SANYA, April 11 (Xinhua) -- Chinese President Hu Jintao and Tanzanian President Jakaya Mrisho Kikwete on Friday pledged to make concerted effort to promote the traditional friendship and practical cooperation between the two countries.     China sees Tanzania as its all-weather cooperative partner and the healthy development of bilateral relations could be treated as a model for China's sincerity and cooperation with Africa and all developing countries, Hu told Kikwete during their talks in this southern China seaside city.     To further the bilateral all-round cooperation, Hu proposed the two countries strengthen political trust, keep high-level contacts and dialogues in various forms, expand mutually beneficial trade cooperation, facilitate exchanges in the areas of education, culture, sports, public health, tourism and media, and encourage contacts among local governments, social organizations, women and youth of the two countries. The relay will be held the next day before the Olympic Torch continues its global tour to Muscat of Oman.     Kikwete said the people of Tanzania and all other African countries are firmly against the attempt of some people to disrupt the Beijing Olympic Games, resolutely support the efforts of the Chinese government and people, and believe the Beijing Olympic Games will be a complete success.     Hu thanked Kikwete for this and said the China-Africa new strategic partnership marks a new development stage of China-Africa cooperation. China is ready to work African countries to deepen substantial cooperation, promote the sustained development of China-Africa Cooperation Forum and make new contribution to Africa's peace and development.

BEIJING, July 3 (Xinhua) -- A senior Chinese diplomat on Thursday urged developed and developing countries to work on common policies and cooperation to address the global challenges such as climate change and food security.     "China values dialogue between the Group of Eight (G8) and developing countries", Assistant Foreign Minister Liu Jieyi said at a briefing on President Hu Jintao's attendance at the Outreach Session of the G8 Summit.     At the invitation of Japanese Prime Minister Yasuo Fukuda, Hu will attend the Outreach Session of the G8 Summit in Japan from July 7 to 9.     The G8, comprising the United States, Britain, Germany, Canada, France, Italy, Japan and Russia, holds a summit each year.     Liu said the issues to be discussed would be "important" and "urgent", and he hoped the meeting would promote the dialogue between South and North, step up multilateral cooperation to resolve global issues and ensure lasting peace and common prosperity. BEIJING, Sept. 3 (Xinhua) -- Premier Wen Jiabao inspected repair work and raised morale among residents over the past three days, during a visit to southwestern Sichuan Province nearly four months after the devastating May 12 earthquake.     "The relief work [so far] is successful," said Wen, on his fourth visit to Sichuan since the quake. "Now we are entering a critical stage to boost rehabilitation." With a combination of temporary housing and repaired buildings, about 4.45 million homeless families in the province have found accommodation.     Wen visited Zaoshu Village, Qingchuan County, one of the worst-hit areas, as the villagers were busy building or repairing houses. Wen went into the field, asking farmers about their crop yield. Told there was a bumper rice harvest despite the quake, he urged local officials to resume production as soon as possible where conditions allow.     At quake-devastated Dongfang Steam Turbine Co., Ltd. of Deyang, which Wen had visited twice previously, he was visibly happy to see production back at the pre-quake level.     He urged employees to continue working to build the company into a more advanced, secure and sustainable organization.     The premier also visited a road repair site near the epicenter,Yingxiu, praising the soldiers and workers who braved aftershocks and landslides to keep the road clear after the quake.     The worst-hit Beichuan County must be relocated as it was severely damaged in the quake and the original site might be vulnerable. Wen again visited the debris where the county seat was once located. He trudged on foot for an hour through the debris with a heavy heart.     He laid a wreath at a mass burial site of quake victims and observed a one-minute silent mourning period together with his entourage.     He told survivor Wang Dan, a 26-year-old woman of Qiang ethnic group, that the pain was overwhelming but the Beichuan people were strong.     "Although half of the population perished, the other half -- the survivors -- will build a new Beichuan with hope," he said.     When invited by Wang to come again when the new Beichuan is built, Wen promised he would come to the place, which he would remember for life.     He told local officials that the county should be rebuilt not only materially but also spiritually, as its unique Qiang culture should be preserved and promoted.     Presiding over a meeting attended by Sichuan provincial-level officials on Tuesday night, Wen said the quake rescue and relief work had entered an important phase of reconstruction. He urged local governments to seriously implement the reconstruction plan approved by the State Council, the country's Cabinet, and lead local people to accomplish the major tasks of rehabilitation and reconstruction in three years.

XIANYANG, Shaanxi, Oct. 5 (Xinhua) -- President Hu Jintao has written to the Tibet Nationalities Institute (TNI) to celebrate its 50th founding anniversary, which was the first institution of higher learning for ethnic Tibetans set up by the Central Government outside Tibet Autonomous Region.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, hailed the institute's "important contribution to the economic development and social progress" of Tibet, which has turned a great number of ethnic Tibetans into high-quality cadres and specialists.     Hu expressed the hope that the TNI would continuously improve its managerial level in teaching, play a better role as the training base for Tibetan cadres, and make greater contributions to improving the life of people of different ethnic groups in Tibet and promoting stability and unity in the region.     A ceremony was held on Sunday at the TNI in Xianyang City, Shaanxi Province, northwest China. Raidi, former vice-chairman of the Standing Committee of the National People's Congress, who is an ethnic Tibetan and a former leader of Tibet Autonomous Region, attended the celebration.

BEIJING, Sept. 18 (Xinhua) -- China's State Council, the country's Cabinet, issued an implementation regulation for Labor Contract Law here on Thursday in an effort to clarify confusion surrounding the law.     The new law, which was put into effect on Jan. 1, was hailed as a landmark step in protecting employee's rights. But many complained the law increased a company's operational cost as it overemphasized protection of workers.     One of the most debated terms was one that entitled employees of at least 10 years' standing to sign contracts without specific time limits. Some employers believed the "no-fixed-term contract" would bring a heavy burden to them and lower company vitality.     "By issuing the regulation, we hope to make it clear that labor contracts with no fixed termination dates did not amount to lifetime contracts," a Legislative Affairs Office of the State Council official told Xinhua.     The regulation listed 14 conditions under which an employer can terminate a labor contract. These included an employee's incompetence to live up to the job requirements, serious violations of regulations and dereliction of duty.     Another 13 circumstances were also included in the regulation, under which an employee could terminate his or her contract with an employer, including delayed pay and forced labor.     Compensation should be given if employers terminate the contract lawfully. Employers should double the amount of compensation if they terminated a contract at their own will. No further financial compensation was required, according to the regulation.     China's top legislative body, the Standing Committee of the National People's Congress, adopted the Labor Contract Law in June2007, which was followed by a string of staff-sacking scandals.     The best known was the "voluntary resignation" scheme by Huawei Technologies Co. Ltd., the country's telecom network equipment giant.     The Guangdong Province-based company asked its staff who had worked for eight consecutive years to hand in "voluntary resignations." Staff would have to compete for their posts and sign new labor contracts with the firm once they were re-employed.     Huawei later agreed to suspend the controversial scheme after talks with the All China Federation of Trade Unions.     The NPC Standing Committee said on Thursday it would start a law enforcement inspection at the end of September in 15 provinces, municipalities and autonomous regions.     The Legislative Affairs Office of the State Council issued a draft of the implementation regulation on May 8 to solicit public opinion. By May 20, the office had received 82,236 responses. On Sept. 3, the State Council approved the regulation.
