Rep. Tim Ryan announced Thursday that he's running for president.The announcement on his campaign website came shortly before the Democrat appeared on "The View.""As a congressman from Youngstown, Ohio for almost 20 years, I've watched the American Dream slip through the fingers of many Americans," Ryan says on the website. "That's why I am running for President. It's time to do something."Ryan, who has served in Congress since 2003, began considering a 2020 bid in 2018, as he traveled across the country stumping for Democrats running for office and, indirectly, testing the waters on a presidential bid.Ryan enters the presidential race as a longshot candidate with less name recognition than most candidates and a far smaller political network. The field is also already sizable and growing: Democrats are waiting on former Vice President Joe Biden to decide on a run, along with former Virginia Gov. Terry McAuliffe, Sen. Michael Bennet of Colorado, Gov. Steve Bullock of Montana and Rep. Seth Moulton of Massachusetts."As I travel through Ohio and the country, I've been inspired by the solutions that exist. On every issue, from manufacturing, to health care, to schools and education, to taking care of and healing our Vets, I find brilliant Americans who are innovating and creating REAL solutions," Ryan wrote. "And our current government and leaders are in the way of these solutions being implemented on a broad scale. We must invest in and bring the solutions that are working to communities across the country."Ryan has become most known in Democratic circles for his opposition to House Speaker Nancy Pelosi holding her leadership positions. But those efforts have failed, and even Ryan voted for Pelosi earlier this year when Democrats picked their next House leader after taking back the chamber in 2018.Ryan told CNN in February that he was "seriously considering" a presidential run, but that he didn't "feel any pressure for any timeline at this point.""The country is divided," he added. "We can't get anything done because of these huge divisions that we have."Ryan, according to advisers close to him, plans to run as the Democrats' best hope for winning back white, working class voters who left the party in 2016. The likelihood of a Ryan run increased earlier this year when Sen. Sherrod Brown, a better-known Ohio Democrat, declined to run for President.Ryan told CNN in 2018 that he felt a pull between challenging Pelosi, which he didn't do, and vying for a chance to take on Trump."The speaker thing is obviously a narrower universe," he said. "But I do well with the public. I do well with voters. I enjoy it. I enjoy learning from them and getting to know them. And I have always been that kind of person. Special counsel Robert Mueller's team has expressed reluctance to him testifying publicly in front of the House Judiciary Committee, according to sources familiar with the matter.The special counsel's team has expressed the notion that Mueller does not want to appear political after staying behind the scenes for two years and not speaking as he conducted his investigation into President Donald Trump. One option is to have him testify behind closed doors, but sources caution numerous options are being considered in the negotiations between the committee and the special counsel's team.Justice officials are generally supportive of how the special counsel's team is proceeding with negotiations. As Attorney General Bill Barr told The Wall Street Journal last week: "It's Bob's call whether he wants to testify."Special counsel spokesman Peter Carr and the Justice Department declined to comment on the current status of negotiations.House Judiciary Chairman Jerry Nadler, a New York Democrat, has repeatedly said that Mueller must appear publicly, and he will subpoena Mueller if necessary."Eventually we will hear from Mueller because ... we will subpoena him if we have to," Nadler told CNN earlier this month. "I certainly hope it doesn't come to the, to our necessity to subpoena him," he added.Rep. Doug Collins, the top Republican on the Judiciary Committee, suggested at Tuesday's hearing, a meeting where former White House counsel Don McGahn did not appear after being subpoenaed, that Democrats appeared to have a lack of urgency scheduling Mueller's testimony."We've subpoenaed the documents, we've subpoenaed the underlying documents, we've subpoenaed stuff that we can't get, but the one thing that we seem to avoid is Mr. Mueller himself, the one who wrote it," Collins said. "We've asked since April about Mr. Mueller coming. But every time we seem to get close to Mueller, Mueller just gets pushed on a little bit. Haven't seen a subpoena here, and this is what's really amazing -- we'll get back to subpoenas in a moment -- but just think about that. You wanted the work of the author, but you don't want to talk to the author."After the hearing, Collins would not say whether he'd support a subpoena for Mueller's testimony.Separately, Nadler told CNN's Chris Cuomo on Monday he doesn't know what's keeping Mueller as an employee of the Justice Department, suggesting he was "more subject to their discipline" than he would be as a private citizen. "The report is finished. I don't know why he is still there," Nadler said.Mueller has been seen arriving for work almost every morning since the report was released in April.The Justice Department has not commented on what work still remains. 2726

SAN FRANCISCO — California police officer Robert Davies was arrested after pursing someone police say he believed was a teenage girl on social media.A 20-year-old college student whose name is not public says he used a Snapchat filter to pose as a teen girl and take down a sexual predator. He said he did so because he has a friend who was the victim of a sex crime as a child, and he wanted to help identify possible pedophiles.The student said he was "just looking to get someone" to nab, and it was allegedly Davies who messaged him once the photo of him as a female was downloaded from Snapchat and uploaded to various social media platforms, including Tinder and the messaging app Kik. 703
