had gotten so bad that heroin was being sold in broad daylight, just blocks away from the state police barracks, where Cutone was stationed as an officer.“The citizens didn’t feel safe, people felt like prisoners in their own homes,” Cutone recalled of those years.Having recently returned from a counter insurgency tour overseas, Cutone could see that the way the crime ridden neighborhoods were being policed wasn’t working. So, he came up with a plan, drawn directly from his experience as a Green Beret. The idea was called Counter Criminal Continuum Policing or C3. Cutone partnered with Springfield police to create the new concept that focused on gaining the trust of the community instead of just arresting criminals.For the past 12 years, community leaders, city police, state police, residents and business owners have met once a week as part of the C3 program. From getting to know local business owners, to knocking on doors, the program’s foundation is rooted in winning over the trust of the community in an effort to address crime.And it’s working.“You aren’t going to arrest your way out of crime. We weren’t looking at crime through the lens of the people that live there. It starts with law enforcement understanding what these communities are going through,” Cutone said.As the nation currently struggles with police reform, Cutone sees this as a model other city could emulate.“Because of the trust factor, we built legitimacy with the community and meeting with them on a weekly basis, we want to hear what they have to say and solve these problems in their communities. Right now, we’re not hearing about partnership we’re hearing about division, division never wins there has to be a partnership,” he added.Although parts of the city are still dealing with crime, the areas infiltrated by the C3 program are almost unrecognizable. On streets where gang members once dealt drugs in broad daylight, neighbors’ biggest complaints are now typically about illegal dumping.And community leaders can see the long-term impacts the program is having.“We can see businesses are coming back and young people can get a job. Now we look at the city as being one neighborhood because we’re all working together for the same cause,” said Neil Boyd, a local Bishop in the area. 2657

After a gunshot wound to the back paralyzed him, Javier Flores turned his anger into art.“For me it’s a meditative process,” he said. “It’s a way I can focus something bigger than myself.”Learning to overcome his own obstacles, Flores is now fighting for more disability rights around the world.“As an artist, I feel it’s art job to provoke and insight dialogue and conversation,” he said.Conversation about the United States' failure to ratify the Convention on the Rights of Persons with Disabilities, an international human rights treaty intended to protect the rights and dignity of persons with disabilities.“I’m disabled and so for me it’s a slap in the face,” Flores said. “I felt like it was an injustice and so it’s one of the things I wanted to carry out through the aesthetics of cubism.”With help from his art students at Access Gallery, Flores created a piece titled “Really?” in an attempt to bring awareness to his fight.“The image is an adaptation of Pablo Picasso’s “Guernica,” Flores said of the artwork. “Instead of the horse, there’s a seeing eye dog. There’s people of different disabilities and abilities represented.”Now his artwork is on display at an unusual gallery: a pizza shop“It’s not just creating art but creating economic opportunity for artists with disabilities,” said Chris Donato of Pizzeria Locale.This Denver-based pizzeria recently printed Flores’ artwork on its pizza boxes.“It’s a way to kind of highlight the 30th anniversary (of the Americans with Disabilities Act) and hopefully bring attention to the cause,” Donato said.Thirty years after the ADA was signed, Pizzeria Locale is now donating 33% of its revenue to Access Gallery during a fundraiser.“Currently, we have three locations so it’s a pretty good chunk of change we hope,” Donato said.Change that Flores says can help inspire art, emotion and more help for those living with disabilities. 1902
