SAN DIEGO (KGTV) — Following San Diego County's orders to suspend on-site restaurant dining due to the coronavirus, several delivery services are working to help local restaurants and residents.The local orders require restaurants to offer delivery or take-out options using social distancing methods.In response, major food delivery platforms are assisting local restaurants to continuing support smaller restaurants and keep hungry residents fed. SAN DIEGO (KGTV) - Dozens of officers in San Diego County have been convicted of crimes and some are still on the job. That's according to a new investigation by several newsrooms across the state, including the Voice of San Diego.A few examples of convicted cops include the case of former SDPD Sergeant Oscar Armenta who pleaded guilty to attacking his girlfriend but didn’t get any jail time. Former SDPD Officer Anthony Arevalos was convicted of groping women and trying to elicit sexual favors during traffic stops. Married ex-SDPD Officers Bryce and Jennifer Charpentier admitted to stealing and taking prescription drugs while on the clock. Other officers like Karen Almos and Jeffrey Blackford got DUIs and are reportedly still working for SDPD, according to a massive new database of convicted law enforcement officers.Complete Coverage: The Transparency ProjectThe database is a collaborative project from several news organizations including the Voice of San Diego, which was coordinated by the Investigative Reporting Program at UC Berkeley and the Bay Area News Group. The project was born after an open-records request last year shed light on a list that came from the California Commission of Peace Officers Standards and Training which revealed close to 12,000 state officers and applicants who’ve been found guilty of various offenses. According to the database, of the more than two dozen convicted San Diego County officers, the majority, 17, were from San Diego Police Department. SAN DIEGO (KGTV) — Empty school busses belonging to the San Diego Unified School District are being driven around even though most students continue virtual learning.While this happens, San Diego Unified sits in Phase One of its reopening plan — meaning many students are still at home. Erin Coller's 5-year-old is in the school district. Right now he's learning from home but Coller says she seen busses in the neighborhood."Every time I see one of those busses I just think who is riding them - where could they possibly be going," says Coller. "It stopped at our house around the time that it used to come to our house and I was loading the kids in the car and I was like are you and angel can you just take them and drive them around please, what are you doing and he was just driving the route."At the end of October, Team 10 followed school busses on several days to see where they're going and what they're doing. After leaving the bus yard in Kearny Mesa, one bus headed north to the Scripps Ranch area. The bus made several stops like it was following a planned route, but no students ever got on or off. About 90 minutes and 31 miles later, the bus was back at the yard.Another bus left the yard later that same afternoon and headed to a school in the Poway area. It picked up one student and then headed south to drop them off.The next week, another bus bus went from the yard to Interstate 805 south. It continued on to State Route 54 east to then over to SR-125 north. The bus then completed the circle on SR-52 west. About 40 miles and 53 minutes later, the bus was back in the yard. It never stopped.Standing outside the school lot, bus movement is constant. SDUSD says for good reason."Just starting them up and running them in the parking lot for 10 minutes is not sufficient. They need to put on several miles to make sure that that transmission is maintained that fluids are at the right levels that seals and gaskets are all working also to make sure that our batteries are all charged," says Marceline Marques, SDUSD's operations support officer.Marques oversees the district's transportation."During a regular school year, you would see busses operating empty. I think it just stands out right now because most of our students are participating in online learning," Marques said.Part of that time on the road is driver proficiency. Right now, along with honing their skills, drivers are doing everything from delivering textbooks, to educational supplies, and computers to students' homes.They are evaluating stops for safety and space with social distancing requirements and evaluating school drop-off areas for physical distancing needs and adjustments among other things. The list of driver responsibilities goes on."If it's diesel it needs to be run or it can have problems but as far as delivering supplies I'm shocked to hear that they are doing that because we have multiple students at our school who can not come pick up supplies," one parent told Team 10.The district says it pays .83 per gallon for renewable diesel. Busses average about seven miles per gallon. So that first 30-mile trip we watched cost a little less than in gas. The bus that didn't stop, about .50 for that trip."I think that the practice of running our buses far outweighs the cost of the fuel or the concern that folks have when they see it running without a passenger," Marques said.Right now, about 150 busses are transporting students. Others are being used to help in other ways and some like we saw are rotating through that maintenance schedule. SAN DIEGO (KGTV) — For the first time, the hunting license suspected Poway Synagogue shooter John Earnest presented to buy the rifle used in the alleged attack has been made public.The dates on the license show it was invalid at the time Earnest purchased the gun from a dealer in San Diego.Earnest, 19 years old at the time of purchase, needed a valid state-issued hunting license to get around a new California law that raised the age limit to buy a firearm to 21. RELATED: Poway synagogue shooting suspect returns to court for hearingAt a preliminary hearing Thursday, prosecutors shared an image of the hunting license, showing it was valid from July 1, 2019 to June 30, 2020. The attack took place April 27, 2019. Earnest used the hunting license to buy the semi-automatic rifle from San Diego Guns on April 13. He picked it up the day before the attack, which killed Congregant Lori Kaye and injured three others. SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. Caltrans did offer the Preissman's a 10% discount and a payment plan, but Daniel Preissman said even with that the bill is excessive. 1710
