SAN DIEGO (CNS) - A pedestrian was struck and killed by a BNSF freight train at the Old Town Transit Station in San Diego, authorities said this morning.Officers responded to the station, in the 4000 block of Taylor Street near Congress Street, at 9:25 p.m. Friday and found the victim dead at the scene, according to Deputy Brian Abraham of the San Diego County Sheriff's Department.The age, gender and name of the victim were not disclosed.Anyone with information about this incident was asked to call the sheriff's department at 858-565-5200. 553

SAN DIEGO (CNS) - A public hearing regarding the proposed placement of a convicted sex offender at a supervised home in Pauma Valley is scheduled for July 31, officials said today.Joseph Bocklett, 75, was convicted of three sexual offenses over a 19- year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Bocklett is classified as a Sexually Violent Predator, a designation for those convicted of sexually violent offenses and diagnosed with a mental disorder that makes them a danger to the public.Bocklett petitioned the court last year to be granted release into the Conditional Release program and on Monday, the Department of State Hospitals proposed that Bocklett be housed at 15077 Adams Drive.Sexually Violent Predators are monitored via GPS ankle devices and are typically placed in low population areas.Members of the public may submit comments regarding the proposed placement location until July 14. SAN DIEGO (CNS) - As his trial entered its eighth week, a man who shot at officers from his ex-girlfriend's condominium in Bankers Hill pleaded guilty to four counts of assault with a firearm on a peace officer and agreed to a 20-year prison sentence, it was confirmed Thursday.Titus Colbert, 36, faces formal sentencing May 18 before Judge Louis Hanoian.Deputy District Attorney Michael Runyon was about to wrap up his case when Colbert decided to plead guilty Monday afternoon.Charges of premeditated attempted murder of a peace officer and assault with a semiautomatic weapon were dismissed.RELATED: Suspect in Bankers Hill standoff that shut down Lindbergh Field in courtRunyon said in his opening statement that Colbert took two rifles and a revolver belonging to his roommate in Las Vegas and showed up at his former girlfriend's condo in Bankers Hill a few days before his Nov. 4, 2015, arrest.According to Runyon, the morning of the shooting, Colbert's ex- girlfriend Ashley Davies realized that he'd had broken into her complex and sent him a text saying: "You're trespassing! You're going to jail!"Colbert responded by texting, "(Expletive), I'm going to be a star. (Expletive) you for putting my life in danger," the prosecutor said.When officers responded to Davies' sixth-floor condo near the roof of the complex, a shot rang out from behind her door and an officer returned fire, according to Runyon.The prosecutor said officers retreated and more shots were fired at them and members of a SWAT team.Hours later, police observed a rifle, revolver and a magazine for a rifle being thrown out of the window where Colbert was holed up, Runyon said.After Colbert's arrest, officers found 17 expended casings and another rifle under a pile of clothes in the room, the prosecutor said.Even though traces of cocaine and methamphetamine were found in Colbert's system, and even though he had a history of mental health issues, the defendant knew what he was doing that day, Runyon said.Defense attorney Melissa Tralla told the jury that Colbert had a psychotic break and was paranoid and delusional. She said that days before, Colbert had called Davies at least 50 times and was not acting right.Colbert was rambling, saying he had special powers and was part of the New World Order, Tralla said.The attorney said Colbert was showing signs of mental illness by age 6, and was diagnosed with schizophrenia by age 15. SAN DIEGO (CNS) - A report released Thursday by the International Boundary and Water Commission found a significant presence of wastewater in border channels in the Tijuana River Basin impacting San Diego.In the report, "Binational Water Quality Study of the Tijuana River and Adjacent Canyons and Drains," scientists from the United States and Mexico collected samples from of seven transboundary channels.The sampling and laboratory analysis for the study were performed from December 2018 to November 2019. The findings indicate the presence of treated and untreated domestic and industrial wastewater.The scientists analyzed 267 different parameters in water and 204 parameters in sediment for pathogens, metals, industrial organics, pesticides, as well as conventional parameters typically found in wastewater. Of the parameters tested, 131 were not detected and 136 had detectable levels.Parameters that exceeded standards in both countries at all monitoring sites are those associated with the presence of wastewater, including ammonia, biochemical oxygen demand, chemical oxygen demand, oils and greases, phosphorus, nitrates, methylene blue active substances and coliform bacteria.Data analysis indicates that the parameters which exceeded standards had originated as uncontrolled sewage spills from Tijuana. Disposal of solid waste or trash contributes to the presence of certain parameters exceeding the standards, such as the organic compound DEHP. Commonly used in the manufacture of plastics, DEHP exceeded applicable standards at all monitoring sites and could have leached from plastic accumulated in the canyons and Tijuana River.The results showed that certain parameters of concern -- Hexavalent Chromium and the pesticides DDT and Aldrin -- were either not detected or found in very low amounts below the limits established in both countries' applicable regulations. Likewise, metals such as copper, nickel and zinc, which are commonly used in the metal plating industry, were detected at levels within applicable standards in both countries.The report also includes recommendations related to control of industrial wastewater discharges in Tijuana, increased resources and assistance for wastewater collection and treatment systems in Tijuana, and continued joint water-quality monitoring and field inspections to detect and respond timely to wastewater flows. 2389

SAN DIEGO (CNS) - Lyft opened a 35,000-square-foot "Driver Center" Tuesday in a former Toys "R" Us store in Bay Park to provide a one-stop location for its drivers to go for vehicle repairs, maintenance and other support services."We're proud to open one of Lyft's first Driver Centers in San Diego to further meet our drivers' needs directly," said Lyft Southern California General Manager Hao Meng. "We know that maintaining a vehicle can add up and our goal is to service drivers' vehicles in a timely and affordable way so they can get back on the road."The facility at 1240 W. Morena Blvd. will be staffed by 20 vehicle service specialists, driver support and onboarding staff.Mayor Kevin Faulconer, San Diego Regional Chamber of Commerce President and CEO Jerry Sanders and other community leaders were on hand for an opening ceremony.The Driver Center is designed like a race car pit stop, according to the ride-hailing company, with technicians working in teams to quickly get repairs completed and drivers back on the road.Available vehicle services include oil changes, tire rotation, and replacement of tires, brake pads, wiper blades, spark plugs, filters and batteries, along with free diagnostic assessments.
