SAN DIEGO (CNS) - Two San Diego-based U.S. Navy SEALs have been charged in connection with the 2017 execution of a detainee in Iraq.SEAL officials told the Navy Times that Lt. Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported. He was Gallagher's platoon leader during the deployment and told investigators he learned about the alleged war crimes only after he was told about them by a special operator first class."Naval Special Warfare does not comment on specifics of an ongoing investigation in order to preserve its integrity, however all credible allegations of criminal activity are taken extremely seriously and thoroughly investigated," Naval Special Warfare spokeswoman Cmdr. Tamara Lawrence told the Navy Times.Between April and September in and around San Diego, Gallagher allegedly tried to "discourage members of his platoon from reporting his actions while in Iraq during his deployment," according to the publication. 1941

SAN DIEGO (KGTV) — A beach on Naval Base Point Loma went from unsafe and unappealing to a sandy destination that also houses a new oceanic ecosystem.In the 1980s, Smuggler’s Cove was hit with erosion and until recently, was rocky and uneven.“This beach had virtually eroded away,” said Captain Ken Franklin, Commanding Officer of Naval Base Point Loma.In the past three years, a revitalization project has been in the works, with different additions to the beach coming from unique places. The Navy’s environmental team had the idea to use rubble and cement from a fuel pier that had been demolished to build an underwater reef. They planted eelgrass along the reef, restoring the habitat.“That actually enhances the fish production, enhances the overall ecology of the system. So it actually enhances and helps some of the protected species, with the birds, gives them food to eat, and overall enhance the production of the area,” said Navy marine biologist Sean Suk.Since the work started, the eelgrass has seen an estimated 700-1,000% increase, and 15-18 fish species have been spotted swimming around the new ecosystem.In addition, the Navy brought in sand that the Coast Guard had leftover from their dredging they had finished. This created a sandy beach, compared to the rocky area that was there before.“It’s a win for everybody. It’s a win the fleet, it’s a win for the warfighter, the family and for the environment, so all and all nirvana from my perspective,” said Franklin.A spokesperson for the Navy said biologist Mitchell A Perdue was one of the major driving forces behind the project, but he passed away suddenly last year, so the completion of the upgrade is in honor of him. 1702

SAN DIEGO (KGTV) — A 40-year-old man was assaulted and nearly kidnapped during a violent home invasion overnight in South Park.The victim and his girlfriend were asleep in their home when three armed suspects forced their way into the home at about 2:30 a.m., according to San Diego Police. The group demanded the victim's car keys, but he refused to give them the keys. The group struggled with the victim and assaulted him, before taking several electronics and attempting to kidnap the man, police say.The victim continued to resist and was able to escape the group and call police. The suspects then fled the scene.Police described the suspects as three Hispanic males, all wearing dark clothing, gloves, and partially covering their head and faces. SAN DIEGO (KGTV) — A car owner in Old Town has a warning if you're planning on parking in the popular area: A destructive thief may be lurking.On the morning after Cinco de Mayo, blocks from the festivities, Amy Wysocki discover an unpleasant post-celebration surprise."Just heartbreaking. I instantly broke into tears," said Wysocki.Along Congress Street, Wysocki found a side window of her Lexus on the ground, smashed."Then I came upon the other broken window, which was also a shock and quite a bummer," said Wysocki.Inside her car, about 30 bucks in emergency cash was missing, along with some ibuprofen. Her windows are tinted, but if someone peered inside, some boxes filled with paper products can been seen. Wysocki believes those boxes made her car a target. Wysocki is hardly alone. Along Congress Street, there is a trail of broken glass."It's really sad. It's disgusting," said Wysocki.Police told Wysocki there were seven other "smash-and-grab" break-ins discovered in her neighborhood that same day. A check of Crimemapping.com, which tracks data from police reports, reveals a string of car burglaries in the area in recent weeks. SAN DIEGO (KGTV) -- A 12-year-old girl riding a skateboard down a City Heights hill was seriously injured Wednesday when she crashed into the back of a minivan, San Diego police said.According to police, the crash happened just before 5:30 pm. at the intersection of Estrella and Polk avenues.Police said a Toyota Sienna was traveling northbound in the 4000 block of Estrella Avenue when it entered the intersection. The skateboarder going downhill on eastbound Polk Avenue “failed to stop” at the intersection and collided with the minivan’s left rear bumper cover.The girl sustained major injuries, including a fractured skull and brain bleed, according to police. She was rushed to Rady Children’s Hospital for treatment; her condition is unknown. 758
